With summer over, we would like to welcome you back to the 2014-2015 year at Wilkinson Elementary. We hope you had a fun-filled, relaxed summer and look forward to hearing about your adventures, getting caught up with returning families, and meeting our newest Wildcats!

Again this year we will focus on positive behaviors and encouraging students to strive to do their best. We also want to encourage parents to become involved at Wilkinson. If you are interested, please fill out the volunteer registration form found inside the planner and return it to the front office or your child’s teacher.

We know your children are precious to you as they are to us. We also realize how important it is for you to feel confident that your child is not only actively learning, but that they are also happy and safe. We can assure you that we will provide an environment to make your child’s year at Wilkinson Elementary memorable.

AFTER SCHOOL ACTIVITIES 1 Students that been absent due to illness are NOT permitted to attend school functions during or after school on the same day of the illness.

ATTENDANCE Regular and prompt attendance is one of the first steps toward success in school. Many failures by students are the direct result of continuous tardiness and poor attendance. WES Attendance meets monthly throughout the year to monitor absences and tardies. If a child’s attendance becomes a concern, the school’s Attendance Team will work with involved parties to resolve attendance problems. The team may require a doctor’s note to excuse any absence.

Regular school attendance is required between the ages of 6 to 16 with certain exceptions outlined under Florida Statues, Chapter 232. Further, “If a student is absent for 30 days during the school year, he/she may be subject to failure for the subjects or course in which he/she is enrolled during that period. For semester courses, 15 days shall apply: for quarter courses, eight days shall apply...” Clay County School Board Policy Section IV, 4.0.1, paragraph E. Accumulated unexcused tardy and early departure time equivalent to one full school day may be counted as one unexcused absence in the total number or unexcused absences required for possible legal action.

A student returning to school after being absent must have a note from his/her parent explaining the absence. If this is not done, the absence is considered unexcused. Absences are either excused or unexcused and must be approved by the principal. If a note is not received within three days of returning to school, the absence will become and remain unexcused. Parents needing to take students on trips should obtain approval by the principal prior to the absence when possible. Notification does not ensure that absences will be excused.

ATTENDANCE AWARDS Students who earn perfect attendance in grades 3rd-6th will be given a Perfect Attendance Award at the end of the year if they have not been absent or tardy at any time during the year. Out of school suspension is considered an unexcused absence.

BICYCLES Students who ride bicycles to school must walk their bikes to the bicycle rack once they are on campus. Student should lock bicycles. Helmets must be worn to comply with Florida laws. Wilkinson Elementary is not responsible for the bicycles that are parked in this area, as we cannot provide monitoring all day. Skateboards or scooters are NOT allowed on campus; they cannot be locked.

BREAKFAST/LUNCH PROGRAM Breakfast will be served from 8:00 a.m. to 8:30 a.m. Student may pre-pay for their breakfasts/lunches, or pay on a daily basis. Make check payable to Wilkinson Elementary. We encourage parents to pre- pay for meals. Parents may pay for lunches on-line at www.nutrikids.com. Parents are eligible to apply for free or reduced lunch at any time during the school year.

We invite parents and community members to join us for lunch. Students may eat lunch outside at the picnic tables or at a separate table within the lunchroom with their guest. WITH WRITTEN PARENT PERMISSION, a student may select another student to join the child and their guest. The written parent permission must be provided to a staff member on cafeteria duty. Picture I.D. will be required at the front office prior to eating with students.

2 Per the Clay County District Schools Policy, Students without lunch money will be offered a grace period when lunch money is forgotten. The grace period allows students to charge meals to their school lunch account until they bring money from home or replenish the funds online.

Please note...Elementary students can charge up to $3.50. Once that charge limit is reached, students are offered an alternate Breakfast and/or lunch of a cheese sandwich, a choice of milk and a fruit or vegetable until the charges are repaid.

BULLYING/HARASSMENT Bullying and harassment is a conscious, willful, deliberate, hostile and repeated behavior by one or more people, which is intended to harm others and create a feeling of being scared, angry, hurt or embarrassed in your school environment.

