BUSH’S RESOLVE IN CONFRONTING 13 SADDAM HUSSEIN FOR HIS EXTENSIVE RECORD OF 14 FLAGRANTLY DEFYING REPEATED UNITED NATIONS 15 RESOLUTIONS REQUIRING HIM TO DISARM, PROVIDING 16 AID AND COMFORT TO TERRORIST ORGANIZATIONS, 17 AND COMMITTING WIDESPREAD HUMAN RIGHTS 18 VIOLATIONS. 19 20 Whereas, President George W. Bush has starkly detailed Saddam 21 Hussein’s conspicuous and systematic defiance of numerous past 22 United Nations Security Council resolutions; and 23 24 Whereas, documented incidents of Saddam Hussein’s intolerable 25 disobedience include, but are by no means limited to, U.N. 26 Resolution 686 requiring Iraq to account fully for all prisoners and 27 other missing personnel from the Persian Gulf War; U.N. 28 Resolution 687 requiring Iraq to accept unconditionally the 29 removal, destruction, or rendering harmless of all weapons of mass 30 destruction and to allow weapons inspectors to operate without 31 interference from Hussein’s regime; and U.N. Resolutions 688 and 32 1441 forbidding Iraq from taking or threatening to take hostile 33 actions against member state aircraft patrolling the U.N. 34 sanctioned no-fly zones; and 35 36 Whereas, President Bush is entirely correct that United Nations 37 members cannot afford once again to be lulled into complacency 38 as a result of Saddam Hussein’s most recent acquiescence on the 39 issue of weapons inspectors, because the record amply 40 demonstrates how Hussein has employed this tactic in the past to 41 divide his adversaries and gain more time; and 42

1 [311] 1 1 Whereas, the overwhelming weight of the intelligence that has 2 been gathered to date proves without question that despite the best 3 efforts of past weapons inspectors, Iraq has rebuilt many of its 4 weapons-related facilities and continues to possess weapons of 5 mass destruction; and 6 7 Whereas, the United Nations’ apparent willingness to procrastinate 8 indefinitely confirms that the bloody experiences in Somalia, 9 Bosnia, and Herzegovina failed to teach the U.N. crucial lessons 10 regarding both the futility and perils of failing to back up stated 11 political goals with sufficient military means; and 12 13 Whereas, President Bush’s courageous decision to use all 14 necessary means is the only way to terminate, once and for all, 15 Saddam Hussein’s relentless pursuit of weapons of mass 16 destruction, his despicable and cowardly support of regional and 17 worldwide terrorism, and his brutal and unpardonable repression 18 of Iraq’s religious and ethnic minorities. Now, therefore, 19 20 Be it resolved by the Senate, the House of Representatives 21 concurring: 22 23 That the members of the General Assembly of the State of South 24 Carolina, by this resolution, express their resounding support for 25 President George W. Bush’s resolve in confronting Saddam 26 Hussein for his extensive record of flagrantly defying repeated 27 United Nations resolutions requiring him to disarm, providing aid 28 and comfort to terrorist organizations, and committing widespread 29 human rights violations. 30 31 Be it further resolved that a copy of this resolution be forwarded to 32 President George W. Bush and to each member of the South 33 Carolina Congressional Delegation. 34 ----XX---- 35
