HOUGH AND CHORLTON PARISH COUNCIL MINUTES OF MEETING HELD 20th NOVEMBER 2015 PRESENT Councillor A Broome (Chairman) Councillor G Bennion (Vice chairman) Councillors D Brickhill, R Dodd, D Hewitt, C Jardine and C Pywell Cheshire East Ward Councillor J Clowes 15.54 APOLOGIES FOR ABSENCE M Johnston 15.55 DECLARATIONS OF INTEREST Members were asked to declare their interest in any item on the agenda. Cllr Hewitt informed that she has an interest in Item 15.71, Planning Application 15/4031N and 15/4032N. 15.56 MINUTES OF MEETING HELD ON 9th OCTOBER,2015 The motion to accept the minutes of 9th October, 2015, as a correct record was proposed by Cllr C. Jardine, seconded by Cllr C .Pywell and approved by all present. 15.57 RESIGNATION OF CLLR J.ROWLANDS Cllr Broome read out a resignation email from Cllr J. Rowlands to take effect immediately. 15.58 PROCEDURE FOR THE CO-OPTION OF A COUNCILLOR TO FILL THE VACANCY The clerk outlined the process to fill the vacancy. The vacancy will be displayed for 14 working days in the parish boards and Cheshire East informed. Cllr Hewitt also agreed to advertise the vacancy in her email newsletter. Once notification has been received from Cheshire East that the Council can co-opt, signs would be placed in the parish boards to this effect with a deadline date set prior to the January meeting. 15.59 POLICE MATTERS 15.59.1 SID REPORT FOR OCTOBER, SPEEDING ISSUES AND FEEDBACK FROM MEETING OF 2nd NOVEMBER We have asked for preventative speeding measures but been informed that the speeding problem must be proved. Options open to the Parish Council are an education process and improved signage. If the Parish Council decided to buy further posts for the SID, Cheshire East have agreed to install them free of charge. A future option could include setting up a Community Speed Check Area. 15.59.2 WYBUNBURY WARD CLUSTER MEETING, 26th OCTOBER, FEEDBACK Cllr Brickhill reported on the Cluster Meeting of 26th October 2015 including local road traffic incidents, antisocial behaviour and burglaries (of which there has been one reported in Hough). It was noted that two residents had turned up to the meeting and weren’t allowed to speak and Cllr Brickhill and Cllr Clowes agreed to follow this up. The next meeting takes place on the 25th January and will be attended by Cllr Brickhill. 15.59.3 CHESHIRE CONSTABULARY PEEL INSPECTION RESULT It was proposed by Cllr Brickhill that a letter be written to congratulate the Chief Constable on the result: Cheshire is one of five forces across the country described as ‘outstanding for efficiency’ and as exemplary. The proposal was agreed by all and the clerk was asked to draft a letter. 15.60 HIGHWAYS MATTERS

Broome 15.60.1 KNOCKED OVER 30/40 MPH SIGN AT THE JUNCTION OF PIT LANE AND NEWCASTLE ROAD The clerk reported that she had contacted Cheshire East Highways and that the sign has been re-erected. Cllr Clowes informed that she too had pursued the matter and that a video of the incident had been passed to her. 15.60.2 FLOODING PROBLEMS ON CHORLTON LANE AND WAYBUTT LANE Cllr Hewitt reported on complaints she has received from a resident complaining of flooding on these roads and it was suggested that the drains are sub-standard. Cllr Clowes agreed to pursue this issue for us and asked Cllr Hewitt to forward her the email. 15.60.3 STREET LIGHTS NOT WORKING A complaint has been received from a Pitt lane resident regarding a street light at the end of Pit Lane not working. Cllr Bennion and the clerk agreed to compile a report on all street lights within Hough which require attention for forwarding to Cheshire East Highways Street Lighting Department. 15.61 UPDATES ON CHALC SEMINARS 15.61.1 SOCIAL MEDIA TRAINING SESSION The clerk informed that she had not attended this after consultation with Cllr Broome as the agenda appeared unsuitable for her needs. 15.61.2 PENSION SEMINAR OF 12TH OCTOBER The clerk reported that the seminar had been very informative and made the process of complying with the new pension regulations much more understandable. The staging date for Hough and Chorlton Parish Council is August 2016 and, prior to this date, information will be compiled and documented to ensure compliance. 15.61.3 PLANNING SEMINAR OF 20TH OCTOBER Cllr Pywell and Cllr Dodd reported that this session had been very useful and had explained planning pitfalls. The session had a large focus on neighbourhood plans. 15.62 LOCAL PLAN INCLUDING CHALC CREWE AND NANTWICH AREA MEETINGS Cllr Broome provided an update on the Cheshire East Local Plan and explained about the importance of ensuring the protection of green gap and green belt within this area of Cheshire East and felt it is very important to have representation on these issues during further examination by the Inspector. The Parish Council agreed they were supportive in principle to contribute financially up to a maximum of £500 for the services of Andrew Thomson, a Planning Consultant, to provide the representation but that some clarification of expected total costs is needed. The Parish Council have been informed that other local Parish Councils in this area that are members of ChALC will also be asked. It was agreed that the impact of HS2 should also be considered. Cllr Hewitt agreed to draw up a formal proposal on the principle of our participation on behalf on the Parish Council. 15.63 NEIGHBOURHOOD PLAN, WHERE DO WE GO FROM HERE After discussion, Cllr Hewitt proposed that we join the Wybunbury Ward Neighbourhood Plan. The Parish Council agreed and resolved by majority vote that Hough and Chorlton should be incorporated into the Wybunbury Ward Plan designated area. Cllr Clowes explained that once each Parish Council has resolved to join, a leaflet would go out to residents and public meetings would be arranged.
15.64 HOUGH MILL QUARRY UPDATE (INCLUDING THE MEETING OF 16th NOVEMBER)