If you or someone you know is being bullied or harassed, please report this inappropriate behavior to your teacher, guidance counselor, principal or assistant principal. You can also have your parent/guardian inform school administration. Bullying/Harassment will not be tolerated.

Please reference the Wilkinson Elementary Anti-Bullying/Harassment contract located on pg. 13. of this handbook. At the beginning of the year, a member of the school administration will meet with students in grades 3rd-6th to address school wide behavior expectations.

CAFETERIA RULES & CONSEQUENCES Socializing with friends is encouraged, but order needs to be maintained.

CLINIC In the event that a student has a fever, the clinic will call home to have the child picked up from school. Emergency telephone numbers are extremely important in the event that the parent cannot be contacted. Any students with health problems should have a letter on file stating this problem. Letters must be updated at the beginning of the each year. Written notes from a parent or guardian excusing their child from PE only excuse the child for one day.

CLIP CHART (Behavior Management Program) In your child’s classroom, positive behavior management program called the Clip Chart is being used. Each child has a clip on the chart. Every student starts their clip on “Ready to Learn or Green” each day. The student has the opportunity to move their clip up or down throughout the day based on decisions they make in and out of the classroom. If a clip is moved down for a negative behavior, students have the ability to move it back up if they make good choices; it can also be moved up if a child is making good choices throughout the day. At the end of each day, the clip chart color is recorded within their planner, and it is reported to you. Below are the levels and their colors.

3 Purple Students who reach the pink level will be rewarded for their Outstanding! positive choices. Students who continue to make positive choices move up to the Pink purple level. They are one step closer to having outstanding Great Choice! classroom behavior! Blue Students who make positive choices will receive recognition as they Good Choice! move up the chart. Everyone starts the day “Ready to Learn”! Students can “clip up” or Green “clip down” throughout the day depending on their behavior Ready to Learn! choices. Yellow Students who receive a warning will move to yellow. This serves as Slow Down! a reminder to students to think about the choices they make. Orange Students who continue to make poor choices will move to orange Think About It! and will be given a consequence. Red Students who move to red will miss recess in its entirety. Parents Parent Contact… will be contacted that day if their child is on red.

CONFERENCES Teachers are expected to hold at least TWO conferences yearly with parents.

DISMISSAL TIMES Dismissal times for regular education students are as follows: Daycare: 2:35 p.m. Parent Pick Up: 2:35 p.m. (Parent/guardians must pick up their children at the gate located near the library) Bus Riders and Walkers: K & 1st 2:37 p.m. 2nd & 3rd 2:39 p.m. 4th – 6th 2:42 p.m.

All students not participating in after school activities must be picked up no later than 3:00 p.m.

DRESS CODE Parents are requested to supervise clothing selection and give guidance to acceptable school clothing choices. These are general guidelines that list most violations of the dress code.

1. Footwear must be worn at all times. Athletic or tennis shoes are recommended for PE days. 2. Pants/shorts must fit at the waist or top of the hip. 3. Halter tops, midriff tops, and mesh-shirts are not allowed. 4. Shorts/skirts must be at least mid-thigh in length. 5. Baseball caps, hats, bandannas or do-rags are not permitted. 6. Shirts with inappropriate decorations or language will not be permitted, including drug, alcohol or tobacco related slogans. 7. Spaghetti strap dresses/tops and tank tops can only be worn when accompanied by an over shirt. 8. Undergarments should not be visible. 9. Sleepwear (including but not limited to: sleep pants, slippers, etc) is not allowed. 10. Facial piercings are not allowed.

4 The Administration has the authority to make the final determination related to dress code issues. The school reserves the right to establish rules during the school year regarding new fashion in attire that might cause a disruption to the learning environment.

Parents will be contacted to provide a change of clothes if student’s dress is inappropriate. If a parent/guardian is not able to bring a change of clothes, the student will be given something appropriate from the school clothes closet.

