CITY OF NOWTHEN ANOKA COUNTY, MINNESOTA

RESOLUTION 2011-04

A RESOLUTION ESTABLISHING FEES TO BE COLLECTED BY THE CITY OF NOWTHEN IN 2011.

WHEREAS, The City Council of the City of Nowthen is the governing body of the City of Nowthen; and

WHEREAS, because of increases in the costs of providing various services, a revision of the 2010 Fee Schedule is necessary.

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF NOWTHEN, MINNESOTA THAT: The City of Nowthen, Minnesota hereby establishes the following fee schedule for 2011:

A. ADMINISTRATION:

General Labor (Minimum 15 Min): $ 20.00/per hour

Recording of Deeds: $ 30.00/per description

Bad Check Fee: $ 25.00/per check

Public Office Filing Fee $ 5.00

Special Assessment Search $ 15.00

Copies: All available sized paper $ .25/per sheet Ordinance 2 $ 6.50 Ordinance 3 $ 14.75 Platting Package $ 16.50

1 Fire Service Fees: Fire Calls Following incidents will be billed out: 1. Motor Vehicle Accidents 2. Home Structure Fires – Max. $2000.00 3. Commercial Structure Fires – Max. - $5000.00 4. Grass Fires Within a State Trunk Highway or County Right- Of-Way 5. Technical Rescue 6. Search & Rescue 7. Underground Pipeline Utility Breaks 8. Hazardous Material 9. Field Usage Fee – Twin Lakes Park Softball/Soccer Field Fee Resident/Non-Resident $10.00 per hour (min. 2 hours) City of Nowthen Park & Rec. has the authority to change or waive fees for non-profit organizations for all field activities.

Building permit refund policy:

Refunds requested for permits issued, when no work has been started within 180 days of issuance, shall be as follows:

Plan review fees: No Refund Permit fees: Maximum Refund is 75% of total fee State surcharge fee: No Refund

7 Permits which are 180 days old shall be considered null and void and no refund will be granted. C. PLANNING FEES:

Lot Split: Application Fee $ 200.00 Recording Fee $ 30.00 per description Park Dedication Fee $2,000.00 per lot Trail Fee $ 500.00 per lot Engineering Fee Developer/Applicant will be responsible for any fees incurred by the engineer Planning Fee Developer/Applicant will be responsible for any fees incurred by the Planner Attorney Fee Developer/Applicant will be responsible for any fees incurred by the Attorney

Platting: Application Fee $ 200.00 + $50.00 per lot Public Hearing Fee $ 250.00 (fee is to be paid in advance) Park Dedication Fee $2,000.00 per lot Trail Fee $ 500.00 per lot Engineering Fee Developer/Applicant will be responsible for any fees incurred by the engineer Planning Fee Developer/Applicant will be responsible for any fees incurred by the planner Attorney Fee Developer/Applicant will be responsible for any fees incurred by the attorney Security Escrow Fee 150% of estimated construction cost Engineering Security Fee 7% of initial security amount Administration Fee 1% of total construction cost

The Park Dedication, Administration Fees, Security Escrow and Engineering Escrow must be paid prior to the mylars or deeds being stamped by the Clerk.

Variance: Application Fee $ 75.00 Public Hearing Fee $ 250.00 Recording Fee for approval or denial $ 30.00 Attorney / Engineering Fee Applicant will be responsible for any fee incurred by the attorney or engineer

Excavation and Mining Permit: Application Fee $ 250.00 Public Hearing Fee (if required) $ 250.00 Dirt Removal Fee $ .07 – per cubic yard Annual Renewal Fee $ 100.00 Attorney / Engineering Fee Applicant will be responsible for any fee incurred by the attorney or engineer

Vacation Easement: Application Fee $ 200.00 Public Hearing Fee $ 250.00 Recording Fee $ 30.00 Attorney / Engineering Fee Developer/Applicant will be responsible for any fees incurred by the attorney or engineer
