 Describe how the DEA has held pharmacists and pharmacies accountable for failing to verify prescriptions written for controlled substances for a legitimate medical purpose.  Identify red flags that may appear when a patient presents with a prescription for a controlled substance.  Distinguish prescriptions that are being issued for a legitimate medical purpose from those that are not.  Describe regulatory requirements that are affecting the prescribing and dispensing of controlled substances.  Understand the use of Nasal Naloxone and its role in reversing drug overdoses. 10:30 – 10:45 Break 10:45 – 11:45 Ruth Potee, MD Changing Practices in the Management of Pain & Substance Use Disorder  Review changing practices in chronic opioid prescribing including use of universal precautions

 Discuss pharmaceutical strategies to decrease pain beyond opioid therapy

 Discuss the physiology of addiction and why this disease is not readily recognized or treated in most medical practices

 Management of substance use disorder with agonist and antagonist therapy

11:45 – 12:15 DA Sullivan A review of prescription drug abuse and overdose data from the Northwestern District: Franklin, Hampshire, and Hampden Counties, the town of Athol.  Review and understand the extent of the opioid epidemic in the Northwestern district and surrounding areas utilizing fatality data from MA DPH and Massachusetts State Police; MA DPH Bureau of Substance Abuse Treatment data; local needle exchange and DPH funded Naloxone Distribution Program and others.  Review and understand the steps being taken to address the opioid epidemic in the Northwestern district and surrounding areas. 12:15 – 1:30 Lunch Attorney General Maura Healey: Responding to the Opioid Abuse Crisis in Massachusetts

1:30 – 2:30 Jake Nichols, RPh Personal addiction story and Stigma  Utilize terms to describe this disease that may overcome the stereotypes, prejudice and lack of empathy that prevent people from getting treatment  Identify those impaired areas of the brain that typically allow an individual to curb impulses to use alcohol or other drugs  Highlight why addiction fits the chronic disease model  Summarize the presenter’s personal experience with addiction 2:30 – 3:15 Rod Kelly, Systems Administrator for MA PMP The Art of Delegation Optional portion for those interested in having delegates in their offices, or being a delegate. Will include Technical Assistance training and the following:  Increase knowledge of and compliance with the Massachusetts Online Prescription Monitoring Program Terms and Conditions for a Delegate

 Increase knowledge of and compliance with the proper use of the MA Online PMP and applicable state and federal laws governing confidentiality and security of personal/patient information  Review the Privacy Rule of the Health Insurance Portability and Accountability Act (HIPAA)
