POSITION OBJECTIVES The role oversees the Youth & Middle Years Unit which comprises:  Youth Services – services, programs, planning and advocacy for 12 to 25 year olds

 Middle Years Services – services and programs (primarily delivered through Port Phillip’s two Adventure Playgrounds), planning and advocacy for 8 to 11 year olds

The Youth & Middle Years Services Coordinator is a senior and specialist role within the Family Youth & Children Department, and requires a highly motivated leader, with integrity, strong problem solving and initiative who can lead multiple dynamic service areas as well as strategically plan and implement for future needs. The three main objectives of the role are:  People and practice leadership – Leading the teams within the Unit with a focus on quality, outcomes and continuous improvement. This involves oversight of direct service provision and externally funded services and leading the development of contemporary and best practice in line with current and future policy.  Strategic planning, change management and influence – Guide the strategic direction of the Unit and service delivery model to align to the current and future needs of young people in the municipality, using advocacy, change management and community development principles. Through participation internally and externally, influence to enable positive outcomes for young people.

KEY RESPONSIBILITY AND DUTIES People and practice leadership  Lead the unit through effective support and supervision of staff (including performance management, debriefing, and team development); and oversight of contract management of external services (including performance management, negotiation and sector development) providing support as required  Resource planning including financial and people management that enables the delivery of the Youth Commitment 2014-19 and Middle Years Commitment 2014-19  Provide guidance to the team and the organisation on contemporary best practice aligned to external policy, and where relevant, design consultation and internal policy development for implementation. Strategic planning, change management and influence  Guide the strategic direction of the Unit and service delivery model to align to the current and future needs of young people in the municipality  Advocacy and influence at all levels for the needs and strengths young people bring as citizens to the municipality, including identification of opportunities for their involvement in community  Lead, and initiate, change management processes that move services towards contemporary best practice, working collaboratively with others in the organisation to achieve outcomes ACCOUNTABILITY AND EXTENT OF AUTHORITY  Budget delegation of $10,000  Direct supervision of staff, including recruitment, supervision, team development, individual performance (planning and management), cessation, resourcing  Oversight of contracts of externally funded services, exercising the authority to provide direction and specialist advice or to intervene as required  Responsible for successful policy implementation, continuous improvement, evaluation and policy review and planning.  Have oversight of all youth services and middle years services operations, service development and change leadership including but not limited to: budgets; OH&S and Risk Management, contract management and delivery

JUDGMENT AND DECISION MAKING  Provide strategic and specialist advice and direction to the organisation, and external stakeholders on young people, middle years and appropriate services  Exercise independent judgement on all Key Responsibilities and Duties within delegated authority and policy, regulation and legislation requirements, seeking support or advice as required  High level problem solving, risk management and initiative, relevant to the seniority and the specialist/ advisory nature of the role, and the leadership of staff and others

SPECIALIST SKILLS AND KNOWLEDGE  Sound, contemporary knowledge and understanding of young people in both the middle years (8 to 11 years) and “youth” demographic (12 to 25 years) and strength-based practice (CoPP uses the Developmental Assets framework) for the provision of generalist services and experience or understanding of trauma-informed practice  Management of youth services (including specific project management), including resource allocation, policy development, planning, continuous improvement and evaluation  Extensive experience in staff and team management, with well-developed strategies for team development, motivation, supervision and managing people in dynamic and changing environments  High level communication and management skills, including strong verbal and written capacity, and well-developed negotiation skills  The ability to advocate both within a large, diverse organisation and gain support from others and externally on behalf of the organisation as appropriate  A collaborative approach to service delivery and outcomes

MANAGEMENT SKILLS  Contribute to the development and implementation of long term strategies, developments and priorities, including staffing and outcomes from change management processes  Demonstrated ability to prioritise, manage own time, plan and organise own work, and oversee the performance and deliverables from others  Experience in managing multiple priorities and multi-disciplinary/ multi-specialist teams with ability to deliver successful outcomes  Experience in project management, contract management, negotiation and conflict resolution  Understanding of and ability to effectively implement business practices, including service business improvement techniques (such as LEAN), financial management (budget planning, reporting and problem solving), human resource practices (including. EEO, OH&S, Training & Development, Performance Management) and others as required.

OCCUPATIONAL HEALTH & SAFETY  Understand and comply with, the Council OH&S Policy, procedures and legislative requirements relevant to the position.  Take responsibility for individual / own health and safety and that of others in the workplace. This includes the reporting of incidents involving injury and near misses.  Communicate with employee health and safety representatives and supervisors about OH&S matters.  Proactively report any unsafe workplace practices and/or hazards and suggest injury prevention measures.  Participate in regular training programs to improve awareness of risk management and health and safety within the workplace.  Perform work in a safe and appropriate manner at all times and does not put you or others at risk.

INTERPERSONAL SKILLS  Recognised leadership skills that are motivational to others and contribute to successful results  Strong written communication skills to cater to different and diverse audiences, including communications to the Executive, Management, Councillors, staff communications, public relations or other forms as required  Strong verbal skills and ability to gain co-operation and assistance from multiple or diverse audiences and parties, from different levels of authority, and both internal and external stakeholders.

QUALIFICATIONS AND EXPERIENCE Minimal requirements include: Academic:  Formal and completed tertiary qualification in Youth Work or a qualification involving working with young people; for example a qualification in a Social Science or Human Service Management Discipline will be considered, and Experience:  Extensive experience in staff and team management, particularly in a dynamic and changing environment, and either  Significant relevant experience in direct management of youth services , or  Substantial relevant experience in management of a human services area that includes specific outcomes for young people Other qualifications:  Victorian Drivers licence  Current Working with Children Check  Ability to undertake a successful Police Check prior to appointment Desired requirements (not mandatory) include the above requirements, and: Academic:  Formal tertiary or post-tertiary qualifications in management, public policy or complimentary to existing qualifications and relevant to this role Experience:  Experience working within or closely with local government in a similar role

KEY SELECTION CRITERIA Required: 1. Formal and completed tertiary qualification in Youth Work or a qualification involving working with young people; for example a qualification in a Social Science or Human Service Management Discipline will be considered, and 2. Extensive leadership experience in staff/team management, particularly in a dynamic and changing environment, and 3. Either: A) Significant relevant experience in direct management of youth services and engagement with the youth sector , or B) Substantial relevant experience in management of a human services area that includes specific outcomes for young people and engagement with the youth sector 4. Demonstrated track record of being an enthusiastic and effective self-starter who can quickly grasp a multi-faceted service delivery model, existing systems, staff dynamics, build relationships and apply experience/ initiative to ensure continuity of service 5. Ability to juggle the competing demands of service delivery (including business management, resourcing and communication requirements) and effective strategic planning (leadership and vision), well. 6. Experience in advocacy and demonstrated ability to influence multiple stakeholders at different levels including liaising with senior management, as well as community members and other stakeholders, particularly in a change environment. 7. Strong project management experience involving problem solving and political acumen, including the ability to analyse complex situations, develop creative solutions and achieve outcomes through communications and actions.
