I. Call to Order

Call to Order at 6:32pm.

Weldon circulated a letter from the Town Manager as to why she was unable to provide legal counsel for this meeting. Copy Attached

Everyone introduced themselves.

a. Two Members Resigned; Ken Hutchins & Harold Hall Committee thanks them for their time of service.

b. New Selectmen Liaison; Ralph Dunbar, Jr.

II. Acceptance of August 9 th , 2010 Minutes

Motion to table the approval of the August 9th minutes for the October meeting of the Harbor Committee. Seconded.

III. Harbor Master’s Report

SEE ATTACHED – AUGUST 2010 REPORT

Weldon requested to have the sign marking the Manset Dock lowered. Currently it impairs visibility. Dennis will take a look at it and see how best to move it.

a. Dennis has resigned as Harbor Master.

Question as to why Dennis is still working if he has resigned and worked out his notice.

Commented that an interim Harbor Master is needed but there should be someone else that works for the Town that can fill this need until a new Harbor Master is hired.

Corey made a motion to recommend to the Selectmen to take Dennis off duty immediately as he has resigned and is a liability to the Town and will cause confusion with the new Harbor Master. Vaughn seconded.

All in Favor – 6 All Opposed – 1 (Jim) Abstained – 1 (Jeff) Motion Carries

Corey made a motion to recommend to the Selectmen that the new Harbor Master be hired with the job description that was in place when Gene Thurston was Harbor Master. Vaughn seconded.

All in Favor – 4 All Opposed – 0 Abstained – 4 (Jim, Dan, Nick, John) Motion Dies (Need vote of 5 to pass with an 8 member board)

Comment that the Harbor Committee works closely with the Harbor Master so they need to be involved in the hiring process so as to develop a good working relationship with whoever gets this position.

Vaughn made a motion to recommend to the Selectmen that the Harbor Committee, as a whole, be involved in the hiring of the new Harbor Master as stated in Section I.D.1. of the Coastal Waters and Harbor Ordinance. John seconded.

b. Mooring Assignments for review.

Proposed Mooring Assignments

1. Old Mike Stanton, 432A-Near Lobster Rock-16.349N; 19.130W-Non-Commercial 25ft. – 30ft. Spot to Nick Kingsbury SV 25ft.

2. Old Ed Brazee, 27-North of Manset Dock-16.343N; 18.756W-Non-Commercial 25ft. – 30ft. Spot to Norm Talbot SV 27ft.

3. Old Shawn Clement, 87B-North Side of Harbor-16.444N; 18.993W-Commercial 30ft. – 40ft. Spot to Andrew Keblinsky SV 33ft.

4. Old Weldon Leonard, 243-NW Manset Dock-AP 16.331N; 18.695W-Commercial 35ft. – 45ft. Spot to Jeff Grey 38ft. Lobster Boat

Motion to not issue any new moorings until there is a permanent Harbor Master. Seconded.

IV. Mooring Plan / Public Meeting

Tabled for October

V. Ordinance Changes

a. Speed in the Harbor (Section IV.M.) Committee agrees this should be reviewed for change.

b. One boat, one mooring (Section III.A.9.) Committee would like to see moorings for a specific class of boat rather than a specific boat. ‘Flexibility is good but we don’t want people to abuse it.’

VI. Comments for the Good of the Committee

Corey commented that he would like to see the Harbor Plan become the main priority going forward.

Nick asked what is happening with the two floats in the Harbor that are beat up. One out by Greenings that is half sunk and one between Beals and the Lower Town Dock. Dennis responded that the one out by greenings can go away it’s just a matter of keeping on who is responsible for it. (Chalmers Enterprises)

Corey made a motion to make the Selectmen aware that the applicants for the Harbor Master position were not given a job description. Vaughn seconded.

Weldon asked what is happening with Andy Mays. Dan will contact him.
