DIAGNOSTIC TOOL FOR SCHOOL AND DISTRICT EFFECTIVENESS (DTSDE) OUTSIDE EDUCATIONAL EXPERT (OEE) CANDIDATE APPLICATION 2015-16

Directions: The Outside Educational Expert (OEE) candidate must answer the questions below. If the criteria is not applicable, indicate N/A. The district must submit a separate application for each candidate. If the same OEE will be working with more than one school in a district, the district should complete one application and indicate the assigned schools. Resumes must be submitted with OEE applications.

2 District Lead Credential There are three methods for OEEs to receive the District Lead Credential. Identify the method to you plan on pursuing:

OPTION 1: COMPLETE THE NYSED DISTRICT LEAD CREDENTIAL SERIES OEES pursuing this option must: 1. Attend each of the following three workshops one time at a Focus District Institute during the 2015-16 school year:  Questioning and Interviewing Techniques  Measuring Impact  Report Writing 2. Participate on a “Training Review” led by a NYSED-supplied Outside Educational Expert (OEE) and a NYSED staff representative. 3. Pass an online assessment.

OPTION 2: RECEIVE THE CREDENTIAL THROUGH THE OEE ALTERNATE PATH DISTRICT LEAD CREDENTIAL APPLICATION PROCESS OEES pursuing this option must: 1. Submit a previous DTSDE report for review by NYSED and achieve a passing score on NYSED’s assessment of the report

2. Submit an outline of training provided by the OEE’s organization during the 2015-16 school year OR attend the three workshops identified in Option 1 at one NYSED Focus District Institute

3. Complete the online OEE module and receive a passing score on the District Lead Credential online assessment.

OPTION 3: GRADUATE OF THE 2013-14 DTSDE CERTIFICATION COHORT

I am interested in serving as an Outside Educational Expert, but I am not interested in receiving a District Lead Credential. I realize that without this credential, I will be limited to providing guidance to the district, assisting with DCIP and SCEP development, serving as a team member (but not lead) on a DTSDE review and serving as the lead on only one district-led DTSDE review this year.

ALL APPLICANTS: I understand that District-level staff and Outside Educational Experts leading two or more district-led reviews or overseeing two or more School Reviews with District Oversight will be required to fulfill all of the District Lead Credential requirements during the 2015-16 school year. If this OEE application is approved but I do not complete the District Lead Credential requirements, then my role as an OEE will be limited to providing guidance to the district, assisting with DCIP and SCEP development, and serving as a team member (but not lead) on a DTSDE review. Those who do not complete the District Lead Credential requirements will only be permitted to serve as the lead on one district-led DTSDE review this year.