EARLY CHECK OUT PROCEDURE (must occur before 2:15 p.m.) Wilkinson Elementary strongly encourages parents to limit loss of instructional time by scheduling appointments after school hours. 1. In order to leave school during the school day, a student should bring a note requesting dismissal to the main office before school. Notes are to include the following information: a. Reason for dismissal b. Name of person authorized to sign out the student c. Parent/guardian phone number where he/she can be reached d. Time of dismissal 2. Parent or authorized person must come to the main office to sign out the student. Be prepared to present identification. This procedure is to ensure the safety of students. 3. Students will not be called until you arrive at the front office, sign out the student, and show your identification. 4. Individuals that walk in after 2:15 p.m. will not be granted early dismissal.

EMERGENCY DRILLS Each month, we are required to do one of several drills (fire, severe weather, lock down and bus evacuation). Students are to remain silent and follow the instructions of the teacher. For those drills requiring evacuation, there is an evacuation route posted in each classroom. Misconduct during a drill can result in significant disciplinary penalties; the faculty and staff at Wilkinson take student safety and preparedness very seriously.

FIELD TRIPS Parents must sign a permission slip for students to attend field trips. If a child leaves campus on transportation provided by Wilkinson Elementary, such as on a school bus, that child must return to school in the same way. This policy is for reasons of liability. We are sorry, but siblings are not allowed on field trips for the same reason. Sometimes a fee is charged to help cover transportation costs and the price of admission. Students who do not attend field trips are left with an alternative assignment at school. A Volunteer Registration form (see page 15 and 16) must be completed and approved one week prior for anyone who would like to chaperone their child’s field trip.

FOCUS (Web-based Grade book) FOCUS Parent Portal is available to parents. The Parent Portal is a web-based tool for parents/guardians to monitor their student’s progress throughout the school year. It will provide the following information: attendance summaries, grading and transcript summaries and class assignments.

Complete the questions needed for registration. A window will appear that contains your username and password. Please write this information down.

Once you have registered for an account, your access CAN ONLY be initiated at the school. Only a legal parent or guardian is granted access to his/her child’s information. You will need to complete a Consent and Release E-mail Transmission of Student Information Form. Bring this form along with a photo I.D. to the school. Someone in the office will verify your identification and provide you a Username and Password.

GRADING PROCEDURES Report cards go out 4 times per year, every nine weeks. The grading scale for elementary school is as follows:

HOMEWORK Parents are encouraged to read with their children for at least 20 minutes every night. When homework is assigned by the teacher, it will not count for more than 10% of a student’s grade. Assignments should 6 not exceed 30 minutes for grades K-2 and 45 minutes for grades 3-6. If homework is taking longer than indicated, please notify your child’s teacher, and modifications will be considered.

HONOR ROLL There is an honor roll for grades third through sixth at Wilkinson Elementary. The “A” and “A – B” honor roll requires all A’s and/or A’s and B’s in Language Arts, Reading Math, Social Studies and Science. Subject area conduct grades do not remove a student from the honor roll. Honor roll students will be recognized at quarterly awards ceremonies. The school’s honor roll applies only to students receiving all “A’s” or all “A’s – B’s” that are on grade level. Students not on grade level that make the grade will earn certificates of accomplishment.

IPAD GUIDELINES This section applies ONLY to IPADS issued by WES.  Leave iPad off while transition/traveling  Do not go into settings without permission. This includes changing the background screen  Lock screens must show identification  Youtube and Itunes cannot be used  Passwords are not allowed  Only use your iPad; do not touch other students iPads  Only airdrop to and from the teacher unless teacher instructs differently  Photos or Videos can only be taken if teacher and the subject (student) gives permission  Browsing on Safari is only permitted at designated times provided by the teacher  All iPad usage must follow the school and district iPad Agreement for Student Use of Device contract

ISS (In-School Suspension) Any student in ISS will not be permitted to participate in any school activities while serving their consequence. Examples include, but are not limited to: eating lunch with parent, attending award ceremonies, participating in class celebrations, etc.

LIBRARY The library is open from 8:00 a.m. until 3:00 p.m. except on Tuesdays. On Tuesdays, the opening time will be 8:15. Students may check out books or complete research during this time. Students will be charged for library books that are damaged or not returned.

LOST AND FOUND The school assumes no responsibility for lost articles. All articles which are not found should be taken to the clinic. Lost items of value should be reported to the main office immediately. All items left after the school year concludes will be donated to a charity. Please put your child’s name in jackets, sweaters, lunch boxes, etc.

