POSITION: Payroll/Benefits Coordinator

LOCATION: Romulus Board of Education Offices

REPORTS TO: Director of Business & Operations

WORK YEAR: Twelve (12) Months

WORK DAYS/HOURS: Monday through Friday 8 Hours Per Day (8:00 a.m. - 4:30 p.m.)

QUALIFICATIONS:1. Bachelor Degree in Accounting or Human Resources or equivalent preferred. 2. Three (3) years in school business payroll and/or accounting experience preferred. 3. Demonstrated computerized payroll/accounting proficiency (payroll test will be administered as part of the interview process). 4. Ability to work with the public and other employees harmoniously and convey a positive, helpful attitude. 5. Excellent writing, spelling, grammar, and oral communication skills. 6. Strong math and analytical skills. 7. Excellent computer and 10-key adding machine skills. 8. Demonstrated proficiency in Microsoft Word and Excel. 9. Highly organized and detail-oriented. 10. Self-directed, flexible, able to adapt to change and learn. 11. Must be able to maintain confidentiality and handle sensitive issues. 12. Competencies, Skills and Abilities:  Ability to use computer for tasks such as for basic word processing, daily email, electronic calendaring, etc  Advanced skills in Microsoft Excel required  Ability to balance figures  Ability to compile statistics  Ability to coordinate itineraries/meetings/events/schedules  Ability to research information  Ability to prioritize multiple tasks  Ability to deal effectively with a changing environment and be open to new ideas  Ability to communicate in person, via phone and computer 13. Able to access and work with personnel databases and files while maintaining confidentiality.

SUMMARY The Payroll/Benefits Coordinator maintains and operates manual and automated systems to produce payroll checks, government reports, tax payments, and related documents and employee benefits administration. This position is directly responsible for posting transactions related to payroll and benefits disbursements to the proper accounts among the various funds of the district and communicating with external vendors and all District employees. DUTIES AND RESPONSIBILITIES: 1. Prepare payroll for all Romulus Community School District employees:  Generate, distribute and collect timesheets  Train staff members in proper payroll documentation  Enter payroll data into the computer  Process payroll and prepare checks for distribution  Maintain payroll compliance with IRS, ORS and related legislative agencies  Implement employee direct deposit requests 2. Maintain ledgers, journals, and other accounting documents and records relating to payroll. 3. Generate W-2 forms and file wage and tax statements with government agencies and employees. 4. Apply knowledge of IRS regulations and Michigan regulations relating to payroll and benefits. Distribute payroll deductions in compliance with local, state, and federal statutes. 5. Prepare and submit payroll tax reports. 6. Create and maintain employee contribution database. 7. Monitor and administer District Benefit plans, including employee election process, flexible benefits spending plans, health savings accounts, and employee premiums. 8. Prepare information for personnel on verification of employment. 9. Coordinate employee Tax Deferred Payment (TDP) program. 10. Assist with budget revision and budget development preparations per established timelines and assist with audit preparation including compiling audit preparation reports and final audit budget data entry. 11. Responsible for recording:  Absence reports for Administrators, Maintenance, Custodial, Noon Supervisors, Secretarial Staff, Instructional Assistants and Teaching Staff  Overload Teaching Payments  Over limit sick & personal business time  Pay schedule change  New employee record set up o Identifying Information o Assignments and Addenda 12. Notify employees of leave time balances as required. 13. Responsible for coordination of payroll for employees hired on behalf of District via third-party employment vendor(s). 14. Represent Romulus Community Schools at all meetings, both internal and external, where input on payroll, retirement and/or health insurance benefits is required. 15. Enroll employees in MPSERS Tax Deferred program and direct deposit. 16. Work with supervisor on Medicaid reports. 17. Responsible for processing volunteer iChat record information and maintain approved volunteer data base. 18. Work with Human Resources on applying contract language. 19. Maintain the security and confidentiality of personnel records and District information. 20. Assist in preparation of cost analysis of collective bargaining proposals. 21. Manage completion process of retiree Final Salary Affidavits (FSA) upon request from the Office of Retirement Services (ORS). 22. Assist with monthly bank reconciliation of district financial records. 23. Cross-train with other district accounting staff providing support as needed. 24. Assume other responsibilities and perform other duties as assigned.

 The employee must occasionally lift and move up to 25 pounds in supplies which requires bending, stooping and lifting.  The employee must be able to use a variety of instructional materials in the classroom.  The employee must use hands and arms to manipulate objects.  The employee must use keyboards, tools and other controls.  The employee must sit and stand for long periods of time.  The employee must have normal vision and hearing with or without aid.  The employee must be able to move about assigned location unaided during the day.

SALARY: $39,000 - $42,000
