SAVE THE CHILDREN INTERNATIONAL PROGRAMS ROLE PROFILE
TITLE: Chief of Party NOURISH Project TEAM/PROGRAMME: NOURISH Project team LOCATION: Phnom Penh or Battambang, Cambodia
GRADE: TBC CONTRACT LENGTH: until August 2019
CHILD SAFEGUARDING: Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE: The NOURISH Project in Cambodia is a five-year, $16 million USAID-funded nutrition project launched in August, 2014. The Chief of Party (COP) will be responsible for providing technical leadership and overall management direction for the project including managing two international and three local partners. S/he is also responsible for guaranteeing the quality and timeliness of all project deliverables, developing program approaches and strategy, and representing the project with project counterparts, USAID, Royal Government of Cambodia, other donors within the sector, and other programs and projects as necessary.
The COP will lead the project’s strategic, financial, and operational planning, including the annual work planning processes. In addition, s/he will provide technical leadership in nutrition programming and oversee development and implementation of other technical elements of the project—Conditional Cash Transfers, WASH, and nutrition and agriculture. The COP is ultimately responsible for ensuring compliance with the NOURISH project agreement, overseeing all project activities and meeting the objectives of the project.

KEY AREAS OF ACCOUNTABILITY: Lead the project’s strategic, financial, and operational planning, including the annual work plan- ning processes Provide technical leadership in nutrition programming and oversee development and implementa- tion of other technical elements of the project—Conditional Cash Transfers, WASH, and nutrition and agriculture Oversee the timely submission of all deliverables to USAID—semi-annual and annual reports, fi- nancial reports, monthly updates, etc. Supervise all program staff and oversee the hiring processes of personnel and con- sultants Provide overall coordination of the institutional/organizational capacity building of local NGOs and other key stakeholders Fully inform Save the Children’s home and Country office on all matters relating to the project, and maintain appropriate links with partner home and country offices Ensure that efficient systems to support all aspects of the project (including sub-grant management, financial, capacity building and performance monitoring and reporting) are in place and support the effec- tive use of project resources in compliance with USAID regulations and Save the Children policies
DATE Represent the project with USAID, Royal Government of Cambodia, donors, and partners Undertake tasks that ensure the effective collaboration with other Country Office health and nutri- tion programming

QUALIFICATIONS AND EXPERIENCE Essential Experience (a minimum of seven years) managing health, nutrition, and/or water, sanitation, and hy- giene programs in developing county contexts and ideally, in Asia; Education, preferably post-graduate education (master’s or higher) in public health, nutrition, health sciences, engineering or related field; Experience managing a project of similar or related nature, size, and complexity and demonstrated experience in management of large inter-disciplinary teams; A history of productive involvement with governmental health systems, processes and service deliv- ery models in developing countries; Demonstrated problem solving skills, collaboration experience, creativity and willingness to innov- ate; Experience with nutrition social and behaviour change and communications a plus; Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situ- ations; Knowledge of and experience with USAID regulations and policies; Fluent oral and strong analytical, written English communications skills is required; Extensive experience in Asia, with experience in Cambodia preferred; and Knowledge of Khmer language preferred but not required.
