NETS Mission Statement:

The Northwest Educational Technology System, NETS, is a coalition of northwestern Minnesota institutions of higher education who employ technology to foster cooperation, communication, efficiency & access. Members utilize NETS to meet their own mission objectives & facilitate access between public resources & users. NETS infrastructure & policies are in place to expand opportunities through resource sharing between member institutions, to access distant resources & to form partnerships with other public & private entities.

4 NETS Accomplishments Brief:

Applications & Services:

NETS provides the regional component for all digital access & for member institutions. In addition, NETS provides technical support for video applications & webcast video streaming & coordinates telco contracts & line maintenance.

. The NETS WAN is a very reliable platform with an up record of 99.917% in FY08.

. MSCTC Moorhead’s access was moved over to the Moorhead community fiber last summer cutting access costs for this campus.

. NTC’s circuit was changed from a 45 Mbps. DS3 to 100 Mbps. Last summer getting increased bandwidth at less cost.

. Circuits were rebid for hwy 10 MSCTC campuses & the low bid was accepted for FY09

. NETS members utilized 18,376 hours of video use last year, a 2.1% increase from last year.

. Credit course offerings activity remains the major video application for NETS at 68.8% of total activity. Meeting activity is up significantly.

. 331 college courses were offered at NETS sites. 387 college credits were offered. 247 courses were hosted by NETS members. An additional 84 courses were hosted from colleges & universities outside of NETS. 19 courses used NETS webcasting video streaming services.

. 463 hours of webcasting video streaming was utilized by members this year, up 162%. Examples of applications include posting student presentations on line, supplementary video for traditional & on line courses, posting guest lectures, archiving lectures for students who missed classes, out of net participation in meetings or workshops.

. The Warroad Training Center was brought on line as a new network site.

. New Video rooms were added at MSUM.

. Video rooms at several campuses were upgraded for higher resolution capabilities.

. QoS for Voice over IP telephone was brought up on the DS3 between NCTC EGF & TRF campuses.

. Webcast video materials were posted for traditional on-line learners.

. Automated software was installed for webcasting from NETS video rooms. Users can just book a time to make webvideo presentations from their video rooms & they are automatically recorded & posted.

. Remote wireless control of network hardware & software capabilities were added to NETS. This allows NETS staff the access to control network hardware from their homes. This improves the speed of evening & weekend technical support.

5 Collaboration & Communication:

. The regional coordinators, MnSCU & OET have been meeting to plan upgrades that will add increased redundancy to the regional network core & more than double the bandwidth for many campuses. The goal is to accomplish this within current funding levels.

. MnSCU, U of M & the regional coordinators have been meeting to identify applications where increased standardization & hardware/software sharing can benefit from greater economies of scale. Web conferencing & added webcasting capabilities & webvideo cataloging standards are identified as primary goals.

NETS meets formally, informally & frequently with the following entities:

. NETS Executive Committee . MnSCU & U of M directors of telecommunications/technology . MOHE . The Learning Network of Minnesota Board . Minnesota higher education regional network coordinators . NWLINKS Joint Powers Board (K12 & regional libraries technology consortium). NETS is a member of the NWLINKS Joint Powers Board. NWLINKS is the regional consortium for networking between school districts & libraries in northwestern Minnesota. NWLINKS funds one full time technician position at NETS. NETS continues to provide site technical support to NETS & NWLINKS users & site technicians. . OET (Office of Enterprise Technologies-MN Dept. of Administration)

. MSCTC increased bandwidth needs.

. Bringing on web conferencing services on line for NETS members.

. Assist users in understanding & developing applications for web streaming media & work with MnSCU to improve standardization & searchable cataloging statewide

. Continued upgrading of NETS member rooms to high definition.

. MSCTC migration of Non QoS units to QoS platform. ______

6 Far Term Improvement Issues:

Technical:

. Keeping abreast of increasing bandwidth needs.

. Improved network redundancy, especially for East Grand Forks & MSCTC highway 10 campuses.

. Explore high definition applications, costs & options for members.

Funding & Collaboration:

. NETS & the other regions must work closely with MnSCU, the U of M & the Learning Network of Minnesota board to increase funding to allow the implementation of new applications where shared economies of scale make sense.

. Visibility & understanding of NETS & the access & services it provides for member campuses is a continuing challenge.

. Aging of video/technology room equipment is an ongoing issue for NETS members.

. Funding for K12/library network access continues to be severely limited. School districts & libraries are important vehicles for community access to higher ed.

7 NETS Infrastructure:

NETS members’ digital access is provided through a regional ring with 2 access paths to St. Paul. This provides a level of redundancy that helps keep service up during outages. All NETS campuses are served at least at a 45 Mbps level. All member digital applications utilize this core.

The Office of Enterprise Technologies, OET, is the primary provider of bandwidth for NETS members with regional telco’s providing smaller links. OET is a state agency.

MnSCU & the U of M play a critical role in funding & supporting hub hardware & core access to the regional & state WAN.

Traffic levels are monitored to insure that capacity is sufficient to keep up with demand.

NETS member institutions receive a significant number of college courses from outside northwestern Minnesota. 25% of the video courses held at member campuses via NETS came from institutions outside of the region. The U of M & St. Cloud State University are the major out-of- region course providers.

331 college courses were offered via video at NETS member campuses via video conferencing. 75% of these courses were hosted by NETS member colleges.

Webcasting

2.5% of NETS video activity involved webcasting. 19 credit courses used webcasting via NETS as an element in the course.

17 Access MSCTC is a 4 campus entity with an administrative center in History: Perham. NETS tracks access patterns for video applications. Because video applications consume a high level of bandwidth & are allocated a significant level of NETS tech support resources this is important to network resource planning.

In Net=Video applications that stay with the NETS WAN Out of Net = Video applications reach outside the NETS WAN. K12=Higher ed video applications that access K12 site. Webcast=NETS supported video over the web.

Video applications for all sites, with the exception of MSCTC Perham, are about 68.8% credit based & 31.2% meeting based. Perham is an administrative center.
