Co. Sligo LEADER Partnership, on behalf of Sligo Local Community Development Committee and Sligo County Council, is holding a series of Public Information Sessions to outline the process for applicants to the new LEADER programme for Co. Sligo

SMEs, Community groups, Individuals and interested parties are all invited to attend.

There are still some Public Meetings to be held in the following locations:

Pendant Alarm funding. Currently under review The Seniors Alert Scheme is to encourage community support for vulnerable older people in our communities through the provision of personal monitored alarms to enable older persons, of limited means, to continue to live securely in their homes with confidence, independence and peace of mind. What is funded under the scheme? Funding is available under the scheme towards the purchase of equipment by a registered organisation i.e. personal alarm and /or pendant. The associated monitoring and service charges must be paid by the participant. How is the scheme delivered? The equipment will be funded by Pobal and made available through community, voluntary and not- for-profit organisations registered with Pobal under the SAS. Applications are being accepted online as normal during the review process. A list of registered groups in County Sligo is available at www.pobal.ie.

Rebate scheme for Community TEXT Alert groups. On 22 September 2016, the Minister for Justice and Equality, Frances Fitzgerald, launched the Text Alert Rebate Scheme. Muintir na Tíre will adminster this scheme on behalf of all eligible Text Alert Groups. The scheme will see groups receive a rebate on their eligible operating costs. To be eligible, groups must:  Have registered with An Garda Síochána using form TA1, before 22 September 2016  Comply with the agreed Text Alert guidelines Eligible costs include the following costs for the previous 12 months:  Costs of issuing texts  Cost of insurance Groups should submit an application to Muintir na Tíre before 31 October 2016 on the application form below and enclose evidence of eligible costs. Sligo PPN October E Bulletin 2016 2 Central Grants – structure and approval process The Foundation has a rigorous grant process which aims to identify the most effective projects helping disadvantaged young people in the UK and Ireland.

Applications are received for quarterly deadlines from registered charities are first assessed by the Foundation office, with a shortlist of approximately 20 of the strongest and regionally representative applications put forward for consideration by our Grants Committee. The Grants Committee comprises independent members and members nominated by the Foundation’s business partners and meets quarterly to discuss the applications. There is approximately £200,000 available to distribute each quarter.

Applications working in the areas of education or health with one of our four chosen focus groups are selected or considered:

 Children and young people with disabilities  Children and young people who are sick in hospital  Employability and training programmes for disadvantaged young people  Children and young people who are life limited (requiring palliative care) If favoured, grant applications for up to £5,000 can be approved by the Director, up to £10,000 can be approved by the Grants Committee, and applications for more than £10,000 are recommended to the Trustees for final approval. The Foundation is a small charity and generally will not make awards of over £30,000 (per year). Funding can be requested for up to 2 years for any particular project.

Reapplications are welcome, however unsuccessful applicants are asked not to reapply for at least 12 months from the date of their rejection letter. Successful applicants are asked to wait five years before reapplying.

The Foundation receives thousands of telephone and email enquiries and hundreds of completed applications each year, making the grant award process highly competitive. To help us to help you, please read our application guidelines and restrictions carefully. Unfortunately, with a limited grant fund we are unable to respond favourably to all requests, however worthy. We provide specific feedback on

Please ensure your completed application is received both electronically and hard copy by 5.30pm on the date indicated in order to be considered.

Eligible applications received after the deadline will be retained for the next funding round. Incomplete applications will not be accepted. All received applications are acknowledged by email, once the hard copy has been received and logged. Forthcoming deadlines are:

The total number of central grant requests received in 2015 was 352, amounting to requests of more than £4.2 million. The Foundation awarded £556,046 (13% of funds requested) and made 115 central grants (33% of requests). Through its rigorous grant assessment process, culminating in the quarterly Grants Committee and Trustee meetings, the Foundation remains confident that it is responding in the optimum way to requests for help, within the constraints of its available resources.

