Mayor Thomas Eckmann Presided Over the Meeting

TRIMONT COUNCIL MINUTES

Pursuant to due call and notice thereof, a Regular meeting was duly held at the Trimont Community Building on the 23rd day of January, 2017 at 5:30 o’clock P.M.

The following members were present: Mayor Thomas Eckmann, Council Member JoAnn Russenberger, Council Member Sterling Adamson, Council Member Bruce Borntrager, and Council Member Thomas Hage.

Mayor Thomas Eckmann presided over the meeting.

Newly elected officials took the oath of office.

During the community comment period, Stephanie Berens asked about truck parking regulations for residential areas and by Memorial Park.

Police Chief Anthony Nelson provided information on truck parking regulations from area cities. Discussion included how to keep trucks off side streets to prevent damage but yet allow delivery and utility trucks to have access, areas where truck parking may be allowed for set times and days of the week, and if detached trailers would be allowed to be parked on city streets. The ordinance in place to allow semi tractors to park in residential areas with a permit was also reviewed to decide if it would remain in effect or be repealed. Penalties for violating the ordinance were also considered. A draft ordinance will be brought to the next meeting, along with cost estimates for signs and installation. The monthly police department report was also reviewed.

Annual committee appoints were announced.

Trimont Health Care Center Administrator Patrice Goette was unable to be present. Council reviewed the monthly report and November and December financial statements. Motion made by Council Member Bruce Borntrager, seconded by Council Member Sterling Adamson and carried to approve the financial statements as presented.

Brenda Nielsen reviewed final drafts of the Computer Use and Social Media Policies, along with the policy in use at the Health Care Center. It was decided the city and nursing home should use the same policies. Motion made by Council Member Thomas Hage, seconded by Council Member JoAnn Russenberger and carried to approve and adopt the Computer Use and Data Practices Policies. Also discussed was if a grant application should be submitted to the DNR to help fund proposed trails. The Town Center trail would be too narrow to qualify for that grant. Martin County will be contacted to see if they have funding available for the other trails proposed in the Active Living Plan.

Representatives from Boekett Building Supply were present to review a proposed layout for the duplexes. Also present was Shannon Sweeney with David Drown Associates to provide information about the best way to transfer the property and how to fund the project. He advised to consult the city attorney regarding sale of the property and incentives the city may be able to provide to make the project viable. Also discussed was tax abatement and TIF funding options for a proposed project at the elevator. A meeting will be held to obtain more information about that project to decide on the best funding approach. A plan can take 60 days to put in place and must be completed prior to construction.

Motion made by Council Member Sterling Adamson, seconded by Council Member JoAnn Russenberger and carried to approve Saturday, June 10th as the date for spring cleanup. Appliance and electronics recycling will also take place on that day and a vendor will be needed to host a drop off site for that purpose.

Motion made by Council Member Bruce Borntrager, seconded by Council Member Thomas Hage and carried to approve the 2017 Fire Department officers: Fire Chief Scott Borntrager, Assistant Chief (2) Mike Paulson and Troy Schmidtke, Secretary Nick Swanson, President Kevin Hilgendorf. In other business, Council Member Hage advised the council the Chamber is planning to move their digital sign from Anderson Park to the Town Center. It would be powered off the street light in that area. There would be no cost to the city for the move. Chief Nelson advised that a new cell phone was ordered for the public works department at a cost of $200 to replace one that was overheating. A recent rental at the Triumph Hall caused damage to the refrigerator. Council advised to keep $100 from the damage deposit, along with $50 for cleaning that was insufficient. The clerk was asked to research liquor statutes to determine grounds whereby licenses are allowed to be suspended or revoked, to consider amending the city liquor ordinance. Parking on the grass on the south side of the Triumph Hall has been a problem so signs to prohibit parking will be posted there. Council was advised that handicap only parking spaces will be added in the area by Ole’s Café.
