Waterways Commission Meeting Minutes Wednesday February 3, 2016 NOAA 7:15 pm

I. Call Meeting to Order – 7:19pm II. Acceptance of Agenda – Cronin- unanimously Approved

1. This is a Joint Meeting of the Marshfield and Scituate Waterways Committees. The agenda will be issues of mutual concern. 2. Dredging and permitting strategies concerning the North and South Rivers will be discussed. Mike Dimeo updated the team that they started the South River-Sea Street south dredging on December 21st, they received 3,000 cubic yards, less than they had hoped. We have money remaining and hope to finish next November. Marshfield Yacht Club is also looking to dredge and we may be able to piggy back and save money. Mike would like to put the material on the public portion of Humarock beach the next go around, the hard part would be trucking the material to the location. This would benefit both Marshfield and Scituate. Brian asked if they mechanically dredged it would they go from barge to truck Mike said that yes this is what he hopes, you have to handle it several times but it would be the best for both towns. It would be about 12,000 cubic yards, the material is suitable for beach nourishment. Marshfield has a big public beach, but Scituate might need some easements. Scituate will have to permit the site in order to do this. Don: was it done by hydraulic or mechanical dredge? Mike: informed him that it would be mechanical Mike: said they originally had a hydraulic permit but will modify it to a mechanical dredge. He is meeting with Stephen Mone and CLE to start working on this. Mike informed the team that Rep Jim Cantewell has been working to support 4th cliff, this could be a potential dump site, and this environmental bond bill ($4-5 million dollars) could help dredge the whole South River. If it all falls into place we could be dredging Nov/Dec, but Scituate needs a firm spot for the dredged material. Mike showed the team a map of the South River survey and areas that need dredging. Area A (channel going by Trouants Island) is the area of shoaling surveyed in 2012, we will resurvey this to see what has happened in the last 3 years. This will be the first area of focus when the funding comes in. Mike hopes to add the entrance change to Area A. The process of the permitting is in Scituate’s hands since they have the grant money; they need to pick and area to deposit the dredge material and proceed with the permitting process. Fran: Could we sell the material that we dredge? Mike: since it was tax state money it isn’t the best idea. 1 Don: would it be possible to dump it on the Fourth Cliff Air Force property because you will not need permitting? Mike:they would take it but they aren’t ready for it yet. The public portion of Hummarock beach is not big enough for all the material, the town needs to work on these easements. Mark Sandham: if it was to be dumped in Minot where would it be located? Mike: I believe it would be support for the seawalls. The cost of trucking is expensive, if we get the grant then it’s something we can look at how we can get it there.

3. Post dredging survey results from Sea St South project – 3,000 cf of material was removed, less than the 10,000 cf goal. Plan is to change the dredge permit to mechanical dredging and return in Nov-Dec 2016 to finish the project.

4. A potential Joint Memorandum of Understanding will also be discussed. Brian spoke to this and is working with the TA and how to proceed. Mike and Dick have put something together and they are reviewing it. Charlie Naff informed the team that he has the same document and hopes that it doesn’t get “dumbed” down.

5. Other issues of mutual concern. Keith Asked for an updated on Damon Point Project. Mike: it went great, they will pave it and guardrail in the spring. They added in new day markers on each side of the channel by DP which look good.

The bell for New Inlet buoy #1 is coming up from the USCG Aids to Nav team in Newport and will be installed shortly. (Bell was installed in late Feb)
