Carnell will retire Thursday, 19 June 6, 2002, as the second-longest serving House member in state 20 history; and 21 22 Whereas, Representative Carnell has ably represented the fine 23 citizens of Greenwood, Laurens, and Abbeville Counties who 24 compose House District 14 since 1961; and 25 26 Whereas, Representative Carnell’s colleagues in the General 27 Assembly were deeply saddened to learn that he is not seeking 28 reelection to the House of Representatives in 2002; and 29 30 Whereas, Marion Carnell is a native of beautiful Ware Shoals, 31 whose substantial contributions to his community and State are 32 immeasurable; and 33 34 Whereas, Representative Carnell is a highly successful 35 businessman as owner of Piggly Wiggly stores in Ware Shoals and 36 Ninety Six and is a faithful member of First Baptist Church in 37 Ware Shoals, as well as the past President of the Ware Shoals 38 Lion’s Club and the past Commander of American Legion Post 39 100; and 40 41 Whereas, in recognition of his tireless public service and 42 unwavering leadership, Marion Carnell received an Honorary
1 [1337] 1 1 Doctor of Law Degree from The Citadel in 1993, as well as 2 Honorary Ph.D.’s from both the Medical University of South 3 Carolina and Lander University in 1999; and 4 5 Whereas, Representative Carnell has been honored by many 6 groups over the years for his dedication, diligence, and service to 7 the State, receiving numerous awards that reflect his 8 comprehensive interest in and knowledge of the various facets of 9 South Carolina policy and programs, including Jaycee Man of the 10 Year, American Legion Department of South Carolina Legislator 11 of the Year, and the South Carolina Downtown Development 12 Association Special Service Award; and 13 14 Whereas, as a member of the House of Representatives, Marion 15 Carnell distinguished himself on numerous legislative committees, 16 including most recently the important House Ways and Means 17 Committee and the Interstate Cooperation Committee; and 18 19 Whereas, Representative Carnell has demonstrated outstanding 20 service to the citizens of South Carolina through his peerless 21 leadership as Chairman of the Joint Bond Review Committee; and 22 23 Whereas, as Chairman of the Joint Bond Review Committee, 24 Representative Carnell presided over the authorization of an 25 unprecedented number of capitol projects that will enhance the 26 lives and well being of countless South Carolinians for generations 27 to come; and 28 29 Whereas, Representative Carnell proudly served his country in the 30 United States Navy from March 6, 1946 to January 6, 1948; and 31 32 Whereas, he is universally known, respected, and admired for his 33 high principles and conscientiousness and as a person whose 34 ability, intelligence, and humility have served the State so well for 35 so many years; and 36 37 Whereas, Marion is a devoted family man with a loving wife, the 38 former Sara Moore of Greenwood, South Carolina, and together 39 they had two wonderful children, Marion Ray and the late Toni 40 Lynn Carnell; and 41 42 Whereas, we take great pleasure in this opportunity to express our 43 deepest appreciation for his four decades of loyal and selfless
1 [1337] 2 1 public service as an elected representative and sincere gratitude 2 that we have had the honor and pleasure of serving in the General 3 Assembly with him. Now, therefore, 4 5 Be it resolved by the Senate: 6 7 That the members of the Senate of the State of South Carolina and 8 most especially the members of the Joint Bond Review 9 Committee, commend and thank the Honorable Marion P. Carnell 10 of Ware Shoals for his nearly forty years of outstanding service as 11 a member of the House of Representatives and wish him well in all 12 of his future endeavors. 13 14 Be it further resolved that a copy of this resolution be presented to 15 our great friend and distinguished colleague, Marion Carnell. 16 ----XX----
