Network Change: Copper Facilities which feed an area in Vallejo, CA. known as Mare Island (former U.S. Naval Shipyard) working out of the (VLLJCA01) wire center will be replaced with fiber fed digital loop carrier.

Description of Type of Changes Planned: 2700 copper pairs terminate in a building on the island which served as the Primary MPOE until the Mare Island Naval Shipyard was decommissioned in the 1990’s. Private businesses, along with commercial and residential developers, are now occupying the island. AT&T installed fiber to the island for fiber-based service requests and to support NGDLC at the MPOE location as the most economic platform for growth. Air pressure on the existing underground air-core cables is being provided by antiquated compressor/dryers that can no longer reliably support service; current defective rate is 25%. Transfer of copper loops to NGDLC and removal of copper feeder to the island MPOE will reduce maintenance activities, provide more reliable service, and improve transmission at less cost. The effected locations are within Distribution Areas 430150 of the Vallejo Main Wire Center. Currently total copper loop length is 26.1 Kf and after this project the total copper loop length will be 10.6 Kf.

Description of Reasonably Foreseeable Impact of the Planned Changes: After this Plan is implemented and work is completed, metallic feeder facilities from the Central Office to the effected area will no longer be available. Unbundled loops that are defined as compatible with Digital Loop Carrier (DLC), e.g., those defined to transport POTS-grade service, will be transferred to the new DLC system without consequence. Competitive carriers employing unbundled loops that are defined to require metallic facilities, e.g., Digital Subscriber Line (DSL) or line sharing circuits will be notified individually. This notification is intended to allow the effected carrier to convert the circuit to one compatible with DLC. At the time of this notice there is only one Carrier circuit impacted.

It should be noted that if a competitive carrier obtains an unbundled loop that has been defined to transport POTS-grade service, but then utilizes this loop to provide DSL service, AT&T will have no knowledge of the presence of DSL. In such a case, AT&T has no basis to notify the carrier and the ability of the competitive carrier to provide DSL service may be affected.
