Request for Quotation: “Procurement of application security & web filtering license for Juniper Firewall of Teletalk Bangladesh Limited”.

1. Teletalk Bangladesh Limited wishes to purchase the above mentioned License for which this Request for Quotation is being issued following Direct Quotation Method (DQM) of Procurement Policy of Teletalk (PPT). 2. Tender document/RFQ (free of cost) should be collected from IT & Billing Department of Teletalk by giving an application in letter head pad addressing General Manager (IT & Billing). Address: 3rd Floor, BTCL Exchange Building, Gulshan -1, Dhaka -1212. Tender document/RFQ published through Teletalk’s website (www.teletalk.com.bd) is for easy access for all concern. No bidder can participated in the tender by collecting the document directly from Teletalk’s website. If any discrepancy is found between website copy and signed hard copy, then signed hard copy will prevail. 3. Your quotation in sealed envelope must be delivered to the office of the undersigned on or before 2:00 pm 15th January, 2018. The offers shall be opened at 2:30 pm on the same day. 4. The quotation shall be completed and signed by an authorised representative of the Supplier/contractor. Supplier/contractor has to submit the copy of Trade License (updated), TIN Certificate, VAT registration certificate with quotation. The supplier/contractor has to submit a warranty certificate for 3 (three) years for the product and free maintenance support from the date of issuance of User Acceptance Certificate (UAC). 5. No earnest money/bid bond shall be required for bid submission. 6. No Performance Guarantee (PG) will be required for this work. 7. In case of any arithmetical discrepancy between the Unit Rate and the total amount quoted, the unit rate shall prevail both for the evaluation of quotations and for the subsequent Purchase Order. 8. Suppliers/Contractors are requested to submit their proposal as per preliminary volume of work mentioned in this RFQ. To be noted that depending on the final requirement, this quantity might be increase or decrease and it will be reflected in the final Bill. 9. The Purchaser is not bound to accept the lowest quotation and reserves the right to accept or reject any or all the quotations without assigning any reason whatsoever. 10. Payment of the Bill shall be arranged by the Purchaser against the actual supplied quantities of goods/works. VAT and Tax will be deducted from Bill as per government rule. 11. This procurement process shall be guided by the Procurement Policy for Teletalk (PPT).

Web Filtering, Application Security and IDP Subscription License for Juniper Firewall (SRX-550M):  Protect user from inappropriate/dangerous sites.  Delivers protection against potentially malicious websites.  The license should provide up-to-date, real-time reputations analysis, powered by a next-generation network that scans websites every hour for malicious code, to ensure that the latest URL category and content classification data is available to the security gateway.  The license should utilize a cumulative threat score for all URLs, both categorized and uncategorized, enabling businesses to log and/or block disreputable sites.  The license should limit user access to non-work-related websites.  Protect the network against the intrusions and other attacks.  Protocol and traffic anomaly, tasteful signatures, synflood, spoofing and backdoor detection.  Prevent reconnaissance (the ability for attackers to gain valuable network information), incoming attacks (to stop hackers before they can compromise the network), and proliferation (attacks that can readily spread in the network after they have found a foothold).  Application-aware security services that classifies traffic flows, brings greater application visibility, enforces applications firewall rules, control application usage, and protects the network.  AppSecure license should deals (block/allow) with traffic based on the applications such as Facebook, Skype, Twitter, RDP and torrent etc.  Intrusion Detection and Prevention (IDP) license should provide IPS inspection which has the ability to look within application data and scan for threats.  Identifies applications regardless of port or protocol, including nested applications that reside within trusted network services.  Protection against the following number of application and Web 2.0 attacks.4  The license should scan and block all unauthorized http, https and TCP traffic for virus, male ware, malicious content.  Sophos Antivirus (AV) and Sophos Anti-Spam (AS) can close TCP traffic gracefully and data content dropped when virus is found.  Sophos AV provides Uniform Resources Identifier (URI) checking. Files that are capable of using a checksum include .exe, .zip, .rar, .swf, .pdf, and ole2 (doc and xls). B. Permanent Dynamic VPN license for Juniper Firewall (SRX-550M):  The license should provide secure remote access for specific users to specific network with various privileges.  The license should support user authentication through external radius server or local IP pool from the SRX.  The license should support maximum 03 (three) simultaneous secure remote access.

Failure to comply with the above specifications will render the bid substantially Non-responsive. 2. Quotation of Price:

3. Mandatory Documents:

The Supplier/Contractor must submit the below mentioned documents. Failure to submit any document will disqualify the bidder.

a) Complete price quotation as per this RFQ. All prices shall be quoted in Bangladeshi Taka.

b) Duly signed RFQ with official seal of the Supplier/Contractor on each page to demonstrate that Supplier/Contractor has agreed to all terms and conditions mentioned in RFQ.

c) Copy of Trade license (updated), TIN and VAT registration Certificate.

d) Warranty certificate for 3 (three) years for products and free maintenance support for 3 (three) years from the date of issuance of User Acceptance Certificate (UAC). 4. Terms and Conditions:

The conditions mentioned below may only be varied with the written agreement of the Purchaser and no term and condition put forward at any time by the Supplier/contractor shall form any part of the RFQ: (a) The supplied work of the products shall be completed at Teletalk specified site (at Gulshan Telephone Bhavan, 3rd Floor, Gulshan-1, Dhaka-1212) within 14 (fourteen) days from the date of issuance of the work order; (b) The Purchaser may, by written notice sent to the Supplier, terminate the work order in whole or in part at any time for its convenience: (i) if the Supplier/Contractor fails to deliver any or all the goods within the time period(s) specified in the Work order, or (ii) if the Supplier/Contractor fails to perform any other obligation(s) under the Work Order, or (iii) if the Supplier/Contractor, in either of the above circumstances does not cure its failure within a period of (3) three calendar days after receipt of a notice of default from the Purchaser specifying the nature of the default(s). (c) On completion of supplying of the products a User Acceptance Test (UAT) will be conducted. Within 15 (fifteen) days of satisfactory completion of UAT a User Acceptance Certificate (UAC) will be issued by GM (IT & Billing) in favour of the supplier.

(d) 3 Years warranty for the products and free maintenance service from the date of issuance of User Acceptance Certificate (UAC) has to be provided by supplier/contractor. If any fault is detected within this period in the supplied product (s) or work, the company shall be bound to rectify the fault at the earliest. Supplier shall be bound to attend any request for support at any time during the tenure of free maintenance support period.

(e) Payment of the total cost will be made after delivery of the products to the satisfaction and on issuance of User Acceptance Certificate (UAC).
