POSITION Advisor –Evaluation and Research (Researcher) Center forResearch and Evaluation– Position Number 12-16 Level 11

DESCRIPTION Education Northwest improves educational results for children, youth, and adults by providing research and development assistance in delivering equitable, high-quality educational programs. Education Northwest is a private, nonprofit corporation which has served the Northwest region since 1966 as its Regional Educational Laboratory under contract with the U. S. Department of Education, as well as other federal, state, and local agencies and organizations.

This position will conduct evaluation and research focused on key policy and practice priorities.

This position is housed in Portland, Oregon; successful candidates must reside in greater Portland area or be willing to relocate.

DUTIES  Building strong relationships with external clients (including state and local education agencies) in the Northwest region by providing problem-solving, analytic technical assistance, and research and evaluation support  Conducting classroom observations, interviews, focus groups, and surveys  Analyzing qualitative and quantitative data using appropriate methodology  Writing and presenting key research and evaluation findings to a variety of external audiences including researchers, practitioners, and policymakers  Working in collaborative teams to design practical tools such as data displays, summaries and indicator reports for decision-making in a variety of settings  Working with staff and state and local agencies to identify available data for analysis, evaluate data quality, combine data sources, and make recommendations regarding fitness for use  Assembling, cleaning, managing, documenting, and analyzing large longitudinal data sets derived from multiple sources  Performing core analytic tasks and statistical procedures with moderate supervision  Working in collaborative teams to build the capacity of educators and policy makers to pose actionable questions and apply educational research and data analysis in their local settings  Serving as a project coordinator on evaluations and other similar projects  Contributing to the development of new projects and proposals as needed  Perform other duties as assigned PROFESSIONAL QUALIFICATIONS Education/Training: Masters degree in education, public policy, applied social sciences or related field, required.

Required:

 Demonstrated expertise in statistical analysis, mixed modeling and longitudinal analysis  Three years demonstrated experience in qualitative or mixed methods research  Demonstrated ability to write clearly about complex technical topics  Two years of experience using STATA, R and/or SPSS for data analysis and management  Two years’ experience translating complex research findings and results into usable reports, visually appealing displays, summaries and tools that can be easily accessed and used by educators and policy makers for decision-making at the school, district, and/or state level  Two years’ experience using interview, focus group, and/or classroom observation methods  Two years’ experience integrated quantitative and qualitative methods  Two years’ experience assisting clients in using research evidence and data to inform policy and practice  Excellent small and large group facilitation and communication skills  Willingness and capability to work as part of a team

Preferred:

 Experience working with data of varying quality and from varied source systems; demonstrated data preparation and cleaning skills preferred  Experience using database management software preferred  Strong ability to communicate technical topics and research findings and methods to non-technical audiences preferred  Knowledge of current research and practice on college and career readiness and success, educator effectiveness or literacy policy and practice preferred  Experience working with state and district data systems and knowledge of enterprise data management systems/tools preferred

Problem Solving:

 Prioritizing personal work to meet deadline requirements, including due dates for multiple, time-sensitive reports.  Selecting data and information resources to use in daily work and team contributions.  Dividing personal time as a resource between multiple team efforts with different needs and schedules.  Structuring reports and presentations to meet educator and community audiences.  Identify effective strategies for collaborating with employees for the completion of projects.

Physical Demands/Conditions:

Office  Position based in Portland Oregon. Must reside in greater Portland area or be willing to relocate.  Sit for prolonged periods of time, finger dexterity for the operation of a personal computer, operate a telephone, ability to lift or transport small packages weighing up to 35 pounds, frequent interruptions to concentration, interact with a wide range of clients and co- workers. Travel  Travel including overnight stays out of state  Ability to travel by car or common carrier for out of state and rural travel  Ability to transport and/or handle moderate sized packages and materials (up to 35 pounds) at on-site locations  Travel approximately 25% of the calendar year
