Minutes of the additional meeting held at Caldbeck Parish Hall on Monday 11 February 2013.

11/02-86 APOLOGIES Apologies for absence were received from Parish Councillor Anne Cartmell (hol).

11/02-87 MINUTES The minutes of the ordinary meeting held on 21st January 2013 were agreed and signed as a correct record.

11/02-88 DECLARATION OF INTEREST AND REQUESTS FOR DISPENSATION No pecuniary, personal or prejudicial interests were declared.

11/02-89 PUBLIC PARTICIPATION Mr Peter Winter, PFK, Agent for Mr and Mrs Stobart’s planning application for Howbeck Lodge, spoke to give the Parish council information about the previous applications, permissions and refusals relating to the campsite and wooden tents at Howbeck Lodge. He explained the current application and the reasons for applying for the tents to be lowered rather than removed over the winter months.

11/02-90 PLANNING DECISIONS AND APPLICATIONS a) Decisions: None. b) Applications: 7/2012/2294 Howbeck Lodge, Hesket Newmarket, CA7 8JN. Variation of conditions 3 and 5 on 7.2008/2030 and conditions 3 and 4 on 7/2010/2060 to allow 7 tents to remain on site in semi- collapsed state between 1 November and 1 March of each year and to allow a revised landscaping scheme. It was agreed to strongly support this application because 1. taking the tents off the field in the autumn has proved impractical as it would churn up and damage the field in what is often a very wet time of year. It does not seem sensible to destroy the surface of the camping field and risk the viability of the enterprise for no compelling reason. 2. The Parish Council considers that the tented units are unobtrusive and do not impact on the visual amenity of the area. The tents are well sited in the valley and are not visually intrusive even when they are raised in the summer. There is almost no visual impact when they are lowered for the winter. 3. The Parish Council considers that the lowering of the tents in the winter should be sufficient to meet the requirement that the campsite is not an operational development of building structures but is a campsite for use in spring, summer and early autumn. 4. The campsite is a welcome farm diversification scheme which brings much needed business to the small businesses in Hesket Newmarket – the pub and the village shop – and to the wider local area. The campsite is very important to the local economy. 2/2013/0037 Snowhill Farm, Caldbeck, Wigton, CA7 8HL (Boltons Parish, Allerdale Planning Dept). Proposed siting of 2 x 24.6metre high (Hub) wind turbines. Agreed to strongly object to this application because the turbines would be in a very prominent position on the skyline and would spoil the character and appearance of this landscape right on the edge of the Lake District National Park. Snowhill is right on the boundary of the National Park and in fact Caldbeck parish and the National Park boundary sweep round Snowhill from the south west to the north of the farm and quarries, semi circling them. T/2013/0014 1 Howbeck Cottages, Pasture Lane. Hesket Newmarket. Fell 3 cupressus leylandii. Agreed to support this application. 7/2013/2016 Syke House, Hesket Newmarket, CA7 8LA. Amendments to the existing approval ref 7/2011/2255 for demolition and rebuilding of extension to the original long barn portion of the house. Agreed to support this application. T/2013/0009 Gate House, Caldbeck, CA7 8EL. Trees A and B – prune by 50%; Tree C - prune by 30%. Tree D – fell and Tree E – minor pruning. Devolved decision by Clerk following consultation with Chairman and Councillors as the response is requested by 7th February. No objections.