Iarnród Éireann Offering Free Travel to Irish Non-profits

Iarnród Éireann Irish rail is supporting the work of local Community Groups, Sports, Clubs, Voluntary Bodies, Charities and other such groups during 2016/17. We are offering FREE TRAIN TRAVEL, on an agreed return journey for up to 100 groups, of up to 50 people at a time. Iarnród Éireann and TheJournal.ie have launched Journeys with TheJournal.ie, an initiative to support organisations and groups in the voluntary, community, sporting and charity sector. Journeys with TheJournal.ie, will provide 100 groups with a free group travel return journey for up to 50 people per group, meaning 5,000 free journeys are on offer across any of the company’s services. The travel facilities will be ideal in particular for organisations bringing a group to a special event, or as part of a specific support to the members of the group which requires travel. The company is inviting all community, voluntary, sporting and charity groups to apply for the 100 group travel trips available. Entry forms are available at all Iarnród Éireann stations or by clicking here. Entry forms can be filled out online or posted to Corporate Communications, Iarnród Éireann, Connolly Station, Dublin 1. The closing date for receipt of entries is 21 October, 2016. Last year, over 900 groups and organisations applied for the scheme and benefited from ‘The Journey’s on us’. This year, with our new media partner, TheJournal.ie we hope to reach even more groups that would love to take a trip with us. The Journal.ie will also be profiling some of the worthy winners and sharing their stories on its news website. Asylum, Migration and Integration Fund 2014-2020 Call for Proposals The Department of Justice and Equality has opened a Call for Proposals seeking applications from suitably qualified organisations for project funding under the European Union Asylum, Migration and Integration Fund (AMIF) 2014-2020. Funding is available for Reception, Integration and Capacity Building actions that address one or more of the National Objectives set out in Ireland’s National Programme for AMIF which is available at www.integration.ie Public, Private and Voluntary Bodies are eligible to apply. Projects should have a duration of a minimum of 1 year and a maximum of 3 years. Successful applicants will receive 75% of the eligible project costs, and will be required to provide the 25% matching funding necessary for the project. Information on a call for proposals for awareness-raising and education activities to prevent violence against women. "The Commission makes direct financial contributions in the form of grants to projects or organisations which help implement EU programmes or policies. To apply for grant funding, you must reply to open calls for proposals. Please note that 2016 calls for proposals under the Justice Programme, the Rights, Equality and Citizenship (REC) Programme and the Consumer Programme are published on the Participant Portal originally developed for the Horizon 2020 Research Programme. Call 1: Capacity-building on rights of the child and child protection for children in migration, focusing on guardianship and foster care for unaccompanied children: Deadline for applications 13 December 2016 http://ec.europa.eu/research/participants/portal/desktop/en/opportunitie... Sligo PPN October E Bulletin 2016 7 Arts Council Artist in the Community Scheme - Bursary Award 2016: Collaborative Film The Arts Council Artist in the Community Scheme Bursary Award 2016 aims to support individual professional filmmakers working in the area of collaborative film. The Arts Council has provided this €10,000 bursary award as part of the Artist in the Community Scheme, which is managed by Create. The purpose of the Bursary Award is to support and nurture professional arts practice and it is specifically aimed at a filmmaker who has a track record of working collaboratively with communities of place or interest. The Bursary Award of €10,000 provides the selected filmmaker with time and resources to carry out research and to reflect on practice. More particularly, the Bursary allows the filmmaker to consider key questions associated with creating film using collaborative methodologies. It is expected that the successful applicant will share the learning arising from the Bursary with the wider film community and collaborative arts sector. European Social Fund Programme for Employability, Inclusion and Learning 2014-2020 Call for Proposals Integration and Employment of Migrants Gender Equality The Department of Justice and Equality has opened Calls for Proposals seeking applications from suitably qualified organisations for funding for projects on the Integration and Employment of Migrants and Gender Equality under the European Social Fund Programme for Employability, Inclusion and Learning (PEIL) 2014-2020. Funding for Integration and Employment of Migrants projects is intended to increase the employability of legally resident migrants who are experiencing barriers to employment. Funding for Gender Equality projects is divided into two strands:- Women Returning to the Workforce is aimed at increasing the employability of women detached from the labour market. Women’s Entrepreneurship is aimed at supporting women entrepreneurs. Public, Private and Voluntary Bodies are eligible to apply. Projects should have a duration of a minimum of 1 year and a maximum of 3 years (Gender Equality) and 4 years (Integration and Employment of Migrants). Irish Research Council New Foundations Scheme 2016 Now Open

