INVITATION LETTER

Dear Sir/Madame,

The Euro-China Centre of University Antwerp Management School (UAMS) organises a training/visiting programme for a delegation of 40 VIP's from China’s Ministry of Information Industry, working in central and local authorities of the telecommunications administration. Participants list of this delegation is available on request.

It is in this context that we are pleased to invite you to attend an International Workshop on Telecommunications Regulation organized on October 29, 2002 in the Antwerp Province House by UAMS in collaboration with AGORIA, the Belgian Multisector Federation for the Technology Industry, and the Province of Antwerp, in order to allow European government institutions, telecommunications regulators, equipment manufacturers and telecom service companies to meet China’s representatives and experts in the telecommunications industry.

We are confident that this workshop will not only allow European and Chinese participants to exchange ideas and opinions about the legal framework, regulations and practices in the telecommunications sector, but also provide European participants with a unique opportunity to establish contacts with representatives from most of the provincial and regional authorities of the telecom administration in China.

Route description Arriving by road

 from Brussels: take the E19 motorway to Antwerp, upon leaving the Craeybeckx tunnel take the lane marked "Centrum". Follow the signs for "Provinciehuis".

 from Hasselt: take the E34 motorway to Antwerp. Follow the signs for Gent where the E34 joins the Ring Road round Antwerp. Once on the Ring take exit 5 for "Wilrijk". Turn right when you arrive at the junction near the Crowne Plaza. Follow the signs for "Provinciehuis".

 from Gent: take the E17 motorway to Antwerp. Upon leaving the Kennedy Tunnel take exit 5 for "Wilrijk". Turn left when you arrive at the junction near the Crowne Plaza. Follow the signs for "Provinciehuis".  from Breda: take the E19 motorway to Antwerp. Once on the Ring Road around Antwerp take exit 5 for "Wilrijk". Turn right when you arrive at the junction near the Crowne Plaza. Follow the signs for "Provinciehuis". When you have arrived at the Koningin Elisabethlei you can park in the visitors car park. Walk through the car park to reach the rear side of our building. Coming by train Antwerp is easily accessible from all parts of Belgium by train. If you alight at Antwerp Central, you are just a ten-minute ride by streetcar from the Province House (see further). Taking the tram (From Central Station): Take either the no. 2 Hoboken - Linkeroever and get off at Provinciebestuur or the no. 15 Mortsel-Linkeroever and get off at Harmonie. The tram station at Central Station is underground. Taking the bus No. 17 Central Station - Universitair Ziekenhuis, get off at the Jan Van Rijswijklaan stop No. 18 Central Station - Wilrijk - Groenplaats, get off in the Lange Lozanastraat at the Lokaardstraat stop No. 25 Groenplaats - Universitair Ziekenhuis, get off in the Lange Lozanastraat at the Lokaardstraat stop No. 26 Groenplaats - Neerland, get off in the Lange Lozanastraat at the Lokaardstraat stop No. 27 Central Station - Middelheim, get off at the Jan Van Rijswijcklaan stop No. 295 Rooseveltplaats - Kontich, get off at Harmonie No. 297 Rooseveltplaats - Lier, get off at Harmonie China’s Ministry of Information Industry(MII)

The MII formulates national strategies, policies, plans, regulations and technical standards for the information industry; promotes development of electronics manufacturing, telecommunication and the software industry; oversees public information and broadcasting networks and the special networks of the military and other government departments; and supervises telecom and information service markets. The MII's responsibilities include:

1. Formulating development strategies, policies, laws, regulations, plans and technical criteria for the information industry, the public telecom network, the radio and television network, and military telecom networks;

2. Revitalizing the telecom and software industries and the manufacture of electronic and information products by promoting R&D, technology imports, the application of research, and domestic industry;

3. Approving telecom networking and terminal equipment and supervising product quality;

4. Allocating and managing radio frequency resources, satellite orbit positions, telecom network codes, domain and Web site resources, approving the establishment of radio stations, and monitoring radio operations;

5. Ensuring fair competition in the telecom and information service markets and promoting service quality, approving telecom and information service licenses, drafting regulations for interconnection and the settlement of telecom networks;

6. Regulating telecom service fees;

7. Constructing and managing special telecom networks for the party, government organs, and the military and guaranteeing state telecom and information security;

8. Adjusting the product mix, reorganizing the relevant state-owned enterprises, preventing redundant construction and rationally allocating industry resources;

9. Promoting the spread of information technology through education campaigns;

10. Organizing the development and use of information resources and launching information projects;

11. Coordinating economic relations between postal and telecom enterprises, subsidizing postal and telecom services and administering the State Postal Service Bureau;

12. Participating in related international organizations, signing inter-government agreements, organizing economic and technological cooperation with foreign countries.
