SAVE THE CHILDREN INTERNATIONAL PROGRAMS ROLE PROFILE

TITLE: Project Manager - Family Planning & Post Abortion Care in emergencies TEAM/PROGRAMME: Health & Nutrition LOCATION: GOMA, with Frequent Field Visits

GRADE: TBC CONTRACT LENGTH: 12 months CHILD SAFEGUARDING: Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE: The Project Manager will be responsible for the overall management and technical support of a Family Planning (FP) and Post-Abortion Care (PAC) in Emergencies project in Nord Kivu province of the Democratic Republic of Congo. The project is an extension of a global program led by SC- US and funded by a private foundation. It provides opportunities to participate in technical global forums and work with a growing team of experienced advisors as well as academic institutions.

SCOPE OF ROLE: Reports to: Health & Nutrition Program Manager – North Kivu Dimensions: Save the Children first began working in the Democratic Republic of Congo in 1994. Today, Save the Children works in a total of four provinces in DRC (North Kivu, Province Orientale (Ituri District), Province of Kasaï Oriental and Kinshasa). SC’s emergency health program in DRC is primarily focused on supporting the delivery of a complete package of quality primary health care with a strong component of reproductive health, particularly in North Kivu province. Other priorities include health system strengthening, as well as response to ongoing emergency crises as they occur. The North Kivu field programme is focused on responding to acute and chronic emergency humanitarian situations. The Family Planning and Post Abortion Care (FP/PAC) in emergencies project (Uzazi Bora) is the largest Save the Children health grant in North Kivu. The project is currently operating in 4 health zones, supporting 40 service-delivery points. The grant is in its 4th year of implementation (first year of new financing cycle) and is a component of a larger global grant from SC US that supports FP/PAC programs in Somalia, Pakistan, Yemen and other countries. Number of direct reports: UB training manager, Deputy project manager, Community Mobilization officer, MEAL/HMIS officer KEY AREAS OF ACCOUNTABILITY: Overall objectives of the role:  Manage the FP/PAC in Emergencies project in the DRC, including work plans and budget follow-up.  Provide day-to-day technical and managerial oversight to the project.  Map technical best practices, tools used, lessons learnt and effectively share with partners and global program coordination team to inform program planning and implementation worldwide.  Contribute to the overall achievement of SC’s global program objective by actively working with counterparts in other SCI, SC US HQ team, and the foundation.

Key Responsibilities: Project Activities: Planning and Implementation  Assume a leadership role in planning, coordination, implementation, reporting and the

monitoring and evaluation (M&E) of project activities.  Work in consultation with the field teams to develop quarterly and annual work plans.  Provide technical oversight of project activities to ensure the delivery of quality of FP and PAC services.  In close collaboration with the MOH, supervise the M&E and supervision process for optim- al performance of health care providers in targeted MOH health centres.  In coordination with the team, carry out quarterly program performance monitoring visits to provide continuous strategic and technical direction to field staff, implementing partners and program beneficiaries.  Support the MOH and the SCI team to continue to scale-up the supportive supervision ap- proach and the utilisation of data for action.  Support the SCI team to continue to scale-up community mobilization  Work with the supply chain to ensure accurate forecasting, timely contracting and procure- ment of supplies, commodities and equipment in line with Uzazi Bora project need and SCI norms.  Work with all local and international reproductive health partners to share information and best practices to increase utilization of FP/PAC in North Kivu.  Coordinate and actively engage with SC US technical advisor to ensure mapping of best practices and lessons learnt at global level.  In collaboration with MOH and other partners, manage the utilization process of the train- ing institute and practicum Sites related to FP/PAC services in the area of responsibility.  Prepare project’s reports on a quarterly, semester, and yearly basis and any other donor requested report.  Document project’s progress, and incorporate analysis and lessons learned into new strategies and activities.  Represent SC at global learning events related to this grant.

Staff and Partners’ Capacity Building and Management

 Participate in the recruitment of the project’s staff.  Provide technical and strategic guidance for supportive approaches to apply and scale up RH interventions within the North Kivu health program as well as at a national level.  Provide capacity building for the project team and develop or adopt relevant training cur- ricula, standard operating procedures, IEC materials and job aides for the Uzazi Bora Pro- ject.  Mentor the Deputy Project Manager to improve his/her capacity  Supervise the coordination and planning for programme-related trainings, ensuring that they are in-line with PNSR policies and needs.  Engage closely and work with a Health System Strengthening (HSS) approach with MOH, Nord Kivu Provincial Health Office (DPS, PNSR) as well as with Health zone level office (BCZ) to inspire and advocate for the development of the FP and PAC program and quality service delivery.

Budget Follow Up and Monitoring

 Liaise with the finance team to ensure that accurate project expenditure reports are pro- duced monthly and disseminated to the relevant staff.  Review project budget on monthly basis to ensure that expenses have been correctly al- located, spending is on-track and budget is re-phased for the following reporting period.  Ensure compliance to donor’s rules and regulations at financial level and also on program- matic and technical aspects of the project.

QUALIFICATIONS AND EXPERIENCE

 Qualified midwife-nurse or medical doctor, with field experience related to the program’s approaches.  Minimum of 5-7 years of relevant field experience with an international humanitarian aid or- ganization, preferably within the Central and/or East Africa context. Experience in Eastern DRC will be an asset.  Fluency (oral and written) in English and French are required. Swahili language skills are an asset.  Demonstrated experience in budget management  Creative and innovative approach to design and deliver effective training interventions.  Demonstrated success in providing hands-on training and technical assistance to health care providers and other stakeholders.  Able and willing to travel and spend time to remote and insecure locations.  Experience in leading/implementing BCC projects is desirable.