The Irish Research Council, in partnership with The Wheel and Dochas, is pleased to announce the opening of the New Foundations Scheme 2016. The call includes a strand addressing research engagement with civic society both on a national and international basis. The 2016 strand will build on similar initiatives run under New Foundations 2014 and 2015. The Engaging Civic Society strand will support small, discrete collaborative projects between academic researchers (the applicants to the Call) and a community/voluntary group or NGO. Awards for this strand are valued up to a maximum of €20,000/€25,000 depending on the focus (national or international). Successful awardees under this strand will develop a research idea or project, test a concept or theory and/or develop partnerships or activities. Culture Ireland Grants, Regular Funding Grants Round

The next deadline for regular funding is 14 October 2016 Culture Ireland offers support to Irish professional artists, arts organisations and international presenters to present work by Irish artists at significant international venues and festivals.

Sligo PPN October E Bulletin 2016 9 In supporting an event, Culture Ireland offers grant funding towards costs which relate directly to the international presentation of the event, i.e. travel and travel related costs such as transport, accommodation and subsistence.

Culture Ireland considers applications for all forms of the arts as defined in the Arts Act 2003: “arts means any creative or interpretative expression (whether traditional or contemporary) in whatever form, and includes, in particular, visual arts, theatre, literature, music, dance, opera, film, circus and architecture, and includes any medium when used for those purposes”.

Basic Eligibility Requirements:

1. Application must be in respect of a Irish professional artist/s or arts organisation 2. Application must be in respect of an art form defined under the Arts Act 2003 3. Only international events are supported (i.e., outside the island of Ireland) 4. The event must be accessible to an open public audience and fees must be payable to the artist/s or arts organisation 5. Rural Renaissance Opportunities in the Horizon 2020 Programme, Network and Information Event

The Department of Agriculture, Food and the Marine, the Northern Ireland Department of Agriculture, Environment and Rural Affairs and InterTrade Ireland are hosting a network and information event in Dundalk on October 20th (10am-4pm) to support researchers and rural actors involved in rural development in the area of RURAL RENAISSANCE in Horizon 2020 Societal Challenge 2. Calls in Rural Renaissance aim to boost economic development, environmental services and entrepreneurial innovation in rural and coastal areas. The 2017 calls open in October 2016 with an available budget of €62 million. Please see here for the particular calls that are open for 2017.

The event will be addressed by the chairman of the Societal Challenge 2 Advisory Group Richard Wakeford, as well as Miroslav Bozic from the Research and Innovation Unit DG Agriculture & Rural Development. This will be followed by presentations on successful rural renaissance projects and on approaches such as clustering that are required to bring together relevant rural actors to work successfully in research projects or innovation actions. In the afternoon, there will be an interactive session to try to identify areas of research and innovation that need to be addressed in relation rural renaissance, the outcome of which will feed into the consultation process for the development of the Horizon 2020 societal challenge 2 work programme for the period 2018-20.

