COMMISSIONERS MEETING REGULAR SESSION DECEMBER 19, 2016 9:00 a.m.

ATTENDANCE: COMMISSIONERS: David Berry, President Rick Woodall, Vice President Donald Walton ATTORNEY: James Ensley, Attorney CHIEF DEPUTY AUDITOR: Evelyn Williams AUDIENCE: 17 individuals

The Putnam County Board of Commissioners met in regular session on December 19, 2016 at 9:00 a.m. at the Putnam County Courthouse. David Berry opened the meeting with the pledge to the flag.

EXTENSION – CONTRACTUAL SERVICES Mark Evans presented the Commissioners with a contract for employment to share one full time person with Soil & Water. Donald made a motion to approve. Rick Woodall seconded. The motion carried.

ENVOY, INC. Scott Baldwin, Executive VP for Envoy, Inc., presented the Commissioners with a handout regarding the operations and work the company provides. Mr. Baldwin stated he wanted to express their interest in the County Annex project.

SHERIFF’S DEPARTMENT Sheriff Scott Stockton and Deputy Sheriff Phillip Parker were present. Mr. Stockton went into details regarding the Madison County Sheriff’s Department internet and files being hacked by ransom ware. Mr. Parker stated that they were currently getting estimates for cyber protection at the Putnam County’s Sheriff Department.

Mr. Parker stated that he brought a letter from First National Bank for the financing of four vehicle leases. Rick Woodall made a motion to accept the lease agreement. Donald Walton seconded. The motion carried.

David Berry asked how the staffing at the jail was. Mr. Parker stated they had hired three full time jailers and were in the process of accruing one more.

HIGHWAY Mike Ricketts gave the Commissioners an update on the current projects. He gave the Commissioners a printout of the bids received for 2017.

SURVEYOR CREDIT CARD Evelyn Williams stated that David Penturf, County Surveyor, had turned in several reimbursement claims for equipment and supplies he had purchased for the office. Mrs. Williams stated that he did not have a county credit card but was interested in receiving one. David Berry made a motion to approve the County Surveyor receiving a Visa credit card with a $1,000 limit. Donald Walton seconded. The motion carried.

COMMUNITY CORRECTIONS Jamie France presented the Commissioners with an amended budget to submit to D.O.C. Adult Probation has since hired a new officer. Rick Woodall made a motion to approve the amended budget. David Berry seconded. The motion carried.

COURTHOUSE CLOCK Phillip Gick informed the Commissioners that an increase of $565 from the Warchest was needed to fix the Courthouse clock. David Berry made a motion to approve. Donald Walton seconded. The motion carried.
