RFP No. 7-1136 Exhibit A SCOPE OF WORK

The Orange County Transportation Authority (OCTA) is seeking the services of a specialized team of consultants to provide an organizational readiness and capacity assessment to ensure that OCTA is well-positioned and prepared to meet future challenges. The organizational review will ensure that the OCTA continues to carry out its mission of enhancing the quality of life in Orange County by delivering safer, faster, more efficient transportation solutions.

Please note that the Offeror will be responsible for providing the necessary resources and expertise to address each item of the scope of work, and for meeting the consulting engagement schedule established by OCTA.

This Scope of Work is intended to serve as a general guide. It is not intended to be a complete list of all tasks necessary to complete the assessment project. Specific tasks will be defined through Contract Task Orders issued to the successful firm once the contract has been awarded. Offerors are encouraged to identify potential scope items that have not been discussed in the RFP, but that could assist OCTA in improving its effectiveness. The scope is subject to change as a result of negotiations between the selected consultant and OCTA.

Reference Materials to Be Provided To Consultant

The selected consultant will be provided with all relevant previous reports, and will be required to review the reports as part of the scope of work identified below. In addition, in order to gain a broad understanding of the issues confronting OCTA and the public perception of the Authority, the selected consultant will be expected to review reports regarding OCTA and local press coverage of OCTA.

Deliverables

The consultant shall be required to provide a draft report, a final report, and executive report documenting the results of the analyses. A final written report with the results of this Organizational Assessment will be presented to OCTA. The consultant shall present the results of the Assessment to Executive Management and the OCTA Board of Directors.

Part 1 Overall Organizational Assessment

The scope items in Part I of the scope of work to OCTA as a whole

1) To assess the effectiveness of the OCTA and its ability to meet current and future demands by providing an objective third party analysis utilizing the

knowledge, experience and “best practices” of other organizations and transit agencies.

2) To make recommendations for a cost effective and efficient organizational structure (including staffing levels and span of control), division of work and workload review that provides optimum customer service, added value, and flexibility for future growth that will result in increased performance demands.

3) Evaluate whether OCTA’s organization is structured in a manner that facilitates and promotes the achievement of OCTA’s goals and objectives. Assess whether changes to the manner in which the organization is structured could improve the organization’s performance and effectiveness.

4) Evaluate whether OCTA’s current performance measures are the most appropriate ones available. Where applicable, develop recommendations for new performance measures based on industry best practices, and provide guidance on how those new measures should be implemented. Evaluate the “cost effectiveness” of proposed performance measures and the ease or difficulty and associated costs of gathering supporting data.

5) Develop recommendations for improving OCTA’s performance, and identify the steps required to implement each recommendation.

Part II Division-By-Division Assessment

1) For each of OCTA’s five Divisions (Executive Office; Development; External Affairs; Finance, Administration & Human Resources; and Transit), evaluate and assess the following topics:

a. Division goals and objectives; b. Measures utilized to track Division productivity and performance against its goals and objectives; c. Review and assess staffing levels for each Division, including the number of positions and core competencies necessary for high-performance. This evaluation should incorporate analyses of:

i. How management and supervision of each Division and its subunits are structured and whether the level of resources devoted to management and supervisory functions is appropriate. ii. The appropriateness of the use of outside services and administrative staffing levels within each Division and Authority-wide.

2) For each of OCTA’s five Divisions, review and evaluate its performance and effectiveness in meeting its goals and objectives for the past fiscal year.

3) For each of OCTA’s five Divisions, review the reporting structure for each division, the existing performance measures, and develop recommendations for changes to existing measures, or new measures, where appropriate, based on industry best practices and the consultant’s expertise.

4) For the Transit and Development divisions, conduct a peer review of resource allocations and performance measures in Transit Services; Planning and Programming; Highway Project Delivery; and Transit Project Delivery.

Part III Program Specific Reviews

1) Use of Consultants

a. Review and evaluate the functions for which OCTA currently utilizes the services of consultants. b. Determine whether there are out-sourced functions where the use of existing staff resources or the development of in-house expertise in certain areas, would be more cost effective. c. Determine whether there are in-house functions where the use of consultants would be more cost effective.

2) Procurement Process

a. Review and evaluate the policies and procedures that OCTA utilizes to procure goods and services, and provide recommendations for changes to the current policies and procedures as appropriate