Symposium: Advancing the conversation on racism in Ireland, 10th Nov, 2016, Glasshouse Hotel

This concert will take place on November 19th, 8pm in the Black Box Theatre, The Model, Sligo. 2016 Maccalla na hÉireann CCÉ Concert Tour of Ireland, Coleman Centre

Macalla na hÉireann, the 2016 Comhaltas Concert Tour of Ireland will be held in Coleman Music Centre, Gurteen, Co. Sligo on Tuesday 11th October at 8.00pm.

The annual Tour features the best of traditional talent drawn from all four Provinces of Ireland. Each year the tour assembles a fine mix of established artistes together with up-and- coming young stars. These are blended together into a fast-moving and colourful show that appeals to both the connoisseurs and peripheral fans of Irish traditional entertainment - a show that reflects the breadth and depth of traditional Irish music, dance and song. Frankie Gavin And De Dannan perform in Concert, Coleman Centre

Saturday, October 15th at 9.00pm is the date for the return to Ceoláras Coleman, Gurteen, Co. Sligo of Frankie Gavin and De Dannan to perform yet another outstanding concert.

Sligo PPN October E Bulletin 2016 11 Frankie Gavin, who is listed in the Guinness Book of Records as the world’s fastest fiddle player, collaborated with, among others, Sir Yehudi Menuhin and Stephane Grappelli as well as rock stars, Elvis Costello and The Rolling Stones. In 2009, Frankie Gavin [decided to revived the band name De Dannan and] formed the band Frankie Gavin and De Dannan. Under this name, the band has gone from strength to strength. In addition to high profile performances for American and Irish presidents, the Monaco royal family and the Music Festival which preceded the Winter Olympics in Sochi, Frankie Gavin and De Dannan have continued to maintain close contact with their roots; many of their home gigs take place in arts centres and theatres across Ireland as well as at traditional music festivals. The current line-up, consists of Frankie Gavin on fiddle, viola, flute and whistle, Barry Brady on button accordion, Dan Bodwell on double bass, Colm O'Caoimh on guitar, and vocalist Bernadine Casserly. On instrumental numbers, for which the band are rightly world famous, the powerhouse of this line-up is the interplay, especially on the faster numbers, between Gavin and Brady, both masters of their instruments, who ricochet off each other in a way which brings standing ovations from audiences who are lucky enough to see them live.

NEW Bowles Facility in Cleveragh Park A new synthetic Lawn Bowls facility was recently opened in Cleveragh Park. A ‘Come and try’ weekly programme for adults is currently underway and takes place every Saturday morning from 10.30am to 12 noon. Instructors from SSRP are on hand to co ordinate the programme. The initiative is a partnership project involving Sligo Sport and Recreation Partnership, Sligo County Council and Cranmore

Men on the Move in Bunninadden Bunninadden GAA Club with support from Sligo Sport and Recreation Partnership is planning a Men on the Move community based physical activity programme aimed at men over the age of 30 who are currently inactive. It consists of structured group exercise for 1 hour twice weekly for 8 weeks. Activity sessions are led by a qualified instructor and aim to meet the individual needs of participants with a focus on newcomers to physical activity. Along with physical activity, there will also be other health and well-being components incorporated in to the programme including workshops on diet and well-being. Places are limited and will be allocated on a first come- first served basis by contacting Maura Kerins at 087 2108180. Programme commences with an Information Evening and Health Check on Thursday 13th October at 9pm in Bunninadden Community Park .

Blind Football Programme A Football Programme that aims to provide all people with visual impairments the opportunity to play football locally. Takes place on Fridays from 3pm to 4pm at the Regional Sports Centre, Cleveragh. Wheelchair Basketball The game provides an ideal opportunity for people with physical disabilities to get involved in a team sport. You do not have to be a permanent wheelchair user to play wheelchair basketball and the game is also played by able-bodied participants. The programme takes place every Tuesday from 7pm to 8pm at the Knocknarea Arena, IT Sligo. Sligo Boccia Group Boccia is a target Sport played by individuals, pairs or teams. It is a strategic version of the game bowls. The Sligo Boccia group meet at the Irish Wheelchair Association Centre based in Abbeyville every second Tuesday from 1.30pm-2.30pm. The programme targets people with limited mobility and is accessible and open to all ability levels. There is no charge to attend the Boccia group although new members will have a once off registration fee with the IWA of €10.

