2010 Generator Grant Program FAQ

1. If our town uses a non-governmental organization as a shelter, can the town purchase the generator for them?

Yes. If the municipality has a written agreement with a NGO for the use of their facilities as a shelter during an emergency, the town may apply for a generator for that building. However, the grant funds will be sub-granted to the municipality only. We cannot grant the funds to an NGO.

2. Can the town receive the grant funds in advance of purchasing the generator or must the town pay for it first?

This grant is a reimbursement grant only. The municipality must pay for the generator and then provide DEMHS with a completed reimbursement request, invoices, and copies of payment to the vendor. DEMHS will then reimburse the town.

3. What else besides the generator itself will this grant cover?

This grant program will cover the following costs associated with the purchase and installation of an emergency generator:

1. Purchase of the Generator from a GSA Vendor 2. Generator Sound Enclosure 3. Fuel Tank sufficient for 72 hours of continuous operation. 4. Concrete Pad including bollards 5. All Wiring up to and including the Transfer Switch

The following items are NOT Eligible for Reimbursement:

1. Any electrical work needed to re-wire the building on the building side of the transfer switch. 2. Any re-ducting of heating or cooling systems to isolate these systems to the power circuit connected to the generator. 3. Costs to prepare designs and specifications. 4. Future Maintenance and Operations Costs.

4. How long will we have to purchase and install the generator?

All work must be completed no later than November 15, 2010.

5. If we do not get a grant this year, will we be able to try again at another time? Yes. We anticipate doing this grant again during 2011 and 2012 if funding allows. Those applications that were not funded in this round will receive priority in subsequent years.

6. The table shows diesel generators. Can we only buy diesel or can it be something else?

If funds are awarded, you may buy any generator type that fits your needs as long as it handle to load that the electrician recommends.

7. Can we apply for multiple phases of the grant?

You may apply for multiple phases if funding is available. However, preference will be given to those who have not received any funding in previous phases. Also please note that you cannot combine funding from different phases. If awarded a grant, you must complete the purchase and installation by November 15th.
