MABLETHORPE AND SUTTON TOWN COUNCIL MINUTES OF A MEETING OF THE PLANNING COMMITTEE Held on 19 October 2009

58. DECLARATIONS OF INTEREST Cllr A Howard declared a personal interest in Minute 60 as a member of East Lindsey District Council and a personal interest in Minute 61 (ref. N/110/02170/09) as a member of East Lindsey District Council who has contributed to the applicant through the members’ scheme.

Cllr Miss H Parkhurst declared a personal interest in Minute 61 (ref. N/110/02170/09) as a member of Coastwatch.

59. MINUTES It was proposed, seconded and Resolved: That the minutes of the meeting held on 5 October 2009, having been previously circulated, be signed by the Chairman as a correct record.

60. ELDC PLANNING DECISIONS N/110/01906/09 Consent to display signs – Lidl Supermarket, Stanley Avenue, Mablethorpe. Split decision - Fascia signs and flagpole sign: approved (standard conditions and the existing must be removed before new erected. Non illuminated noticeboard: refused (introduction of general advertising in such a prominent position and facing residential properties is alien feature and gives the site a cluttered appearance, contrary to Policy A5 Local Plan and PPG 19 – outdoor advertisement). (Town Council supported)

N/110/02101/09 Extension and alterations to existing building – Holivans, Quebec Road, Mablethorpe. Application approved. (Town Council supported) 1 N/110/01352/09 Section 191 application for lawful use - Water Tower caravan site, Seaholme Road, Mablethorpe. Approved as all year residential showmen’s site. (Town Council supported)

N/110/02070/09 Detailed particulars relating to erection of dwellings – Garth Cottage, Huttoft Road, Sutton-on-Sea. Conditionally approved (landscaping to be carried out within 6 months of commencement of works; details of separate foul and surface water disposal to be agreed; schedule of materials to be agreed; no dormer windows to be installed. (Town Council supported but reservations noted regarding access)

N/110/02097/09 Alterations to existing garage premises – Seacroft Ford, Seacroft Road, Mablethorpe. Conditionally approved (vehicle door to north east elevation to be kept closed when not manoeuvring vehicles in/out) (Town Council supported)

61. PLANNING APPLICATIONS It was proposed, seconded and Resolved: That in accordance with Schedule 16 of the Local Government Act 1972, observations on the following planning applications be submitted to East Lindsey District Council:

N/110/02384/09 Extension to church hall to provide a canopy over soft play area – St. Clements Church Hall, Church Lane, Sutton-on-Sea. That this application be supported.

N/110/02356/09 Installation of air conditioning unit on rear elevation – 78 Seacroft Road, Mablethorpe. That this application be supported.

N/110/02170/09 Erection of high security cabin on existing car park in connection with National Coastwatch Institution – Sea View Car Park, Quebec Road, Mablethorpe. That this application be supported in principle. However, the Council felt that the appearance of the cabin detracts from the surrounding area. A lot of work has been put into Sea View car park to improve it and the views out to sea and, whilst the Council supports the proposal in principle, it is felt the design is inappropriate. The Council also raised questions regarding provision of services to the cabin.

N/110/02391/09 Extension and alterations to bungalow including raising of roof height to provide 2 first floor bedrooms and bathroom –

2 25 Lansdowne Drive, Sutton-on-Sea. That this application be supported.

N/110/02336/09 Change of use of existing ground floor café into hot food takeaway and installation of extraction flue – 21 High Street, Sutton-on-Sea. That this application be supported.

N/110/02314/09 Extensions and alterations to food store to provide additional sales area and delivery area and construction of service ramp – Lidl supermarket, Stanley Avenue, Mablethorpe. That this application be supported.

62. LAWFUL USE – 69E VICTORIA ROAD, MABLETHORPE The Clerk outlined the procedure for appeals whereby the Council could reconsider/amend its earlier comments. Cllr Howard gave some background to his original proposal and had done further research through the electoral register. In the light of that, and in considering further information received, it was proposed, seconded and Resolved: That in light of further evidence, the Council could not now guarantee that the property has been used continuously as a dwelling.

Cllr H Parkhurst asked for it to be recorded that she was not present at the original meeting in March.

63. STREET COLLECTION It was proposed, seconded and Resolved: That the Council approve the proposed street collection for Louth Hospice on 16 August 2010.

64. CHAIRMAN’S COMMUNICATIONS The Clerk précised a letter from East Lindsey District Council Enforcement regarding the siting of a container and banner and advertisement off Station Road, Sutton-on-Sea:-  The container is not a breach as it is sited as a temporary building in connection with extant planning permission N/110/02915/07.  Banner – ELDC took action, owner removed banner to comply with that notice. Owner then replaced banner which meant ELDC had to start proceedings again. ELDC taking further legal advice.  Sign - Enforcement action being taken.

The organisers of the Bathing Beauties Festival have asked for a letter of support from the Council to accompany their grant application. It was agreed to do this.
