5/2/13 Regional Meeting Minutes:

1. Introductions: Barb McNutt, Rebecca Wheat, Kathy Rhoads, Carol Mauck, Cindy Cunningham, Jen Herrman (Community Care Systems, CCU) , Mary Jennings

2. Carol discussed CCPAC meeting and will send minutes from February and April meeting to IADSA members

a. SHIP program moving to Dept on Aging. DCFD does individuals under 18 years old

b. OIG no longer doing abuse reports for younger adults- now adult protective services will do all persons over 18 starting July 1st

c. Supplemental past and some facilities are getting paid better

d. Electronic verification (EVV) for visiting home care worker hours must be up and running by July 1st, wondering what kind of electronic verification will be required for adult day services in the future

e. No ADC rate increases this year, per Mary Killough

f. CCP must refer client applications to Medicaid to recapture federal dollars, for those making under $4,000. Concern is for the individuals who aren’t under Medicaid. They can use CARP program but at times, that is more expensive then the private pay ADS rate. (other agencies may help with applications).

g. May reinstate co-pays, and it will not the same system we had in the past

h. Managed Care – certain parameters must be observed. Carol gave hand out on “Integrated Care Program: Consumer Protection” reviewing: appeals, financial incentives, monitoring and performance measures. This can be found on Aetna contract performance matix page 162-168. Also Carol gave a handout on “Care Coordination Roll- Out by Health Plans from Illinois Framework. (www.IllinoisFramework.org)

i. Licensing issues, which may be coming for ADS, was discussed

3. Local Challenges: Census for ADS has gone down, CCU folks leaving due to fear of not having jobs so this was a concern for ADS who rely on them for referrals. The workers remaining are over worked. 4. Discussed marketing ADS. Rebecca made a booklet thru Shutter Fly that she shares with referral agencies and perspective clients showing pictures of their clients. Reviewed making CD of adc services that CCU staff can use to show to their clients which may help to show the adc benefits. Also discussed having a Perfect attendance contest day, quarterly/ weekly $25/ $5.00 gift cards to the winners. Mary and Rebecca both have tried this with some success with their clients. Reviewed doing newsletters to help with marketing. Staff time is an issue but some clients might be able to help with this task. Discussed having field trips to get your clients out in the community for marketing.

5. Training needs: Cindy requested help with billing issues, Cindy to check with Jackie who has excel plan which may help Cindy.

6. Misc: Cindy spoke on her experiences in dealing with the legislators. She said that the State Nursing home numbers have declined the last 5 years due to ADS which saves the state money. To make more money to the state, there will be changes to rounding hours, round to 7 not 15 will be starting in the future. Home care will have voice verifications (EVV) and ADS may have to do changes to verify client hours. Cindy stated Preferred caregivers program is costly and may change because workers aren’t actually working the hours they state.

Cindy stated the call ins to the state representatives were very good. The vote passed 54-2 and is now going to Gov. She states to send thank you notes to your legislators. Cindy stated there were some Chicago area adc’s that are no longer accepting CCU clients. Cindy said that the next step is to lobby for next year’s budget.

Rebecca stated there is a new grant cycle opened up for IDOT for vehicles, June 7th dead line for those wanting to see about getting a new van. She suggested meeting with transportation providers to see if they can identify people in crisis who are high risk. This is one way of helping seniors in the community. Also contacting the hospitals to let them know that adc services can help keep seniors from going back into the hospital, saving money for the hospital.

Next regional IADSA meeting is August 1st at Circle of Friends in Champaign.
