WORKSHOP DESCRIPTION INCLUDING LEARNING OBJECTIVES

Copernicus is the European Union (EU) flagship programme on monitoring the Earth’s environment using satellite and in-situ observations aiming to deliver operational data and information services on a range of topical areas. Based upon these baseline services, many other value-added products can be tailored to more specific public, commercial needs or domain sectors. Copernicus will also address policy objectives, bringing an essential contribution to the 7th EU Environment Action Programme, which was recently agreed with the aim of “living well, within the limits of our planet”. The information services provided will be freely and openly accessible to users. INSPIRE Directive and compliant Data Services are thus a core building block when implementing Copernicus Services and related Sectorial Information Systems, covering a wide range of thematic areas. Apart from thematic domains, principles and objectives, INSPIRE and Copernicus share fundamentally stakeholders and user communities, majority of them probably planning to attend the INSPIRE Conference what set the perfect scenario for the proposed workshop. This Workshop will be chaired by representatives from the European Centre on Medium-Range Weather Forecast (ECMWF). The European Commission (EC) has entrusted ECMWF to operate 2 of the Copernicus Services: the Copernicus Atmosphere Monitoring Service (CAMS) and the Copernicus Climate Change Service (C3S), in addition is also involved in the marine and emergency services, by running in particular the computational centre and hosting the information system platform of the European Flood Awareness System (EFAS).

INSPIRE Conference Barcelona, 26-30 June 2016 INSPIRE CONFERENCE 2016 Workshop/Seminar proposal Of these two services, C3S, which is currently on its development phase, cuts across all other Copernicus Services aiming to deliver substantial economic value to Europe by:

- Informing policy development to protect citizens from climate-related hazards such as high-impact weather events;

- Improving planning of mitigation and adaptation practices for key human and societal activities;

- Promoting the development of new services for the benefit of society. In order to achieve these aims, C3S will combine observations of the climate system with the latest science to develop authoritative, quality-assured information about the past, current and future states of the climate in Europe and worldwide, helping societal and business sectors to improve decision- making processes and planning activities regarding climate mitigation and adaptation. At the moment 7 proof of concepts projects are working with diverse sectors to develop the C3S so that it meets the needs of different user communities. The projects include, 2 projects for the water sector, 2 for the energy, 1 for insurance, 1 for agriculture and 1 for both infrastructure and health sectors bringing together a group comprising sectorial practitioners, domain experts and informatics. Interoperable, harmonized and boundary-less information for a wide range of thematic geographical entities touching these sectors is on its way to be served across Europe following the INSPIRE principles. INSPIRE, Copernicus Services and SIS converge then when building trans-boundary solutions and scenarios for applicability. Nevertheless, nor INSPIRE, nor the Copernicus Services and SIS are exempt from implementation challenges in order to make them successful and useful for potential user communities. Getting stakeholders and user communities involved along the process by allowing them to be informed and actively participate providing with inputs, represents a valuable insight for success. Basically this is the fundament behind this workshop. The principal learning objectives for the proposed workshop are then as follow:

- Introduce the audience with a global understanding about Copernicus Programme and Services.

- Promote the opportunities that Copernicus represents for public and private institutions in the form of open tenders and grants.

- Expose the aims and future expectations for C3S and related SIS. - Collect inputs and feed-back from the audience that could help to improve the functionalities, user experience and capabilities offered by Copernicus Services and SIS.

- Discover implementation synergies between INSPIRE, Copernicus Services and SIS in the form of events, initiatives, reference material and technical components. - Discuss ways to rise the interest of stakeholders and user communities by triggering shared usability scenarios, solutions and applications.

DESCRIPTION OF TARGET WORKSHOP AUDIENCE

As previously mentioned, apart from thematic domains, principles and objectives, INSPIRE and Copernicus share fundamentally stakeholders and user communities, some of them most probably attending the INSPIRE Conference.

The workshop might arise the interest of a quite diverse audience such as: - Representatives from Public and private institutions interested on getting a general overview about the scope, aims, current status and functionalities to be provided through the services.

- Representatives from Public and Private Institutions looking for business and funding opportunities by participating as bidders in open tenders and grants. - Policymakers and public authorities who will use the information to develop environmental legislation and policies or to take critical decisions.

- Representatives from Public and Private Institutions interested on accessing and making use of the provided data and services for domain specific purposes and scenarios (e.g decision-making, integration onto operational applications, commercial solutions, research projects, …)

- Representatives from Public and private institutions directly involved on the INSPIRE implementation in some of the thematic areas with potential links with the Copernicus Services and SIS. - Representatives from other EU Institutions currently involved on Copernicus and INSPIRE (e.g EEA, ESA, EUMESTAT, MERCATOR,...) looking to share experiences, expectations, know-how, concerns and ideas. - Third Countries representatives interested on discover potential nexus or/and synergies between Copernicus, INSPIRE and initiatives on their countries of origin.

WORKSHOP REQUIREMENTS

Logistic and AV requirements for the workshop are: - Medium size room (capacity for around 30/40 persons).

- PC, projector and screen. - Micro/sound facilities to address the audience.

- Access to internet. Participants are not required to bring any special material.

Interactive session: Open questions to the audience and interactive brainstorm and collection of inputs from participants and stakeholders.
