Abstract In this meeting, the chair of study group, Steve Shellhammer, presented the possible deliverables of the working group. The attendees discussed the contents of presentation warmly.

The meeting was called to order by the 802.19 study group on TV White Space Coexistence Chair Steve Shellhammer at 7:00 pm

As this was the first meeting of study group, the chair required the attendees to send their name and organization in through email to the Chair and Secretary.

3.00 REVIEW IEEE PATENT POLICY Chair 2 7:06 pm

The patent policy slides were brought up. There is no specific requirement for them to be read word for word.

 Slides 3: 7:09 pm Steve presents the possible deliverables of this group, including coexistence scenarios, metrics, receiver interference susceptibility models and coexistence mechanisms.

The attendees discussed the meaning of coexistence and non-linear effects of interference over receivers.

Monisha: how does the receiver affected by the non-linear effect?

Mark: There are several ways thinking about the coexistence. Inside some air-interface standards, multiple devices can use the same band in communication without invoking interference to each other. While within TV white space, TVBD devices can be from multiple standards. We should classify the devices from different standards when addressing on the coexistence issues. We should consider coexistence issues of both types, inside the same standard and among different standards.

Mark: We should not deal with anything that is not in the standard. Existing standard can only be modified by frequency. We should not consider those non-standardized devices.

Tom: I disagree that we do not consider non-standardized devices. We should take them case by case.

Ivan: We should know how other receivers work. If we do not have the receiver specification, it is hard to evaluate the effect.

Mark: We should initially focus on standardized device. Only consider the non-standardized devices when they provide specifications.

Joe: What will be the direction of the group as there is no par? What will happen to the documents produced by the group?

Tom: EC required the group to produce deliverables in the EC meeting Vancouver, not just discussion. (Answer the question of Joe)

Joe: We should circulate the document and let people in this group input their contribution.

Steve: People can discuss via the mailing list and tel-conference.

Steve presented possible documents on incumbent protection.

Mark: What is the exact meaning of incumbent protection?

Steve: Gerald mentioned several times of incumbent protection. We should include something more to make the system work.

The group also discussed the possible interaction with FCC.

Some attendee mentioned that we should follow the development of FCC and provide comments to FCC if possible.

Joe: We should keep an eye on what FCC required on TVBD.

Joe: we should deliver documents as little as possible. We may just deliver documents regarding the coexistence problem and what should we do in the future.

Tom: We should try to focus on minimum document and only focus on coexistence scenario and metrics.

Steve: we can discuss what the group should do in the following weeks.

5.00 Other Business Chair 2 7:58 pm

Steve mentioned about the possible schedule for face-to-face meeting on May 2009. Steve suggested we require 4 meeting slots, with each of them to be 2 hours for TVBD discussion. We cannot have more in order to avoid conflicting with meeting of other groups.

Ivan suggested that we could use the evening time slots as there is no tutorial in the interim meeting.

Gerald: four is too much, three should be ok.

There is no final decision on how many slots should be reserved for the face-to-face meeting.

Steve will be on leave next week and cannot chair the next meeting.
