JOB DESCRIPTION

 Supervisory Supply Management Specialist  Works under the general supervision of the Division Manager.  Serves in the Warehouse Section of the Airport Administration Department at Washington Dulles International Airport (IAD).

Supervises Warehouse Workers, Supply Technician, and Property Management Technician in the issuance, receipt and inspection of property, material, and mail. Responsible for maintaining accurate material and property records using automated material management systems and reconciling data with various Airports Authority Offices. Performs related functions.

GENERAL RESPONSIBILITIES

 Supervises, plans, and directs activities of the warehouse and maintains the automated inventory system.  Supervises employees in the issuance, receipt and inspection of property and material and the collection, delivery and sorting of mail.  Supervises the storage of hazardous material (HAZMAT) in accordance with Occupational Safety and Health Administration (OSHA) and Department of Transportation (DOT) policies and procedures.  Directs the management of a $2,000 imprest fund.  Plans, designs, implements and monitors conformance with policies relating to the recordkeeping of Airports Authority material, as well as real and personal property at IAD.  Oversees recording of bulk snow material receipt and issue transactions.  Coordinates regularly with IAD Procurement to identify and expedite critical material backorders.  Works with IAD Shops to eliminate slow-moving items from Warehouse inventory.  Assists with the internet auction of surplus material and property.  Supervises the IAD property management program including overseeing the IAD Property Control Office on a daily basis.  Oversees the property inventory program, property reutilization and excess program.  Maintains the IAD portion of the Airports Authority automated property management system, e.g., Procurement Inventory Control System (PICS).  Plans long-range projects and training requirements for section employees.  Reviews requests for additions and deletions of stock-and-store items and approves, based on past usage history, carrying costs and space availability.  Evaluates the feasibility of automated and alternative warehouse systems to maximize space utilization and inventory control.  Performs other duties as assigned. S10930A, page 2 QUALIFICATIONS

1. Eight years of progressively responsible experience in material management that includes substantive work in managing real and personal property.

KNOWLEDGE, SKILLS AND ABILITIES (KSA)

1. Skill in using established warehouse, supply-inventory, storage and property processes and procedures and generally-accepted business practices for fixed-asset management. 2. Skill in using, automated material management systems, automated identification systems and automated bar code systems. 3. Skill in using inventory control systems, fixed annual or cycle count inventory of material, and automated warehouse inventory control. 4. Knowledge of supervisory principles and ability to supervise the operations and programs of the unit/team. 5. Ability to perform analyses of data and information (including inventory and budget reports) and make recommendations. 6. Ability to use computer hardware and modern office suite software, with an emphasis on automated materials management systems. 7. Knowledge of safety rules, regulations, and procedures needed to supervise others in working safely. 8. Ability to speak and write effectively.

PREFERRED QUALIFICATIONS

1. Experience managing or working in a large warehouse facility that serves multiple smaller warehouse locations/distribution points.

EDUCATION

1. A high school diploma, a Certificate of General Educational Development (GED), or an equivalent combination of education, experience, and training.

A fully equivalent combination of education and training beyond what is needed to satisfy the education requirement may be used to substitute for up to two years of the eight years of experience. For example, an associate’s degree may substitute for two years of experience.

CERTIFICATIONS AND LICENSES REQUIRED

1. A state driver’s license in good standing.

NECESSARY SPECIAL FACTORS

1. Operates vehicle airside and landside (requires AOA permit). 2. May crouch or work in cramped positions; carries/moves objects weighing up to 10 pounds. S10930A, page 3 3. Subject to hold-over and recall on a 24-hour basis for essential services and emergencies. 4. Work is typically reviewed in progress and upon completion for quality, quantity, timeliness, teamwork, customer service, and other factors.
