The only route of entry into the body for legionella is by breathing water aerosol that contains the bacterium. Therefore, the main control measures in this assessment concentrate on eliminating the risk (kill the bacterium using a good water treatment regime in accordance with the ACOP L8, controlling the risk at source by preventing the aerosol (switch off plant, pumps and fans) then in the unlikely event of any remaining risk the final level of protection a barrier or PPE (respirator). The above controls are in accordance with the recommended hierarchy set out in the Management of Health and Safety at Work Regulations 1999 Regulation 4.

1. Legionnaires' disease (contracted by breathing aerosol of infected water) 2. Other waterborne organisms such as algae, amoebae and other bacteria 3. Falls greater than 2m 4. Entanglement within rotating fans or pulleys 5. Slips on wet or algae/moss covered surfaces

2. Where a fixed safety ladder or staircase does not exist use a footed and or tied ladder for access to the upper parts of the condenser (refer to RA002).

Note: Moderate scores; Thought should be given to reducing risk, but the cost and time requirements of prevention should be carefully considered and limited. Substantial: Work should not be started until the risk has been reduced, for work in progress, urgent action is required. Considerable resources may have to be allocated.
