“ Cocaine Racket Busted”

Special Cell Team led by Inspr. S K Giri, under the supervision of ACP Shri Bhishm Singh, has apprehended three persons namely - (1) Mohemmed Owolabi Adigun (Age 56 years) R/o 1 – Kosebindu Street Wages Nigeria, Present Address House No.D-167, Khirki Extension, New Delhi), (2) Akanbi Olamilekan Mohemmed (Age 35 years) R/o 13 – Aje Street Ilasamaja Oshodi Osolo Lagos, Nigeria, Present Address House No. D-167, Khirki Extension, New Delhi), (3) Shobhan Mittal (Age 30 years) R/o DLF Chatter Pur Farm, New Delhi) and recovered 122 grams of fine quality Cocaine from their possession. Besides that 02 laptops, 01 note book, 05 mobile phones, 01 Range Rover Car and Rs.20,000/- cash has been recovered from them.

Special Cell was working for a long time on a specific input about fine quality drugs being supplied from neighbouring countries through different borders, which are brought to Delhi for further sale to the end consumers. It was also learnt that this drugs syndicate was being run by some Nigerian nationals based in Delhi, who were supplying fine quality Cocaine to end users. These consumers mainly use these drugs at select parties at night at various private places, bars and night clubs in Delhi. Working on this input, teams were constituted and on 29th March 2011, one person namely Shobhan Mittal was apprehended near Jawahar Lal Nehru Stadium while in possession of 02 grams of fine quality Cocaine. During his interrogation, it was revealed that another Nigerian namely Akanbi Olamilekan Mohemmed was the supplier of Cocaine. Accordingly, a trap was laid and Nigerian national Akanbi Olamilekan Mohemmed was apprehended with 10 grams of quality Cocaine from Saket, New Delhi. During his interrogation, it was revealed that another Nigerian namely Mohemmed Owolabi Adigun supplies these drugs through his network of select conduits belonging to Nigerian nationality. Immediately, a raid was organized at the house of Mohemmed Owolabi Adigun at House No. D-167, Khirki Extension, New Delhi and during the raid 110 grams of fine quality Cocaine was recovered from his possession. 1. Mohemmed Owolabi Adigun had a degree in Architect/draftsman and was doing textile business in Nigeria. He is in India on business visa since 2007. His visa and passport had expired in October-2009 and since then he has been unauthorizedly staying in India. For the outside world, he pretends as trader in textiles, but actually is into business of drugs especially Cocaine. He is physically challenged due to Polio and walks with the help of walking stick. -: 2 :-

2. Akanbi Olamilekan Mohemmed came to Delhi from Lagos Nigeria in February, 2011 on business visa. He had obtained diploma course in theatre from film institute in Nigeria and was in the process of taking admission in direction and production of films in Asian Academy of Film and Television, Film City, Noida. He is related to the main supplier Mohemmed Owolabi Adigun.

3. Shobhan Mittal is a businessman and stays in a rented farmhouse in Chattar Pur, New Delhi. He had taken 02 grams of Cocaine from Akanbi Olamilekan Mohemmed for personal consumption during his visit to Mohali on 30th March, 2011 for ICC semi-final between India and Pakistan.

They have been booked under appropriate sections of NDPS Act and Foreigners Act.

Further investigations are continuing to ascertain the source of getting Cocaine and other persons involved in this drug racket.

Previous Involvements of Rehan:- Case FIR No. 159/10 dated 25.11.2010 u/s 326/34 IPC PS I P Estate, Delhi :- On 25.11.2010 Rehan stabbed one Shahnawaz s/o Iqbal Ahmad r/o H.NO.703, Chandni Mahal, Delhi, while he was attending a marriage at Shankar Gali, Gandhi Market, Delhi. He was arrested on 14.01.2011 in the said case.

EAST DISTRICT 30.03.2011 ABSCONDED THIEF DRIVER ARRESTED WITH THE CASE PROPERTY.

The Staff of PS Anand Vihar, East District has arrested one person namely Rajkumar @ Babbu with stolen money around Rs. Four lac cash.

INCIDENT

On 17.03.11 a PCR call was received at PS Anand Vihar stating that one person namely Rajkumar, who was working as a Driver at H.No. 170, Ram Vihar, Delhi had stolen Rs. 5,50,000/- and fled away from Delhi. A case vide FIR No. 83/11, u/s 381 IPC dated 17.03.11 PS Anand Vihar was registered on the complaint of Sh.Mahendra Kumar Jain s/o Late sh. S. L. Jain r/o H. No. 170 Ram Vihar Delhi.

A team comprising ASI Shri Gopal, HC Manoj, HC Umesh, HC Rajiv, Ct. Sudhir, Ct. Rajiv under the close supervision of Insp. Rohitash kumar, SHO/Anand Vihar and overall supervision of Prem Singh Hooda ACP/Vivek Vihar Delhi was constituted to trace out the accused. The team conducted many raids at Village- Ruhari (Hathrash), Aligarh, Gajdundwara, Goverdhan & Farah, Distt. Mathura (UP), Bharath pur & Alwar (Rajasthan), Faridabad & Bhalabgarh (Haryana). Finally, on credible information, he was arrested from Faridabad and recoverd around four lac cash out of the five lac

PROFILE AND INTERROGATION:

Accused Raj Kumar S/o late Lekh Rah is the permanent r/o village Nada, Wajidpur PS Lodha, Distt. Aligarh UP. He was presently residing as a tenant at H. No. 1449/910/21 A Gali No. 8 Jagjeevan Nagar, Durga Puri, Delhi. He was working as a driver of Shri Mahender Kumar Jain at H. No. 170, Ram Vihar, Delhi. He is matric.