MAKE-UP WORK 1. Students are responsible for contacting teachers to arrange for makeup work. 2. Work missed on absences may be made up by the student within a reasonable length of time, normally twice the number of days absent, when practical. 3. Assignments may be obtained for students who are absent longer than three (3) school days. However, one full school day should be allowed before assignments may be picked up.

7 4. Assignments given prior to an absence must be made up on the first day returning, unless illness was the reason for the absence. 5. Students assigned to ISS (in-school suspension) have the right to complete assignments without penalty. Students must request work missed due to OSS, and the teacher will provide it. 6. However, it is at the teacher’s discretion if a penalty will be assigned or if the work will be counted.

MEDICATION FOR PUPILS Any medication, prescription or over-the-counter drug that needs to be administered during school hours MUST be brought into the clinic by a parent/guardian. This includes: Tylenol, Motrin, Blistex, lip gloss, cough drops, Orajel, etc. Failure to do so will result in disciplinary action as per Clay County School Board Policy.

Medications WILL NOT BE sent home with students. Parents may pick up any medications from the clinic between the hours of 8:30-2:30 if the medication is no longer needed at school. Otherwise, the medication container will be disposed of at the end of the school year when discontinued.

All medications to be administered by school personnel shall be received and stored in the original container. All medications (non-prescription and prescription) will require the official Parental Authorization Form MIS12470 to be filled out completely and signed by the parent in order for the medication to be administered. All medications will be maintained in a locked cabinet in the health room or in a location designated by the principal.

MONEY Any and all money paid by check to the school for materials, field trips, book orders, etc., should be made payable to Wilkinson Elementary, excluding picture money. All school money must go through Internal Funds and be paid out through these accounts. Families having children in several classrooms are requested not to make one lump sum payment to the school office to the various rooms. Please send each child’s money separately to the appropriate teacher. If the bookkeeper receives a returned NSF (“insufficient funds”) check she will notify the maker in accordance with School Board policy. In these cases, the school will no longer accept payments by check. Uncollected money for NSF check could keep a student from participating in extracurricular activities.

NON-EDUCATIONAL ITEMS (THINGS NOT ALLOWED ON CAMPUS) Students are not allowed to bring non-educational items to school. These items include:  Toys  Wallet Chains  Games  Electronic Games  Spiked bracelets  Trading cards  Energy drinks  Any items to buy/sell/trade  NO GUM

This list is only representative of the types of items that are not allowed at school, and the administration reserves the right to add other items not listed in the handbook. Confiscated items will be returned to parents if the parent comes to the front office to pick up the item(s).

8 PARENT INVOLVEMENT Parents should sign in and receive a Visitor’s badge in the front office. Additionally, if a parent is volunteering on campus, they must have a current Volunteer registration form (See Pg. 15 and 16) completed and turned into the front office. Additional Volunteer registration forms are provided in the front office.

Parent organizations at Wilkinson Elementary include:  Parent Faculty Association (PFA)  School Advisory Committee (SAC)  Volunteer/Mentor Program

PHONES The office or classroom phones are not to be used by students except in the case of an emergency. Students who are ill are never to call home from their classroom. The nurse in the clinic will determine whether a phone call is necessary after assessing the well-being of the child.

PHOTOGRAPHIC DEVICES (CAMERAS, CAMERA PHONES) Use of any photographic or image recording device, including cell phone cameras, wireless communication devices, video recorders or cameras of any kind on school board property before, during and after school hours is not allowed. If this rule is violated, and the images are published on any internet site, additional disciplinary action may also be taken.

PROGRESS REPORTS All students will receive quarterly progress reports. Progress reports may go home anytime a student is not progressing satisfactorily. It is the student’s responsibility to deliver progress reports and report cards to his/her parents.

RELEASE FROM P.E. ACTIVITIES If a student’s medical condition requires a release from normal physical education activities, a doctor’s note must be provided. The note must specify the duration of time that the student is not to participate in physical education. A note from a parent will only excuse a child from P.E. for one day. If a child needs subsequent days out of P.E., a note from a physician is required.