Disability Inclusion Training Course for Sport The six hour introductory course is aimed at coaches, sports leaders, teachers, volunteers, parents and anyone involved or interested in encouraging people with a disability to be physically active. Community Groups’ News and Achievements

St Josephs School pupils from Ballytivnan, Sligo trip to Croke Park.

The St Josephs School pupils boys and girls from Ballytivnan, Sligo headed off to Croke Park on Monday 26th Oct at 7.00am to play in the inaugural Martin Donnelly ‘’GAA Football for All’’ Interprovincial Tournament, ably led and directed by School Principal Carmel Wynne. The St Josephs players represented Connacht and wore the Connacht jerseys with distinction and pride. This was a historic occasion as the GAA opened its magnificent stadium to the Children from Special Schools from across Ireland to play in the hollowed and revered grounds where dreams are realised for many Inter County players. The pupils arrived in Croke Park at 10.30am and were greeted by Croke Park volunteers who directed them to their dressing rooms to prepare for their games. The boys were in dressing room number 3 and the girls were in dressing room number 4 and were briefed on the game schedule by National Chair Person of Irish Special Schools Sports Council (ISSSC) Richie Doran.

Sligo PPN October E Bulletin 2016 19 The boys and girls team took the field and played their first game in Croke Park at 11.30am against Munster and narrowly lost, but it was not about winning, it was about participation, enjoying the moment, meeting new friends and above all representing their families, School, County and Province. The second game was against Leinster and the girls won their game and the boys drew their game as they played with more composure and team work after the excitement of the first game. After the game all the players were addressed by GAA President Aogán Ó Fearghaíl who complimented the players on their tremendous achievements in representing their Schools and Provinces by playing Gaelic football in Croke Park. He thanked the Teachers and Club coaches who made this historic occasion happen and it will only improve in the future. All players said they would be watching the All Ireland football replay between Mayo and Dublin as they are now familiar with the pitch. There were many photographs taken as everyone marvelled at this magnificent stadium. This was the culmination of a coaching programme delivered by members of Calry St Josephs GAA Club to have players prepared in the skills of Gaelic games. Sincere thanks to the pupils and their parents for their wholehearted cooperation and enthusiasm in the preparation for this momentous occasion. Also thanks to School Principal Carmel Wynne who coordinated this trip and the teachers who travelled to Croke Park and managed the girl’s team. Thanks to Gerry Tuohy the Calry St Josephs GAA Clubs ‘’Inclusion / Games for All’’ Officer and coaches Brian Maguire and Tim Hynes who managed the boys team in Croke Park. Finally thanks to Denis O Boyle from Ballyhaunis the Connacht ‘’Inclusion / Games for All’’ Chairman who assisted us in every way to make the occasion more enjoyable. Lastly thanks to Feehily Bus hire and driver who took us to Croke Park and back to Sligo safely. Community Alert News Congratulations to Ballymote and Doo text Alert on a successful application under the Sligo Co Council community fund. The group received funding to produce stickers replicating the text alert signs which can be placed on a car or home window providing greater access to the District Garda station number should a member need to report suspect activity or get in contact for any reason with An Garda Siochana. The stickers were launched at a very well attended review event on Monday last. New members can join the group at any time by filling out an application and a €10 subscription available at Ballymote Family Resource Centre or by making contact with Deirdre Faughnan. Skreen Community also recently held a very well attended meeting. Three years since set up it is now time to renew your subscription if you are part of that group. Attendance on the night agreed that the system was working well with positive results on a few occasions. The Draft County Development Plan (CDP) consists of two volumes: Volume 1 (main written statement) and Volume 2 (32 village plans). The updated Landscape Character Assessment Map (A1 format) is also part of the Draft Plan. The Draft Plan is accompanied by the following documents:

