82/14 PUBLIC PARTICIPATION.

M Le Brun updated Council on behalf of the Biodiversity group in respect of the War Memorial which will be cleaned before Remembrance Day, extended the wild flower area at Harroell and the current position in respect of security at the allotments. Council thanked Mr Le Brun for the input. Application 14/02248/APP Mr D Copping (Resident) advised on some errors in the design and access statement and his concerns regarding the access and parking together with concern that the approval of this application will create a precedent for the future. The comments were noted. J Hooper Chairman L C Preservation Society gave the latest information on the activities of the Magna Carta Committee. He advised that all was going well and some contracts had been signed, Our MP J Bercow will be attending, the tapestry lunch and church service are on track. He was concerned regarding insurance for the event. The Clerk advised that a risk assessment must been done and reported to insurers before the event and he will let the clerk have the details of the events to draw up a risk assessment. 83/14 APOLOGIES FOR ABSENCE and APPOINTMENT of COUNCILLORS.

85/14 MINUTES and MATTERS ARISING

The minutes of the meeting held on 4th August 2014 were approved and signed by the Chairman as a true record. Matters arising not addressed elsewhere. No issues were raised.

86/14 CLERK’S REPORT AND ACTION LIST

1) Red telephone Box. Possibilities are being explored by Cllr Soar.

2) Bus Stops Clearing. Expect TfB to clean and clear them as soon as possible.

3) Graffiti on Skate Park. A 20 year old man from Thame was caught in the act which he believed was not a crime but a necessity for beautifying the S P. The art work will be removed by TVP and the culprit. The Police will decide what action to take.

1 4) The right for parish to sell electricity. It was noted that this possibility would be very unlikely to apply to our Parish Council. Councillors however agreed to support the proposal. The Clerk will do the necessary. 5) Site for Roses for Magna Carta. This will be reported on at the next meeting. 6) Annual Insurance renewal. The Clerk explained the options and Council agreed to sign a further three year deal with the insurers to achieve a discount of £170 per annum for three years. The premium will be £3221 per annum. 7) CCTV for Harroell. The Clerk will investigate with a CCTV supplier the possibilities if any due to the need for Wi-Fi on the site.

Action List

It was noted that all items are in progress and receiving attention. The Clerk will chase up the order for the AED from Turtle Engineering as delivery seems to be badly delayed.

87/14 PLANNING

The draft minutes of the planning meeting held on 18th August 2014 were noted.

20 High Street- Removal of existing conservatory and erection of new garden room. No 14/02266/ALB objection 20 High Street- Removal of existing conservatory and erection of new garden room. No 14/02265/APP objection 14/02337/ALB 1 A the Square. Removal and rebuild of chimney stack on existing roof barn. No objection 14/00236/APP 58 Bicester road.- Demolition of single storey garage and construction of two-storey side extension, incorporating extension to the existing roof and insertion of a new dormer window and rooflights. (amendment to planning permission 13/00235/APP.) No objection

39 Bicester Rd.-Erection of one new dwelling at the rear of garden of 39 Bicester. No objection. However we will comment that we are concerned about the precedent that will 14/02248/APP be created if this application is approved.

It was noted that the application 14/02290/APP 4 Blanes Close was approved by the Council but there is a restricted covenant preventing the proposed change. 88/14 FINANCE

The cheques drawn for July totalling £21,897.31(includes a transfer to investment of £15,000) were approved for payment and the bank balances noted.

89/14 CORRESPONDENCE

The schedule was noted and the following comments noted. A) Bowls Club- The clerk will advise the club that the pines are not on our property and they should perhaps contact U K Mains as they may be responsible for the trees .B) The Clerk will respond to AVDC Enforcement team using the

2 comments received from Mr Le Brun and other residents as the basis for objecting to the poorly built replacement wall in Sandy Lane.

90/14 REPORTS. Bus Shelters. Cllr Willis reported on the progress. An order has been placed for £3390 to supply and erect two cantilever bus shelters, one for Chearsley Road and one for Bicester Road opposite the One Shop. These shelters fall within the regulations laid down by B C C. The shelters will be erected on Thursday 4th September. Cllr Willis was thanked for dealing with this project so efficiently and quickly. The signs which are incorrect will be attended to by Transport for Bucks Transport for Bucks. The Chairman advised that having met with Stuart Campbell our Area Technical Officer some matters had been dealt with and he had tried to follow up outstanding issues. Mr Campbell is mostly unavailable so the Chairman is finding it difficult to chase up but will persist. Long Crendon Primary School. No further information is available until we hear from County Councillor M Aston on the outcome of her meeting in September with officials at B C C . Harroell Play Area. Noted that the cycle track is now complete and looks very good and the graffiti on the skate park has been removed with the kind assistance of PCSO Sue Jones and the original culprit. Cllr Smith has all the arrangements for refreshments under control and other issues are in hand. It is not known how many will attend the event but we hope it will be good. Ms L Howard (VAHT) will attend however it seems WREN will unfortunately not have anyone present. Long CrendonVillage Association. The suggestions presented by Cllr Willis were noted. Cllrs will try to establish further information on the Associations plans with a view to being of assistance Local Area Forum. Cllr Asher advised of the latest meeting with the doctors and mentioned some improvements to their staffing. She further noted that the meeting organised by the County Safety Committee, which she attends for Council, seem to be working on similar objectives.

91/14 ANY OTHER BUSINESS. (For information only)

Bucks Sports Awards. Cllr Camden has undertaken to nominate a sports volunteer from Long Crendon for the award. Council thanked her and she will now submit the necessary forms.

Water leak between Peascroft and Jesses Lane Path. The leak has been reported several times to Thames Water but nothing has been done. The Clerk will contact Mr Andy Ginsell who assisted us with the problems at the sewerage works.

Wild Flower Meadow The Chairman Advised that the residents at Newitts Farm will be increasing the size of the wild flower meadow on the property.

M V A S The clerk gave a brief report on the analysis obtained from the sign. The results were noted and will be shared with T V P.