SCHOOL BUS PASSES If a child is to ride home on the bus with another student, a pass must be issued from the front office. If a bus is already too full, the pass will not be approved. Please remember that bus passes must be requested by the student in the morning and are subject to availability of seating on each route. No bus passes will be issued after 10:00 a.m. or via phone messages. The school board transportation department reserves the right to discontinue bus passes at any time.

SCHOOL HOURS AND TARDINESS Florida law states that students are not allowed on campus more than a half hour before or after school. Therefore, students are not allowed on campus prior to 8:00 a.m. Any student not inside his/her own classroom when the bell rings at 8:30 a.m. is considered tardy. Parents will be held accountable for student tardiness. The school’s Attendance Team will work with involved parties to resolve chronic tardy/attendance problems.

9 SCHOOL WIDE PROCEDURES A procedure is an order for how things are to be done in a classroom and in all other processes at school. Wilkinson students will learn procedures until they become routine or a habit. The natural consequence for not following a procedure is practice until learned. Broken procedures will only result in a discipline consequence if done continually and/or purposely. Procedures will vary from class to class and are designed to create a smooth-running classroom and school. Standard procedures at Wilkinson Elementary are as follows: 1. Walk quietly in the hallways and on the sidewalks 2. Stay on the sidewalks at all times 3. Enter and exit class quietly. 4. Go directly to your seat when entering class. 5. Be prepared for class. 6. Place litter in the garbage can; always work to keep our campus clean. 7. Turn in your homework and/or assignments on time. 8. Two claps and hand up for silence.

Teachers will have additional procedures for their classrooms for things like starting the school day, turning in work, getting the attention of students, handling bathroom emergencies, asking for help, and dismissing students.

TEXTBOOKS Students are responsible for the safety and care of textbooks and/or library books issued to them during the year. If a student damages or fails to turn in books assigned to them, he/she will be charged for the book in accordance with State law and Clay County policy.

TITLE I PROGRAM The federally funded Title I program at Wilkinson Elementary provides services to all grades. Teachers are required to have a Parent-Teacher Student Compact signed at a conference. This is an agreement between the school, the parents and the student about everyone’s responsibilities for a successful year.

TITLE I RIGHT TO KNOW POLICY As a parent at Wilkinson Elementary School, you have the right to know the professional qualifications for the classroom teachers who instruct your child. Because we are a Title I school, our instructional staff is required to be “highly qualified”. This means that each teacher and aide must be certified in his or her area of instruction. Wilkinson Elementary School’s staff members are well prepared to help your children succeed! Federal law allows you to ask for certain information about your child’s classroom teachers, and requires us to give you this information in a timely manner if you ask for it. Specifically, you have the right to ask for the following information about each of your child’s teachers or aides: 1. Whether the Florida Department of Education has licensed or qualified the teacher for the grades and subjects he or she teaches. 2. Whether the Florida Department of Education has decided that the teacher can teach in a classroom without being licensed or qualified under state regulations because of special circumstances. 3. The teacher’s college major; whether the teacher has any advanced degrees and if so, the subject of the degrees. 4. If any teacher aides or similar paraprofessional provide services to your child, and if they do, what are their qualifications? 10 If you would like to receive any information, please call the school at (904) 291-5420.

VISITORS All visitors must sign in at the front office. Visitor passes are required. These passes may be obtained at the front office reception desk.

Parents play a crucial role at Wilkinson. They help with activities, assist teachers and serve on committees. Parents who desire to visit a classroom may be granted permission by the principal. This will be by appointment only and must be scheduled 24 hours in advance. For the safety of your child, all parents or visitors must first report to the school office before going to the classroom or cafeteria. All visitors must wear a Wilkinson Elementary visitor pass. Parents coming to school for the purpose of picking up a child or delivering a message, must do so through the front office. Safety for your child is our first priority.

