WINKLES, JR., OF 12 SUMTER COUNTY, PRESIDENT OF THE SOUTH 13 CAROLINA FARM BUREAU FEDERATION, UPON THE 14 OCCASION OF HIS RETIREMENT, TO RECOGNIZE AND 15 COMMEND HIS EXCEPTIONAL CONTRIBUTIONS TO THE 16 AGRICULTURAL INDUSTRY OF THE PALMETTO STATE, 17 AND TO WISH HIM CONTINUED SUCCESS AND 18 HAPPINESS IN ALL HIS FUTURE ENDEAVORS. 19 20 Whereas, the South Carolina Senate has learned that David M. 21 Winkles, Jr., of Sumter County, president of the South Carolina 22 Farm Bureau Federation, soon will retire from a distinguished 23 tenure of leadership at that organization spanning two decades, the 24 past seventeen years of which he served as its fifth president; and 25 26 Whereas, in preparation for his life’s work, the Oswego native 27 earned a bachelor’s degree in economics from Clemson 28 University; and 29 30 Whereas, as president of a family farming operation of over one 31 thousand acres of row crops and timber, David Winkles embodies 32 the hard-working family farmer whose interests are advocated by 33 Farm Bureau, a non-profit organization for farmers with 34 approximately 110,000 member families in South Carolina; and 35 36 Whereas, David Winkles joined South Carolina Farm Bureau as a 37 member of its board of directors in 1995, after having served as 38 treasurer, vice president, and president of the Sumter County Farm 39 Bureau. In 1998, Mr. Winkles became president of Farm Bureau in 40 South Carolina, becoming only the fifth person to hold that office 41 since the organization was founded in 1944; and 42

[4201] 1 1 Whereas, as president of the South Carolina Farm Bureau 2 Federation, Mr. Winkles also serves as chairman of the boards for 3 all associated companies of the Farm Bureau; and 4 5 Whereas, through his efforts, the Palmetto Agribusiness Council 6 was formed, and he has had a profound impact on agriculture in 7 the State through service to many other agricultural organizations, 8 including Clemson Extension Service programs, past chairman of 9 the domestic marketing committee for the United Soybean Board, 10 and past chairman of the South Carolina Soybean Board; and 11 12 Whereas, he also serves as a member of the board of directors for 13 the Southern Farm Bureau Casualty Insurance, as first vice 14 president of Southern Farm Bureau Life Insurance Company, and 15 as chairman of the board of the Farm Bureau Bank, headquartered 16 in San Antonio, Texas, which serves Farm Bureaus in fortytwo 17 states; and 18 19 Whereas, recognized on the national level for his expertise in the 20 agriculture industry, Mr. Winkles was appointed to serve on a 21 national biotechnology advisory committee by United States 22 Secretary of Agriculture Daniel R. Glickman in 2000. Since 2011, 23 he has served on the Agricultural Technology Advisory Committee 24 for Oilseed Trade at the appointment of United States Secretary of 25 Agriculture Thomas J. Vilsack; and 26 27 Whereas, in 2013, he was honored as the Advocate for Agriculture 28 of the Year by the South Carolina Commissioner of Agriculture 29 Hugh Weathers; and 30 31 Whereas, together with his beloved wife, Cas, David Winkles has 32 reared two fine daughters, Meredith and Mary Kathryn, and they 33 are blessed with the joy of one grandson and twin granddaughters; 34 and 35 36 Whereas, the members of the South Carolina House of 37 Representatives are grateful for the years of unparalleled 38 dedication that David Winkles has devoted to agriculture in the 39 Palmetto State and across the nation and wish him many years of 40 enjoyment in his wellearned retirement. Now, therefore, 41 42 Be it resolved by the House of Representatives: 43

[4201] 2 1 That the members of the South Carolina House of Representatives, 2 by this resolution, recognize and honor David M. Winkles, Jr., of 3 Sumter County, president of the South Carolina Farm Bureau 4 Federation, upon the occasion of his retirement, to recognize and 5 commend his exceptional contributions to the agricultural industry 6 of the Palmetto State, and to wish him continued success and 7 happiness in all his future endeavors. 8 9 Be it further resolved that a copy of this resolution be presented to 10 David M.