Broome Cllr Clowes stressed that the meeting was not a consultation and informed that the planners’ aims are to build three lots of houses (approximately 1000 in total) and to create a rural industrial unit. The plans also incorporate nature trails. The site is not one of the SHA sites in the developing Local Plan because it is felt that the area should be restored to Country Park for amenity use although the brownfield sites may be considered for development. 15.65 OUTSTANDING ISSUES UPDATES 15.65.1 HS2 There is to be an open day on January 14th from 10:00am till 9:00pm at Hough Village Hall. 15.65.2 CHORLTON CHAPEL FIELD Deferred until the January meeting. 15.65.3 BROADBAND INCLUDING MEETING AT ALDERLEY PARK ON NOVEMBER 6TH Deferred until the January meeting. 15.66 ENVIRONMENTAL MATTERS Cllr Bennion reported to the Council: 15.66.1 QUOTES FOR MAINTENANCE OF BASKETS AND PLANTERS DURING 2016 Cllr Bennion reported that the ANSA quote has been received and compared to the Websters quote. Although there is little difference in price, Websters would provide more ongoing maintenance but are reluctant to be paid by cheque. The clerk reported that recent legislation does allow parish councils to make payments by standing order and agreed to enquire of the bank how this could be done. 15.66.2 PROGRESS REGARDING THE OBSCURRED CONIFER ON CORNER OF COBBS LANE AND PIT LANE The clerk reported that this has been pursued with Cheshire East who agreed to make the arrangements with Scottish Power for the conifer to be cut. 15.66.3 REPAIR OF COMMEMORATIVE PLAQUE ON THE GREEN Cllr Bennion reported progress with this and it will be strengthened and two posts put in. 15.66.4 REPLACEMENT OF DOG BINS Cllr Bennion reported that two dog bins have been replaced, but costs have not yet been established for putting them up. 15.66.5 GRASS VERGES (CHORLTON) A complaint received about the grass verges in Chorlton was considered. The situation will be monitored. 15.66.6 TREE A tree has been reported to have been snapped down at the back of the common. 15.66.7 BIN COLLECTIONS Cllr Broome reported that garden bin collections end the end of November until 22nd February. 15.67 FUNDING PROGRAM FOR PUBLIC ACCESS DEFIBRILLATORS Deferred until the January meeting
15.68 COMMUNITY PRIDE COMPETITION UPDATE
Clerk: S Davies Page 3 Chairman: A. Broome Cllr Bennion reported that Hough and Chorlton Parish Council was awarded 2nd place out of 12 in the category. The Public House, the floral displays and noticeboards all received special mention. 15.69 REMEMBRANCE SUNDAY, WYBUNBURY Cllr Broome reported that she and Cllr Jardine had attended the service at Wybunbury and that they had laid a wreath on behalf of the Parish Council. 15.70 VILLAGE HALL UPDATE The Chairman, A. Broome, updated on events: The quiz held on 23rd October raised a profit of £103.00 Xmas Fair – To be held Saturday 28th November, 10:00am till 12:30, eleven stalls in place. Bingo, 9th December at 7:30, proceeds to the Village Hall. Brass Band Concert – Saturday 12th December, £7/ticket. Carol Concert - Friday, 18th October at 7:30, donations to St Luke’s Hospice.

Basford Old Demolition of existing buildings and erection of Creamery, replacement detached single storey industrial unit for 15/4224N Newcastle Rd, CW2 B1, B2 and B8 classifications. Erection of acoustic 5NQ walling to boundaries. Comments Deadline – 10th Dec. Concern was expressed about HGVs managing the angled driveway, especially when turning in from the direction of Nantwich or turning right out of the site. The presence of the bridge means that other vehicles would have very little warning of these heavy lorries blocking Newcastle Rd. The clerk is to try and attend. 15.73.2 WEBSITE UPDATE AND TRANSPARENCY CODE FUNDING The clerk and Cllr Broome informed that they intend to spend time during December to improve the Council’s website to incorporate the requirements of the Transparency Code and that the site developers would be approached to assist with this. The Council all agreed that an application could be put forward via ChALC to fund this using the Transparency Code Funding and, if unsuccessful, the money could be used from the Council’s funds. 15.73.3 WYCHWOOD PARK, SAFETY REGARDING SCHOOL BUSES Cllr Clowes reported that a safety review is to take place on Wychwood Park regarding the Alsager school bus requiring children to cross the busy road. 15.73.4 SUGGESTION OF PLAY EQUIPMENT ON THE COMMON Cllr Brickhill enquired about the possibility of the Parish Council placing swings or other play equipment on the common and it was agreed that this should be an agenda item for January and that the clerk do some enquiries regarding costs. 15.74 QUESTIONS AND COMMENTS FROM MEMBERS OF THE PUBLIC None 15.75 DATE OF NEXT MEETING: The next meeting will take place on Friday, 8th January, 2015, at 7:30 in Hough Village Hall.
