4. Approval of Minutes – Approval of October 18, 2010, Regular Board of Commissioners’ meeting minutes. (Motion to approve.)

5. Approval of Agenda - You may add/delete an item from the agenda at this time. (Motion to approve.)

6. Veterans Presentation to the Polk County Board of Commissioners - In honor of Veteran’s Day, November 11, 2010. The Veterans will present a framed print of the Historic Court House with a small plaque on the print inscribed in remembrance of the Veterans’ of Polk County from the American Legion and the VFW posts.

7. North Carolina American Planning Association Presentation – To the Polk County 20/20 Vision Plan. This award recognizes plans, projects or processes of unusually high merit adopted or enacted in the current or past two calendar years. Additional information is in the packet.

8. Public Hearing – To hear public comment on the Authorization Of The Filing Of An Application For Approval Of A Financing Agreement Authorized By North Carolina General Statutes 160A-20. Notice of the public hearing was advertised in the Tryon Daily Bulletin October 20, 2010. Chairperson Walker will call the hearing to order. Citizen Comments. ( Motion to adjourn) 2

9. Proclamation Recognizing Foothills Humane Society – Commissioner McDermott requested this item be placed on the agenda to recognize the organization on their 20th anniversary. Proclamation is in the packet. Bob Then and Dot Moyer will be present. (Motion to adopt)

10.Proclamation Recognizing Adoption Awareness Month – Jennifer Pittman and Rose (Jackie) Johnson will be present from the Department of Social Services. Proclamation is in the packet. (Motion to adopt)

11.A Model Code Of Ethics For North Carolina Local Elected Officials - Continued discussion over a Polk County policy which includes pages 20 – 26. The draft policy is separate from packet. Citizen Comments

12. Resolution approving The Water Shortage Response Plan - For the Polk County Water Department – South. Information on the plan and resolution is in the packet.

13. Budget Amendment – BA #8 Budget Addition, Social Services, $78,558.00, additional funding for Child Day Care. BA #9 Budget Addition, Social Services, $2, 948.00, Budget Amendment for the difference between the original budgeted amount of $8,665 and the Budget Allocation received.

14.Board Vacancies (Review) – Council on Aging; 1 vacancy, 1 application. Appearance Commission; 1 vacancy (reappointment), 1 application.
