UPPER FREEHOLD TOWNSHIP BOARD OF HEALTH REGULAR BUSINESS MEETING January 10, 2017 www.uftnj.com

Regular Business Meeting was called to order by Chairman Stryeski at 7:16 p.m.

The Flag salute and reading of the Notice requirements were waived as same was recited at the Re- Organization Meeting.

All members were present as previously called.

REPORTS  Animal Control  Freehold Area Health Department

OLD BUSINESS:

Chairman Stryeski asked about changing the ordinances for animal control pertaining to shelters. It was suggested that the board review their previous documentation on the ordinances for the next meeting.

Margy Jahn gave an update on the animal shelter situation, and stated that it is on hold. They still have no where to take the animals and do a proper job controlling cats and dogs. Will let us know if they is any change.

NEW BUSINESS:

Margy Jahn, Health officer from Freehold Area Health Department, stated that Allentown is on Everbridge Emergency system now and that Everbridge bought out Nixel. Nixel is an emergency system that the fire company uses.

Being no further new business discussions, the chairman opened to the public.

PUBLIC QUESTIONS/COMMENT

Residents from Hill Road came to discuss a problem they are have with Meadow Hill Farm.

Denise Knoll – 6 Hill Road – Has looked into this problem of Hemlingers Meadow Hill Farm for over a year and is asking for help. Found out that the vegetables are coming from Shop Rite and Walmart. It is horrible that in the summer you can’t sit out on the patio or even have the windows open. Is requesting guidance because they don’t know where to turn next.

Calvin Malsbury, Hill Road – This situation is called “sustain animal confined feeding”. The owner is feeding the animals vegetables and fruit in a confined space. It is a pilot program that is being done through the State Department of Agriculture. This is not a manure problem. It is a stink problem. Is extremely worried about his well. Has never seen the cattle brought in or shipped out.

Barbara McEvoy, Arneytown-Hornerstown Rd. – Is asking the Board of Health for help, the smell is unbearable. It is a serious problem. Did a check of the stream water and the nitrate levels are very high.

Jeff Gale, Hill Road – This is a State pilot program from the Department of Agriculture. It is an Animal feed maintenance program. He has contacted the State but no one returns his calls.

Bob Eilers, 108 Arneytown-Hornerstown Rd. – Mr. Eilers has a pool and they have been having nitrate problems with the pool. The grass has died where the run-off from the neighboring property goes onto their property. They can’t enjoy their yards. Something has to be done.

Elizabeth Eilers, 108 Arneytown-Hornerstown Rd – Invited the Board of Health to come view the property from her location. There have been over 200 trees cut down and has virtually changed the character and nature of the environment at that location.

Dr. Stryeski, Board Chairman opened the discussion to the Board of Health.

Stanley Moslowski Jr. state that he will go out and see the property, and get in touch with the county agric. board, and contact the state. Will get back to the board with his findings. Margy Jahn, Freehold Area Health Inspector has been involved with working on the problem and will work with Mr. Moslowski to see if there is something that can be done. Nancy Amontis inquired to see if Animal Control ever went out to inspect the cows. This is an agricultural issue and not really Jackson Animal Control.

Being no more public comments or questions, Dr. Stryeski closed the public portion of the meeting.

Adjournment – There being no further business to discuss the meeting was adjourned at 8:45.
