1 Background According to the mapping report, government programs were identified with activities related to technical work at regional/district levels in Pakistan. Youth sustainable vocational skills and empowerment interventions can be increased through collaboration of the existing

Page 1 of 11 organizations with Government in order to scale up the interventions at community level. Youths are in dire need of basic needs and supplementary benefits as Pakistanis. These service points can hence be used to create opportunities to the target group who are in and out schools. In the project are, nearly a half of the safety cases, drug practitioners, induced abortion, poor parenting occurred among the youths aged 15-25 years. A third of the national population is made of young people and also a half of manpower to most sectors are of young people; therefore the need for action to control the above crises has never been more agent than now in the country.

2. Projects Rational The vocational skills and empowerment project is not clearly established to youths due to the fact that it is not in their careers and usually contributes to unsafe environment to future citizen. This project therefore seeks a total of USD 49,909 to support a one year project for youth sustainable vocational skills and empowerment Initiative in Kashmore. Population of project area frequently use cell phones and locals have to reach remote towns for mobile repairing bearing heavy costs of fares and other communication charges. Youth trained by this program would likely start their personal mobile repairing shops/ cabins in their localities of Urban and semi urban areas. Mostly skilled are expected to work in different cities’ mobile markets having lucrative packages. According to a survey carried out by Kashmore Foundation in Khosa mobile market, whatsoever mobiles shops currently running, are not fully skilled hence they have to send mobile to other cities i.e., Sukkur, Hyderabad and Karachi. The project duration will run for a period of 12 months. Through trainings, young people are taught different skills in handicrafts, stitching, sewing and Tailoring, Knitting, mobile repairing and computer training. After their training, they are expected to be able to produce good quality products leading to increase in Gross Domestic product and profitability. Secondly they will be able to effectively work in their village settings able to creating jobs among themselves.

2 Goal and Objectives of (YSSEI). The main Goal of this project is: To integrate vocational trainings skills with other practices in communities to improve the capacity building of young people (girls and boys) aged 15-28 years through empowering participants in all activities in Kashmore District. Objectives of the Project: Overall Objective: To empower youth with Vocational Skills and keeping them out of current Breaking the York of vulnerability and having good working conducive environment to enable them obtain a successfully/desirable life so as to eradicate poverty in Kashmore. Specific Objectives: 1. Increasing access to employment-oriented training of marginalized target groups of District Kashmore, in particular women and youth from poor households, and conflict- and disaster-affected areas; 2. Increasing empowering youth by strengthening the involvement of employers in skills development and improving the quality of enterprise-based training on mobile repairing. 3. To enhance basic computer skills among poor and needy youth of Kashmore.

Page 2 of 11 3 Beneficiaries and Location of Project: (a) Direct Beneficiaries: The project is aiming at addressing youth sustainable skills and empowerment to 1400 direct beneficiaries which are aimed at enabling them to access basic reliable skills through training workshops, counseling and promote positive behaviors. Currently, young people are so vulnerable to many dangers in the country due to a double influence as regards to political and poverty. Therefore as a result from the above we have intensified our current efforts and services to young people affected with psychosocial and Economic factors. There is a need to involve youths in service delivery at all levels of project management in local areas. They will be equipped with knowledge about Positive change and effective planning in Kashmore District. (b) Indirect Beneficiaries: The project will also benefit men, women/widows based in project areas and their neighbors. Currently half of the new strategies are mismanaged by the rural settings in one way or the other. The rural community some times are money minded especially men of which has turned to be the major challenge. The consequences of not having vocational training skills with in communities have not been thoroughly studied. Generally this lose future hope and increases vulnerability in various communities in project areas. Therefore this will aim at scaling up vocational training awareness among community people, and 9000 indirect beneficiaries can be benefited

4 Employment Opportunities for Beneficiaries The proposal is designed to improve youth’s way of life and create early awareness in our project areas. Our strategies for young people will enable them access sustainable skills and empowerment. Much focus will be put on those with in and out of schools as this brings more close all the young people categories into our sustainable skills web. Increased number of young people participating in different vocational training activities and improving on their capacity building through mainstreaming sustainable training skills in various programs. It is anticipated that by the end of the project period, there will be realization of positive living and reduced levels of dependency among young people in project area.

Also the approach will involve various levels of stakeholders. Each of the components of the project will be tackled technically by designing interventions that effectively and appropriately address vocational training skills and associated activities that can contribute to community development. It is anticipated that by the end of the project period, there will be realization of positive living and reduced levels of dependency among young people in project area.

6 Activities The following activities will be implemented under this project:-

6.1 Training youth on vocational skill and empowerment programs: Empowering youth and creating a positive community/school environment and consistent in their approach, hence development of youth career through vocational training skills. Among the roles include the following:-

400 Youth Male participants will be trained for mobile repairing course.

This will start from second month of the project, and four batched will be awarded, hundred participant in one batch, the class room training will be provided containing; mobile repairing, hardware, refreshing (software) etc. A three months course may help youth to run their own business or may employ at local/ regional market. After success of each batch, a certificate would be awarded to successful candidates. This training would be conducted at DESCON Computer Centre Kashmore. The training material already developed would be used for training. 6.2 Seminars on Youth Skills and career Path Setting: 8 seminars of 400 participants of Young people will be empowered with life planning skills and knowledge of positive planning and career path setting. Eight Seminars of male and female participants will be empowered with life planning skills and knowledge of positive planning and career path setting, 50 participants in each seminar, and this activity will start from third month of project. 6.3 180 Young female participants will be trained in handicrafts activities at community level: This vocational training has three modules, starts from second month of project, each model has 60 females, and 180 females will be trained in all three modules, each module has two months of training course. In this training, the trained female staff will conduct all modules, containing sewing, stitching, and local handicrafts promotional tools. The training would be at community level, and selection of training venue will be at centre of town of community, where females can easily access. At centre 10 sewing machines will be equipped for practicing of females. 6.4 50 boys & girls participants will be trained through computer basic course: The combined batch of boys and girls will be trained for basic knowledge of computer i.e.: Urdu, Sindhi composition (In page & CorelDraw) software, and basic MS tools. This training has two modules each module has 25 participants of three months course, starts from second month of project. The training material which will be used already prepared by Kashmore Foundation and this will be at DESCON Computer

Page 4 of 11 Centre, 15 computers will be equipped at training centre for practicing the lessons/sessions.

