KILDARE COUNTY COUNCIL

Minutes of the Special Meeting of Kildare County Council held at 2.00 p.m. on Monday 5th September, 2005 at St. Mary’s, Naas, Co. Kildare.

Members present: Councillor John McGinley (Mayor) Councillors G.W. Hillis, P. Black, F. Browne, K. Byrne, W. Callaghan, , M. Dalton, S. Doyle, F. Dukes, M. Glennon, S. Griffin, R. Hendy, M. Miley, G. McDonagh, T. McEvoy, P. MacNamara, M. Nolan, J.J. Power, K. Ridge, and B. Weld, F. O’Loughlin and P. Kelly, L. Doyle Also Present: Mr. N. Bradley, County Manager; Mr T. Skehan, Director of Services, V. Cooke, Meetings Administrator and other officials. ______

To consider material contravention of Kildare County Development Plan 2005 – 2011

(a) Planning File 04/2687 – Donal & Liam Fiztpatrick Permission for a motorway services area with a gross floor area of 9020 sq m primarily consisting of a single storey petrol filling station, single storey food court, three-storey hotel, 386 car parking spaces etc at Ballynagalliagh Road, Monasterevin, Co. Kildare. (b) Planning file 04/2878 – Office of Public Works Permission for construction of a new Central Veterinary Research Farm for the Department of Agriculture and Food which will comprise of three (3) farmyard complexes with enclosing compounds and associated farm buildings etc at Longtown Farm, Longtown Demesne, Clane, Co Kildare.

Cllr John McGinley opened the meeting with regard to Planning Ref 04/2687 – Donal & Liam Fitzpatrick.

Mr T. Skehan outlined the details of this planning application, referring to report which had already been circulated to the members for consideration and advised that plans and drawings were on display in the Chamber for the members inspection. The members noted the report which had been signed by the Senior Planner, Mr P Gallagher and endorsed by the Director of Services Mr T. Skehan, on 30/8/05.

Cllrs F. Browne, F. Dukes, P. Black, F. O’Loughlin, S. Doyle and J.J. Power all indicated their full support to the application, indicating that the proposed development would be very good for the economic development of County Kildare, designed for all road users, conveniently located and would provide a very necessary service. The members also indicated that the applicants had an existing family business already located within Monasterevin.

Cllr Browne proposed the material contravention and Cllr Dukes seconded the proposal.

The Material Contravention was unanimously passed by 22 votes in favour. Mr T. Skehan continued the meeting outlining the details of the second planning application Ref 04/2878 – Office of Public Works. Mr Skehan referred to report, which had already been circulated to the members for consideration and advised that plans and drawings were on display in the Chamber for the member’s inspection. The members noted the report which had been signed by the Senior Planner, Mr P Gallagher and endorsed by the Director of Services Mr T. Skehan, on 30/8/05.

Cllrs B. Weld and M. Glennon expressed their full support to this application indicating that it would be a centre of excellence to allow continuation of good farming practice and would be a great development to have within County Kildare.

Cllr Weld proposed the material contravention and Cllr Glennon seconded the proposal.

The Material Contravention was unanimously passed by 23 votes in favour.
