BLACK NOTLEY PARISH COUNCIL MINUTES OF THE PARISH COUNCIL MEETING HELD ON WEDNESDAY THE 22ND JUNE 2016 AT THE PAVILION MEETING ROOM, BLACK NOTLEY AT 7.30 PM.

414/16 PUBLIC QUESTION TIME. 2 members of the public present District Cllr G Butland and County Cllr J Abbott.

415/16 REPORT FROM COUNTY COUNCILLOR AND DISTRICT COUNCILLORS. Report from Cllr Abbott, He suggested that an annual cutting list of pathways is recommended to ECC so that no paths gets missed of the list of cutting. He advised that the SPA Road children’s center site will be remaining open. Cllr Abbott spoke at the BDC meeting reference highways issues and the possible development of London Road, concerns he put forward regarding a possible Bakers Lane exit of this development. Councillor Butland gave a brief report reference the Draft local plan meeting on the 20th June, it has now gone through unanimously now it is out to consultation until the middle of August. Each household in the district will be receiving information on this.

417/16 CLERKS REPORT. Nothing new to report. Cllr Abbott to chase when Pickpockets Lane pot holes will be levelled and filled with plainings.

418/16 CORRESPONDENCE. * Letter from ECC regarding the Salt Bag Partnership. Cllr Martin confirmed we still have a full pallet of salt un started, no more will need to be ordered. * Request from Black Notley WI to park cars in the playing field car park on the 20th July, between 9am – 6pm. It was agreed that they could use the car park. The Rural Community Council of Essex annual membership is due £66.00. It was agreed to re-new this. 419/16 PLAYING FIELD UPDATE – A) Quotes for rubbing down and re-painting the Container. 2 quotes had been received and circulated, It was agreed to go with Bob Cooper at £520 labour plus the materials. Proposed - Cllr Clarke Seconded - Cllr Sutton Vote – Unanimous B) Geo Cache – request for permission in the oak tree .It was agreed. Proposed - Cllr Sutton Seconded - Cllr Martin Vote – Unanimous C) Circulation of the ROSPA Playground inspection report. The playing field committee had been circulated a copy of the rospa report it was agreed that the Clerk would obtain quotes for the painting of the swings.

420/16 HIGHWAY ISSUES. * Quotes for trees trimming on corner of Dewlands / Witham Road. Two quotations had been circulated and discussed it was agreed to go with Treecology. Proposed – Cllr Clarke Seconded - Cllr Smith Vote – Unanimous

422/16 PLANNING. Braintree District Council - Housing Strategy Consultation – Comments by 20th August. The planning representatives are still looking into this consultation. The BDC draft Local Plan will be available to view at Causeway House and local libraries, after it has been approved at the ‘Full Council Special Meeting for Local Plan’, - 20th June 2016. Now out to consultation. 16/00977/HHPA Erection of single storey rear extension. Extension will extend beyond rear wall of the original house by 4.0m, with a maximum height of 4.0m and 2.5m to the eaves of the extension. Fieldings 231 London Road Black Notley Essex CM77 8QQ Information only no comment to be made on this application. Cllr Smith said this time of year is a good time to see the Bee orchids on the John Ray Millennium Green and count them. 423/16 CIRCULATION OF THE QUOTES FOR THE REPAIRS TO THE ROTTEN FENCE AT COKERS PEACE. Two quotes had been circulated it was agreed to go with the Danbury Fencing £350.34 + VAT. Proposed - Cllr Smith Seconded - Cllr Ford Vote – Unanimous

424/16 REPORT FROM THE PERSONNEL COMMITTEE. The meeting was closed to the Press and Public under the Public Bodies (Admission to Meetings) Act 1960.

The Personnel Committee recommends that Parish Council automatically award pay rises which come up on the SCP pay scales for any Parish Council employee who is paid on the SCP pay scales. Also that the Parish Council pay SCP pay scale rates to our employees, as dictated by their position on the SCP pay scales, or the national living wage; whichever is higher".