6.5 Counseling: Counseling and guiding young people on various development aspects in such a way to recognize their potential skills relevant to their professional development. This will be successful through engaging and empowering parents in decision-making practices of advisory groups (such as local school-community improvement councils), school reform committees, advocacy and other school/community restructuring efforts

6.6 Distributing IEC Materials: Carrying out home visits and having meetings with parents/families concerning young people in less formal way of using IEC materials that most parents read and understand. This is aimed at reminding communities to implement young people's sustainable programs in their respective places. Therefore producing and distributing 3,000 IEC materials, on empowerment and youth friendly programs will be in form of Brochure and Newsletters.

6.6 FM Radio Talk Shows: Provision of basic knowledge on vocational training through FM Radio Channel. Monthly talk back show containing, vocational skills and basic general knowledge would be on aired from FM104 Kashmore.

6.8 Follow-up activities: Staffs members will always go back to places where they have carried out the activities to meet young people to assess the changes that have occurred, guide beneficiaries in their respective activities, share with them experiences that they have met and get measures on them accordingly.

6.9 Networking Services: Kashmore Youth Congress Network would be core networking volunteer group of young people of District Kashmore of 18 to 25 years old male female from Each Union Council of District Kashmore, 10 to 15 members from each Taluka having chairman and secretary make youth network.

7 Project Management and Monitoring Monitoring and Evaluation: This will be an ongoing activity throughout the project and will be carried out on monthly basis. It will be carried out to access the project implementation and will help to supervise the youth community based workers. Assessed management processes will view objectives, concepts, designs and methodologies of the project; it is an international management responsibility. This will be an ongoing activity throughout the project life. It will be routinely through monthly reports, meetings, check lists, surprise visits and support supervision visit.

Page 5 of 11 The consequences of not having vocational training skills with in communities have not been thoroughly studied. Generally this lose future hope and increases vulnerability in various communities in project areas. Therefore this will aim at scaling up vocational training awareness among community people, and in Kashmore Taluka no one is provide these types to trainings or initiatives.

9 Assumptions and Risks 1. In city Kashmore, there are tribal clashes and low literacy rate, since super flood 2010, and rain 2012 has increased poverty in the area, mostly people suffer from good wealth, so they might be not willing to join the skill trainings. 2. After flood 2010, and rain 2012 mostly communication system (roads to small towns are fully destroyed, due to this project team may not meet the actual communities. Plan to overcome these problems: Through strong network of volunteers of Kashmore Youth Congress, it would be covered to motivate people to avail this type of training for their survival to fight against poverty. Secondly our volunteers of Kashmore Foundations are locally aware from all other alternative roots and roods of area, so this issue may also be solve to reach the actual target/community/youth. 10 Project Outcomes  Kashmore Youth Congress Networking Service formed 1 in Kashmore, 1 in having representation from Cs/villages and functioning in coordination with District Kashmore Youth Congress Network.  01 District Kashmore Youth Congress Network having representation from 3 taulkas.  Capacity enhanced of District Kashmore Youth Congress Networking in advocacy campaigns, external linkages, career path setting, through awareness raising workshops/seminars/trainings.  2 modules of Computer training courses of male female youth.  3 module trainings of youth females through vocational skill trainings  Capacity enhanced by training of youth on mobile repairing.  Capacity enhance through mass awareness programs, FM radio programs, and through seminars.

12 Project Results The following key results are expected from the project:

 5,000 of youth made aware about career pitching, vocational and technical skills.  35% increase in employment for both male and female youth in District.  40% Improvement in the response of self business for females at their homes  Increase in the participation of Youth citizens/civil society through Kashmore Youth Congress in related policy and implementation initiatives for ensuring the effective social service delivery.  The District & Taluka Youth congress committees are contributing in maintaining the transparency and accountability that reduced the incidence of corruption by 30% through their enhanced capacity in management, record keeping, advocacy campaigns, external linkages especially with district anti- corruption officials , human rights, gender mainstreaming and social accountability through awareness raising workshops/seminars/trainings,  More than 55% Youth will be self employed at their own shops for computer/ mobile shops,  The Kashmore Youth Congress are now promoting participation and inclusiveness of citizens’ in related policy and implementation initiatives that ensured the effective social service delivery by 40%, in the District.

13 Sustainability Strategy For the effective sustainability of the project, YSSEI team will ensure that District Kashmore Youth Congress Network, Takuka Kashmore,Tangwan and Kandhkot Youth Congress and Empowered on the importance of the project to beneficiaries in their local areas. It is expected that the project will be sustained by initial active participation of beneficiaries in the project through Kashmore Youth Congress. Mentioned groups will be trained to support the project. It is expected that the selected 3 Talukas .Youth networks and District Youth Network would continue offering support and sensitization services in their respective communities after completion of project. Regular follow ups and monitoring will be important to the sustainability of the project as it will help in supporting its stakeholders. Problems faced can easily be handled by the support groups and they can also play a great role in devising solutions.
