OFFICIAL MINUTES OF THE REGULAR MEETING OF THE MANASSAS PARK GOVERNING BODY HELD ON TUESDAY, SEPTEMBER 18, 2012 AT 7:00 PM AT MANASSAS PARK CITY HALL, ONE PARK CENTER COURT, MANASSAS PARK, VIRGINIA

1. Approval of Agenda:

MOTION: Councilmember Polk moved to approve the Agenda with following changes: Item 7a Prince William County Service Authority Water Purchase Agreement and Item 7b Resolution: Identity Theft Prevention will be carried over to the October 2 2012 Agenda. There was not a call for closed meeting (Item 10, 11, and12). SECOND: Councilmember Leeper VOTE: Unanimously passed

2. Moment of Silence/Pledge of Allegiance: Councilmember Banks

3. Citizens Time: No citizens wishing to address any issues with Governing Body.

The Mayor stated that ten years ago, this community was upset and scared because of the sniper situation. We are a safe community because of everyone who stepped up to help during that time. He recognized all associated with the health, safety, and welfare of our community.

4. Recognitions:

4a. DAR Constitution Day Proclamation for Sept. 17: 225th Anniversary of the Constitution:

MOTION: Councilmember Treuting moved to approve Proclamation as presented. SECOND: Councilmember Polk VOTE: Unanimously passed

4b. Community Emergency, Response Teams (CERTS): Presentation of Certificate for Completion of Program: Mark Joyner, Deputy Fire Chief, and Steve Frick, Team Coordinator:

Mr. Frick gave a brief presentation on the workings of CERTS and disaster preparedness. Certificates were presented to volunteers who received training for possible disasters. Volunteers recognized for graduating from this course were Maria Stoughton, Chris Vansant, Greg Gresham, and Brian Cohen.

Copy of presentation made part of the record. Councilmember Banks thanked Ms. Ansher for the statistics on Manassas Park and stated with our new community center and the many programs, the city hopes to change those statistics.

5c. Superintendent of Schools Report: Dr. Bruce McDade and Jon Mamom:

Copy of presentation made part of the record. He introduced the administrative team of Manassas Park City Schools. Mathematics went down across the board but staff believes it has to do with the new tests. This is not just Manassas Park but across the state.

8a. Workforce Investment Act Area #11 Consortium Agreement: 2012-2014: Addie Whitaker, Director of Social Services:

The Workforce Investment Act is a project created by the former Governor Tim Kaine to develop and create employment opportunities for individuals in the Commonwealth of Virginia who are unemployed and underemployed who need job skills training. The program creates a one stop shop for job development and placement. The program provides educational placement, aptitude testing and job placement resources. The City of Manassas Park has traditionally participated with the Northern Virginia Workforce Investment Board (NVWIB). NVWIB is made up of the following jurisdictions: Counties of Fairfax, Loudoun, Prince William and the Cities of Fairfax, Falls Church, Manassas and Manassas Park. This participation requires the City of Manassas Park to enter into a Memorandum of Understanding (MOU) with the NVWIB. The Department is requesting the Governing Body authorize the Mayor to sign the MOU with the Northern Virginia Workforce Investment Board. An original document is circulating among all 7 jurisdictions. There is no city contribution for this program because it is funded through a grant.

8b. Department of Social Services: Benefit Program Specialist II Position Addition:

The City of Manassas Park DSS Advisory Board has recommended the Governing Body approve unfreezing the Benefit Program Specialist II position. This position is one of the 22 positions allocated by the Virginia Department of Social Services (VDSS) to the City Department; however, in accordance with the City of Manassas Park staff reductions we are operating with only 11. This position has been vacant since March 10, 2010.

The VDSS has delegated the responsibility of administering numerous federal and state benefit programs to the local departments of social services. But the State retains supervisory responsibilities and conducts periodic compliance audit of our administration of these programs. In May 2012, our Supplement Nutrition Assistance Program (SNAP), formerly the food Stamp program was audited.

No major findings were noted but the audit found numerous smaller deficiencies. Corrective actions plans have been prepared to correct these items. Most of our deficiencies were the result of staff turnover and the Department being understaffed due to frozen positions.

While reviewing the Department’s new processes and procedures to reduce the number of findings for future audits, the DSS Advisory Board recommended the City Manager and Governing Body consider unfreezing the Benefit Program Specialist II. The position would be a critical help with the workload and allow staff more time to eliminate the recurring errors, thus reducing the number of finding in any future audit. The average salary for a Benefit Program Specialist Position is $46,000. With benefits, the annual cost of the position totals approximately $59,800. About $38,089 of this total will be paid with State and Federal funds and the $21,000 balance will come from local revenue. The Director has reviewed the Department budget with Finance Director, Gary Fields. Based on past year experience, the Director is confident that we can pay for the position out of the FY2013 Department Budget without exceeding the total budget of $1,856,895. The fiscal impact of this action is that $21,800 of the funds that would normally be returned to the City’s General Fund at the end of the fiscal year will not be available. Two thirds of the cost is state funds.
