As President of Haggar Consulting Corp, I performed the development on ICCard, Summary of an Internet Billing System for third party billing companies. I managed the qualifications development of CardGate, an Internet Gateway System to process credit card transactions using a merchant’s own account. As Vice President of Software Development for Online Credit Corp., I was the technical lead in the development of new technologies, and was responsible for the maintenance and support of the Online Credit Clearing operations. While employed by World Telnet, Incorporated, I designed and developed CGI software to perform VISA/MC/AMEX credit card authorizations.

Oct. 2000 to Aug. 2001 – Haggar Consulting Corp., President Professional experience I provided e-commerce consulting services to a variety of companies, performed the development on ICCard, a billing system for membership sites and third party billing companies, and managed the development of CardGate, an Internet Gateway System to process credit card transactions using a merchant’s own account. In addition, services provided for Amerinet, Inc. including attending trade shows and promoting their check-processing services to e-commerce site owners.

Dec. 1997 to Oct. 2000 – Online Credit Corp., VP of Software Development

I was the technical lead in the development of new technologies at Online Credit Corp, and responsible for the maintenance and support of the online operations. Responsibilities included the design of specifications and requirements for an internal transaction processing gateway, improvements to the fraud screening services, and analysis on integration with offshore processing systems. I provided technical leadership when interacting with financial institutions, ISOs, and the VISA/MasterCard representatives. I produced and analyzed the risk management reports from the ICCard system, and provided risk assessment statistics as needed.

May 1996 to Dec. 1997 – Independent Consultant

I designed and developed ICCard, an e-commerce software system that is fully capable of providing all the functionality required for a company to operate as a third- party billing solution provider, supporting multiple merchant accounts as well as “logical” client accounts. ICCard processes Internet transactions in real-time, performs recurring billing, and provides real-time statistics. The software implements fully automatic userid and password management, and can be integrated with shopping carts. A desktop module is provides a graphical user interface for customer support personnel.

I implemented Risk Management features, including reports that can identify trends and help predict risk factors for recent transactions based on chargeback analysis. The software includes Fraud Screening features that automatically detect and eliminate a large percentage of fraudulent transactions, and support for using CyberSource’s fraud scoring is also provided. Support for AVS, email confirmations, email receipts, and other chargeback reducing mechanisms are available.

I integrated the software with a popular ACH checking system to allow the acceptance of online checks for payments. In addition, I added support for processing transactions using Ibill’s WEB900 and subscription services. Pin codes and prepaid card support provide further payment options. All of the software is written in C, using ODBC to access data in Microsoft Access and Microsoft SQL Server.

I also provided consulting services Amerinet, Inc., a Tampa Fla. based company that provides Internet-based online check (ACH) processing. CGI code was provided to automate userid/password management on remote servers and implemented SQL queries to provide reporting functions.

Dec. 1995 to April 1996 - World Telnet, Incorporated

I designed and development of CGI software to perform VISA/MC/AMEX credit card authorizations. The software was implemented to dial a modem and perform on-line, real-time authorizations. The results of the transaction are stored for batch settlement, as well as recorded into a customer support database. These daily transactions are automatically batched and uploaded in an economical transaction settlement file, using a ZMODEM protocol. Full audit trails and modem logs are maintained on a daily basis. This software runs on WinNT, and has been certified for use as a POS system, by First Data Corporation.

In addition, I designed and implementation the client program for a teleconferencing package. This program decoded and displayed streams of JPEG images in real-time, providing features for controlling the zoom and display of the image. The software was written in “C” and runs on Win3.1/Win95/WinNT. June 1995 to Sept. 1995 - Analysts International (South Florida Water Management District)

I worked as an on-site consultant for SFWMD. The project involved performing some enhancements to custom scanner software/hardware system that had been developed to digitize charts produced by water level recorders. This software ran on DOS 4.0, was written in Microsoft C 5.1, and used the METAGRAPHICS API library.

June 1985 to Nov. 1994 - Bloc Development Corporation / F3 Software Corporation.

I developed "FormTool" in 1985, the first product dedicated to designing and printing forms using a PC and desktop printer. The product reached 10th on SoftSel’s "Hot List" on July 20, 1987. FormTool won PC World Magazine’s prestigious "Reader's Choice" Award in the Forms Software category for the three consecutive years of 1990, 1991, and 1992, selling over one million copies.

Participation in the design and implementation of the "F3 Forms Automation System", a high-end forms software product line that runs under DOS, Windows, and on the Macintosh. Also heavily involved with every aspect of the F3 product line’s development, from CAD tools for the creation of preprinted forms to electronic workflow form fillout and data routing software systems.

Mar. 1984 to June 1985 - Independent Consultant

I was contracted by a "Hospice" in Miami to help them customize a UNIX-based INFORMIX database system. The custom code was written in C, and used the runtime API calls of the INFORMIX database library.

I was contracted by Steersman Systems of Miami to contribute to the development of a Tax Preparation software system that implemented the procedures documented by famous tax accountant "Martin Miller". This software was PC-based, and written on 8086/8088 systems with 256K-640K memory and two floppy drives. The programming was all done using Aztec C.

July 1981 to March 1984 - Graphix Software/C.G.I.S./Calma

My responsibilities at Graphix Software included developing the user interface for TEGATE, a CAD/CAE schematic capture product that ran on minicomputers and workstations. TEGATE’s abilities allowed electronic engineers to interactively design schematics on VAX, HARRIS, SEL, and GOULD minicomputers and APOLLO workstations.

Jan. 1980 to July 1981 - Siemens Corp. As a member of the Application Software Development (ASD) group, I developed, maintained, and supported many types of applications. These programs included CAD/CAM software for the Engineering, Drafting, and Manufacturing Depts., BOM and MRP software for the Purchasing Dept., and a variety of custom software for other departments, upon request, written in “C”. I maintained software, written in FORTRAN on a PDP 11/70 running UNIX, that controlled a semi-automatic wire- wrap machine.

I also designed and implemented software to automate the programming of the numerical controllers for Universal automatic insertion equipment used to place components on PC boards. The program was written in PL/I and ran on an IBM mainframe. The program produced diagrams of optimal head traversal paths, uninsertable component exception reports, and optimal bin assignments for parts.

EXECHAIN 3.0 is a program that can reduce the disk file size of a Windows 3.x 16 bit EXE or DLL that was built with either Borland's C++ or Borland Pascal products. Shareware EXECHAIN has previously been mentioned by Matt Pietrek's "Windows Q/A" column from the March, 1995 issue of "Microsoft Systems Journal". It was also presented as part of an article on improving performance when using Pascal, written by "Dr. Bob" (Bob Swart) for "The Pascal Magazine".

NewView 1.1 is a file viewer for EXE, DLL, VBX, DRV, and other Windows 3.x NE 16 bit executables and Win32 PE executables. NewView is capable of displaying individual or global reports on the file's contents, including exported functions, resources, and external dll references. It also supports listing system information including views of tasks, modules, stack walks, windows, window classes, etc. NewView automatically displays symbolic function names for callback procedures and entry points, whenever possible.
