Job Title : Personal Assistance Services, Assistant Director

I. Position: Personal Assistance Services, Assistant Director (Direct Service, Exempt)

II. Reports To: Program Director, Personal Assistance Services

III. Position Summary: To assist with program planning, development and direction; supervision and evaluation of assigned staff, provide consultation to department agency personnel and/or community as delegated/requested by Program Director.

IV. Essential Functions of the Job:

A. Responsible for providing administrative support to Personal Assistance department.

B. Authority to assign and oversee completion of Consumer Records Secretary, Records Coordinator, and Program Assistants duties and job responsibilities.

C. Assist with input and coordination of scheduling and other computer software programs as needed.

D. Oversees the process of intakes (referrals) and assign assessments.

E. Assist with development and implementation of policies and procedures and other duties as assigned.

F. Develop and maintain procedures to guarantee the administration of consumer prior authorizations and consumer eligibility and reimbursement.

G. Assists in the solution of any billing problems with all reimbursement sources.

H. Maintains on-going knowledge of government funded programs related to personal care and home care field.

I. Orientation of newly hired PAS professional staff.

J. Assist in the development of effective inservices / training programs for professional and PCW staff. K. Consults and confers with care coordinators regarding case problems / situations.

L. Attends conferences, seminars, and meetings regarding issues related to personal care as needed and required.

M. Provides advocacy and support for the independent living philosophy to all PAS staff.

V. Qualifications:

A. Bachelor's Degree or at least four years experience in health care or personnel required.

B. Familiarity with Medicaid Audit Procedures.

C. Knowledge of Medicaid and other home health regulations, i.e., nursing visits, prior authorization, TB tests, and Hepatitis B procedures.

D. Knowledge of billing EDS related to Medicaid, HMO's, Family Care, etc.

E. Computer literacy.

F. Excellent organizational and interpersonal skills.

G. Ability to travel as job necessitates.
