ZAIS, THE TWENTIETH PRESIDENT OF 13 NEWBERRY COLLEGE, UPON HIS RETIREMENT AFTER 14 TEN YEARS OF DEDICATED AND DISTINGUISHED 15 LEADERSHIP SERVICE TO NEWBERRY COLLEGE AND 16 THE STATE OF SOUTH CAROLINA. 17 18 Whereas, Dr. Mitchell M. (Mick) Zais became the president of 19 Newberry College in August of 2000, and under his leadership 20 enrollment and endowment have nearly doubled; new programs 21 have been added to the academic curriculum including forensic 22 chemistry and nursing; buildings have been renovated and new 23 facilities have been constructed; athletic teams now compete for 24 NCAA Division II regional and national championships; and U.S. 25 News and World Report lists Newberry College among America’s 26 Best Colleges. After a decade of outstanding service, Dr. Zais will 27 retire from the presidency of Newberry College in June of 2010; 28 and 29 30 Whereas, Dr. Zais has served the State of South Carolina as a 31 trustee of the South Carolina Independent College and 32 Universities, Inc., as a member of the South Carolina Tuition 33 Grants Commission, and as a member of the State Commission on 34 Higher Education. Also, pursuant to Governor Sanford’s 35 appointment, Dr. Zais is one of four people from South Carolina 36 representing the State on the Southern Regional Education Board, 37 the purpose of which is to expand educational opportunities for 38 citizens within the South; and 39 40 Whereas, active in the Newberry community, Dr. Zais is a board 41 member of the Newberry Opera House Foundation and a member 42 of the Newberry Rotary Club; and

[5090] 2 1 2 Whereas, Dr. Zais served our Nation for thirtyone years on active 3 duty in the United States Army, attaining the rank of brigadier 4 general. As an assistant professor at West Point, he taught 5 management consulting, organizational behavior, and leadership; 6 and 7 8 Whereas, a graduate of the United States Military Academy at 9 West Point with a degree in engineering, Dr. Zais earned a Master 10 of Arts degree in military history from the School of Advanced 11 Military Studies at Leavenworth, Kansas, Master of Science and 12 Ph.D. degrees in social psychology and organizational behavior 13 from the University of Washington, and is a graduate of the 14 National Defense University in Washington, D.C., where he was a 15 postdoctoral fellow in national security affairs; and 16 17 Whereas, during General Zais’s military career, he served as a 18 White House aide, as a senior army officer in Panama, as 19 commanding general of United States and Allied forces in Kuwait, 20 and as Chief of Staff to the United States Army Reserve 21 Command, the headquarters of which administers the 184,000 22 parttime members of the Army Reserve; and 23 24 Whereas, Mick Zais has been married to the former Susan Fincher 25 of Columbia for over thirty years, and they are the proud parents of 26 two children: son Bradley Zais, an infantry veteran of Iraq, and 27 daughter Ashley Zais Harper, a former Miss South Carolina 28 U.S.A.; and 29 30 Whereas, Dr. Mitchell M. Zais has displayed a lifetime of 31 dedicated and distinguished leadership as a courageous officer in 32 the United States Army, as a progressive and energizing college 33 president, and as an enlightened spokesman for higher education in 34 South Carolina and the Southern Region of the United States. 35 Now, therefore, 36 37 Be it resolved by the House of Representatives, the Senate 38 concurring: 39 40 That the members of the South Carolina General Assembly, by this 41 resolution, congratulate, honor, and recognize Dr. Mitchell M. 42 Zais, the twentieth president of Newberry College, upon his