Public Consultation to inform the New National Drugs Strategy Minister of State for Communities and the National Drugs Strategy, Catherine Byrne TD, has announced details of a public consultation on the new National Drugs Strategy. The new Strategy will set out Government policy on tackling the drug problem from 2017 onwards. Minister Byrne said: “The development of the new National Drugs Strategy is essential to ensure that we have an up-to-date and effective response to the drug problem facing our society. We are planning for a future where Ireland is a better place in terms of drug prevention, where people can make informed decisions through education, and the right services and support are provided to those who need them most. Now is the chance to have your say and inform Government policy on this key issue”. The public consultation process will run for six weeks, from Tuesday 6th September until 5pm on Tuesday, 18th October 2016. During the consultation, the Department is seeking the views of the public and all interested parties on the drugs situation in Ireland to help inform the new Strategy. At the end of the public consultation, the views received will be compiled in a report. The report will be provided to the National Drugs Strategy Steering Committee to assist in the development of the new Strategy. The National Drugs Strategy aims to tackle the harm caused to individuals and our society by the misuse of drugs. Drug misuse is the use of any drug, legal or illegal, which harms or threatens to harm some aspect of an individual’s life, be it physical, mental or social well-being, or other individuals or society at large. When we say “drug” we include the following substances.  Illicit (or illegal) drugs – for example cannabis, ecstasy, amphetamines, cocaine, new psychoactive substances, magic mushrooms, LSD and heroin.  Prescription medicines – Legitimate (or legal) medicines which are ordinarily prescribed by a doctor, dentist or nurse, which may have the potential for misuse e.g. medicines prescribed for the relief of pain, to aid sleep, anxiety or depression. It includes the harmful use of prescribed medicines by exceeding the recommended prescribed dose or duration of use, or using such medicines when they have not been prescribed for you.  Over the Counter Medicines (OTCs) - Legitimate (or legal) medicines which do not ordinarily require a prescription and includes the harmful use of such medicines by exceeding the recommended dose or duration of use e.g. painkillers containing codeine.  Solvents – for example aerosols, glues and gas lighter refills.  Alcohol – for example beer, cider, spirits, wine and alcopop drinks.

Last week, the Western Development Commission (WDC) issued two new publications in its WDC Insights series. The first examines the Enterprise Profile of the Western Region and the second Enterprise in Western Counties.

Sligo PPN October E Bulletin 2016 26 Analysing the latest CSO Business Demography data, which measures active enterprises in the business economy, the two publications outline the current structure of the enterprise base of the Western Region and its counties, as well as outlining trends during 2008-2014.

Key findings:

 There was a larger decline in enterprise numbers in the Western Region since 2008 – down 8.6% compared with 1% in the rest of the state.

 Traditional sectors (Construction and Industry) and local services (Wholesale & Retail and Accommodation & Food Service) play a more significant role in the region’s enterprise base than elsewhere.

 Less than 5% of enterprises in the Western Region are in Financial & Insurance and Information & Communications combined.

 In Roscommon, Mayo and Donegal 34-36% of enterprises are in Industry and Construction; in the more urban counties of Clare and Sligo it is around 30%.

 About a quarter of enterprises in Galway (27%) and Sligo (24%) are knowledge services, but only 17% in Roscommon.

 The decline in enterprise numbers in all western counties between 2008 and 2014 was greater than the national average. The more urban counties of Sligo, Galway and Clare had the smallest declines, while the large rural counties of Donegal and Mayo had the largest.

 In all counties, enterprise numbers in traditional and local services sectors generally declined, while knowledge services sectors performed best.

The general pattern was of growth in knowledge services and decline in Construction and local services. This had a spatial impact as the former tend to concentrate in urban areas while the latter are more important to rural counties.