RECOVERY:

1. Cash Rs. 3,91,000/- 2. One mobile Phone. 3. One Suitcase.

The investigation is still in progress and efforts are being made to recover the rest of the stolen money etc.

Betting syndicate busted during Newzeland V/S Sri Lanka Match. The Anti Auto Theft Squad, South East Distt. in its endeavor against betting syndicates operating during the World Cup Cricket Match has busted one betting syndicate during the World Cup Semi Final Cricket Match held between Newzeland and Sri Lanka on 29/03/2011. Two persons have been apprehended and 4 mobile phones, 1 TV set, 5 note books and pens have been recovered. Total bets received from the punters are more than Rs. 2 lakhs. On 29/3/2011 specific information had been received by SI Ajay Kumar Yadav that betting on World Cup Cricket Semi Final Match between Newzeland and Sri Lanka is going on in a house in Gurudwara Mkt, Sriniwaspuri, Delhi. On this a raiding team was constituted led by Inspr. Balkrishan consisting of SI Ajay Kumar Yadav, SI Ahtesham Abbas, HC Kailash Chand, Ct Deep Chand, Ct.Vipin Tyagi, Ct. Ravinder Giri, Ct Ghansyam, Ct Varun under the supervision of Shri V.K. Kalia, ACP/Operation Cell,South East Distt, New Delhi and search warrant was obtained to search the house. Ct. Ravinder Giri was deputed as decoy customer and he was directed to approach the alleged persons and made a bet on match after paying him Rs. 500/-and after making bet he gave signal to another Constable Deep Chand who was deputed as shadow witness and after receiving signal of shadow witness the team raided the premises and during search of premises two persons namely Virender Kumar @ Titu s/o Laddha Ram R/o O-9 Sriniwas puri, Delhi aged 46 years and Pushkar Raj s/o Hari Chand R/O L-45 Sriniwas Puri, Delhi age 49 years were apprehended who were found indulged in betting on world Cup Cricket Ist Semi Final Match between Newzeland and SriLanka. 4 mobile phones, 1 TV set, 5 note books and pens have been recovered from their possession. Total bets received from the punters are about more than Rs. 2 lakhs. Modus Operandi The modus operandi of betting is that the rates of the odds between the two cricket playing teams originate from outside India. On the basis of that, the bets are taken during the match. After the match is over, profit and losses are calculated. The rates keep fluctuating with the fall of wickets and the runs scored over by over. The mobile phones are used for getting the rates of the odds on the match and for taking bets from the punters. The recording facility on the mobile phone is used for keeping records of the bets placed by the punters. One set of mobile phone is specifically used for receiving the rates of betting which fluctuates ball by ball. The data for betting was also maintained manually on the notebooks as a back up where laptops were not used. Note books were maintained manually for keeping the data of betting. PROFILE Virender Kumar @ Titu s/o Laddha Ram R/o O-9 Sriniwas puri, Delhi aged 46 years and Pushkar Raj s/o Hari Chand R/O L-45 Sriniwas Puri, Delhi age 49 years are friend and earlier they were doing lottery business in Sonipat , Haryana. Virender @ Titu has also done work at the shop of cloth in Sonipat and Pushkar Raj owned a factory of namkin earlier that was closed some time before and then both started betting to get easy money. Recently they got this premises on rent for betting purpose.

Whereas report have been received that due to the situation prevailing in the area of Police stations of North-East District, it is apprehended that terrorist/anti-social elements may seek hideouts in the residential areas of the said Police Stations/North East District and there is every likelihood of breach of peace and disturbance of public tranquility and also there is grave danger to human life, safety and injury to public property on that account.

2. And whereas it is necessary that some checks should be put on landlords/tenants so that terrorists/anti-social elements in the guise of Tenants may not cause explosion, riots, shoot outs, affray etc. and that immediate action is necessary for the prevention of the same.

3. Now, therefore, I Ram Singh, Asstt. Commissioner of Police, Sub-Division Gokal Puri, North East District, Delhi in exercise of the power conferred upon me under section 144 Cr. P.C. 1973 (No.2 of 1974) read with Govt. of India, Ministry of Home Affairs, and Notification No. U-11036/1/2010-UTL, dated 09.09.2010 do hereby order that no landlord/owner/person of any house/property which falls under the jurisdiction of Sub Division Gokul Puri, North East District, Delhi shall let/sublet/rent out any accommodation to any person unless and until he has furnish the particulars of the said tenant(s) to the Station House Officer of the Police Station concerned. All persons who intend to take accommodation on rent shall inform in writing in this regard to the Station House Officer concerned in whose jurisdiction the premises fall. The persons dealing in property business shall also inform in writing to the Station House Officer concerned, in whose jurisdiction the premises fall about the particulars of the said tenants.

4. This order shall come into force with effect from 01.04.11 and shall remain in force for a period of 15 days i.e. upto 15.04.2011 ( both days inclusive) unless withdrawn earlier.

5. Any person contravening this order shall be punishable under Section 188 of the Indian Penal Code.

6. As the notice cannot be served individually on all concerned, the order is passed ex-parte. It shall be published for the information of the public through the press and by affixing copies on the Notice Board of the offices of all Districts, Police Stations concerned and the offices of the MCD, NDMC, PWD, DDA, DMs, FC, Tehsildar etc.
