Johnson called the meeting to order at 7:00 p.m.

Agenda – Motion by Goutermont, second Perfetto to approve the agenda as presented. MOTION CARRIED.

Consent Agenda – Motion by Goutermont, second Perfetto to approve the minutes of the June 15, 2015 regular Council meeting. MOTION CARRIED.

Petitions, Requests and Communications

Lake Bank Cruise – Discussion regarding The Lake Bank invitation to cruise on the Wenonah on July 27, 2015 from 5:30-7:30. The Mayor, Councilor Goutermont, and Councilor DeRosier along with their spouses will plan to join the cruise. The City Administrator is tentatively planning to attend. Notice will be posted that there will be a quorum in attendance.

Letter from DNR – Review of the thank you letters received from Tom Ladwehr, DNR Commissioner, and Erika Rivers, Director of Parks and Trails, both thanking the City of Silver Bay for the contribution of the easement for the Gitchi Gami Bike trail to pass through City property.

Beaver Bay Trailhead Grand Opening – Review of the invitation to announce the opening of the Beaver Bay Trailhead on Saturday, July 11, 2015 at 8:45 a.m. The Mayor will plan to attend the event and say a few words.

Firefighter Training – Congratulations and thank you to Darryl Hansen, Paul Hipple, Todd Perfetto, Matt Tampio and Josh Velcheff who attended and completed the 144 hour training course for Firefighter 1 and Firefighter 2 certifications along with their Hazmat certifications. Fire Chief Rowlee also received his Firefighter 2 and Hazmat Certifications. With the completion and passing of the course, no expense will be incurred by the City.

City Administrator

Special Part-time Bartenders – The Liquor Commission has recommend the hiring of part-time special events bartenders to help with special events such as Bay Days, Reunion Hall events, and other events needing additional coverage. Motion DeRosier, second Perfetto to hire 15 Michael DeBonis, Mary Anderson, Marina Carter, Erin Bramstadt, and Jackie Larson to be hired as Special Events Bartenders at 80% wage rate of PT bartenders. MOTION CARRIED.

Resignation, Mary Tobey, Library Board – The City received a letter from Mary Tobey stating her resignation from the Library Board and the library board is recommending her resignation. The Council thanked Mary for her years of service. Motion Perfetto, second Goutermont to accept the resignation of Mary Tobey. MOTION CARRIED.

Liquor Store Donation, SBATA, Bay Days – Discussion regarding the $4000 donation request from the liquor store to SBATA/Bay Days Committee. Each year the Liquor Store has covered $1000 for the cost of the band on Friday night, covered $1000 of the GB Leighton concert on Saturday night, $500 to help offset expenses for security covered by Bay Days Committee, and $500 contribution to fire department for additional coverage. Due to increase costs for entertainment for Friday and Saturday nights, the Bay Days Committee has requested $4000 to help offset costs. The Liquor Commission has recommended a $2000 donation, however the Liquor Store Manager is recommending a revised donation of $3000 as the liquor store does not have to cover the cost of the Friday night band. Further discussion on making future donations based upon a percentage of liquor store sales during Bay Days. Hoff and Goutermont will work on a formula and discussion will be held in the future. Motion Hoff, second Goutermont to donate $3000 to SBATA/Bay Days. Airport Hangar Rental – Matthew Nelson is interested in a 2-year hangar lease. Discussion on hangar rental and availability. The city has been in contact with Tom & Patty Harris to let them know they would need to vacate their storage hangar, but they have already submitted a request to terminate their lease. There is another party interested in leasing the last empty hangar. Motion Perfetto, second Goutermont to approve an airport hangar lease agreement with Matthew Nelson. MOTION CARRIED. Motion Goutermont, second DeRosier to accept the lease termination request of Tom & Patty Harris. MOTION CARRIED.

City Attorney – No other business was presented by the attorney.

OLD BUSINESS – No other old business was presented.

NEW BUSINESS – No other new business was presented.

Claims – Discussion on the success of the neighborhood revitalization grant. This grant will be looked at again around budget time. Motion by Perfetto, second Goutermont to approve payme nt of $102,447.50 paid claims and $269,770.18 in unpaid claims. MOTION CARRIED.