Relatives or friends visiting the homes of students are not permitted to visit in the classrooms. However, they are welcome to eat lunch in our cafeteria and are requested to phone the front office if they decide to do so. We invite parents and community members to join us for lunch. WIRELESS COMMUNICATION DEVICES (CELL PHONES) Students may possess a wireless communication device (such as a cell phone) while the student is on school property or in attendance at a school function for after-hours usage. The wireless communication device must be powered off and kept in a location out of sight on school grounds throughout the entire school day and while on school buses. If the wireless communication device is “powered on” it will be interpreted as being in “use”.

“Usage” of a wireless communication device on campus upon arrival to school or while on school transportation at any time will result in disciplinary action and may carry a consequence of up to 3 days OSS for the first offense.

WITHDRAWAL PROCEDURES Students withdrawing from school must let the main office know by letter or phone. A parent/guardian signature is required to complete this form. The information needed to withdraw is as follows: a. Date of withdrawal b. City, State, and where the student is relocating A withdrawal form will be filled out by the secretary, who will submit this form to each teacher, library personnel, and main office in order to clear up all matters. A 24 hour notice of the student’s withdrawal is necessary in order to complete the withdrawal procedure. Before withdrawal, all debts should be paid, and books (library and textbooks) returned.

11 PARENTAL PERMISSION FOR VIDEOTAPING/DISPLAY OF WORK/PHOTOS ON WEBSITE

Many Clay County schools are participating in creating educational tapes or photos of children’s activities. The tapes are shown on Channel 29 of Media One and Wilkinson’s live production studio. Photos are used for display or on the website. Student work/photos may be on display at any time in various community locations. In order for the above to take place, parents must be informed. Parents must sign and return the following form:

It is possible the videotapes will be shown on Channel 29 or Wilkinson’s live production studio. The purpose of these tapes and live productions is to promote enthusiasm for education in Clay County. The photographs may be displayed in various community locations as well on the Wilkinson website. Please sign and return this form to allow your child to participate.

Anti-Bullying/Harassment Contract

We the students of Wilkinson Elementary School agree to join together to stamp out harassment and/or cyber harassment. We believe that everybody should enjoy our school equally and also enjoy a peaceful life at home while on the Internet. All students should feel safe, secure and accepted regardless of color, race, gender, popularity, athletic ability, intelligence, religion, or nationality.

Harassment can be pushing, shoving, hitting, and spitting, as well as, name calling, picking on, making fun of, laughing at, and excluding someone. "Cyber harassment" is when a child, preteen or teen is tormented, threatened, harassed, humiliated, embarrassed or otherwise targeted by another child, preteen or teen using the Internet, interactive and digital technologies or mobile phones. Bullying and cyber bullying causes pain and stress to victims and is never justified or excusable as "kids being kids," "just teasing" or any other rationalization. The victim is never responsible for being a target of harassment or cyber bullying.

By signing this pledge, we the students agree to:

● Value student differences and treat others with respect. ● Avoid becoming involved in harassment or cyber bullying incidents or be a bully or cyberbully. ● Be aware of the school's policies and support system with regard to bullying/cyber bullying. ● Report honestly and immediately all incidents of bullying/cyber bullying to a faculty member. ● Be alert in places around the school where there is less adult supervision such as bathrooms or hallways ● Support students who have been or are subjected to harassment/cyber bullying. ● Talk to teachers and parents about concerns and issues regarding harassment/cyber bullying. ● Work with other students and faculty, to help the school deal with harassment/cyber bullying effectively. ● Provide a good role model for younger students and support them if harassment/cyber bullying occurs.

Safe and Civil Buses Student Contract

Bus Rules: 1. Stay in your seat at all times.

2. Use your inside voice and appropriate, respectful language.

3. Keep hands, feet, and belongings to yourself and out of the aisle.

4. Face your body forward for the entire bus ride.

5. Enter and exit the bus in a single file without pushing or shoving.

6. Do not bring food or drink on the bus.

Behavioral Expectations when riding the bus: 1. I will walk directly to my assigned seat, and place personal items on my lap.

2. While on the bus, I will follow all the rules as well as any other instructions that are given by the driver.

3. I will stay seated until the driver opens the doors.

4. I will allow students sitting in front of me to depart the bus prior to my departure.

I will do my best to follow the rules and meet behavioral expectations on the bus every day.
