Membership Present: Sallie Dalton, Nora Dotson, Chris Edwards, Roy Wager, Barbara Cox, Joe Stewart, Kari Rice, Frank Devono, and Kay Devono WVDE Staff: Jan Stanley, Janice Hay and Mary Townson

Agenda Items: Migrant Program  Information was shared from the migrant task force meeting for determining the focus of the migrant needs assessment and development of a state plan.  The COP felt the most essential needs that should be addressed are the following areas:  Proper identification of migrant students;  Economics and cultural section;  Access to translation services and support for parents; and  Teaching strategies for teachers to utilize with migrant students.

Concern was also expressed for the need to have essential school forms and documents translated into a variety of languages. Jan Stanley discussed with the Amelia court, the Director of International Schools and is pursuing the option of developing a Department wide RFP for translation services. WVEIS collects information annually on the top 10 languages in the state. Once this information is available for the 08-09 school year, the option of translation services will be considered.

Neglected and Delinquent Program  Information was shared from the migrant task force meeting for determining the focus of the neglected and delinquent needs assessment and development of a state plan.  The COP felt the most essential needs that should be addressed are the following areas:  Transition services;  Coordination between the institutions and public schools; and  Home and basic needs.

Review of Complaint Procedures and other Fiscal Documents The following WVDE Title I documents were reviewed and updated according to other revised WVDE procedures and the WVDE Purchasing Policies and Procedures Manual.  Complaint Procedures  Carryover and Reallocation Procedures  Comparability Procedures  Time and Effort Procedures  Maintenance of Effort Procedures  Threshold System Requirements for Recipients of Federal Grants  Inventory Procedures
