Sub: Guidelines for issuance of International Ship Security Certificate.
1. Attention of the ship owners/managers/masters is invited to M. S. Notice No. 12 of 2003 dated 30th May 2003 with respect to ship security plans (SSP) required under Section 9 – Part A of the ISPS Code. Based on the directive under the M. S. Notice, SSP were submitted for ships to which the provision of the Code is applicable.
2. The SSPs have been scrutinized for meeting the requirement under the stated section and have been duly approved by the Directorate for effective implementation on board the ships.
3. Consequent to several queries with respect to verification and certification for ships as required under the Section 19 – Part A of the ISPS Code, following guidelines are being prescribed for effective implementation:
3.1 It is expected that the shipowners/managers have complied with the recommendations and observation made during assessment and the ship security plan approvals. It is also expected that necessary compliance measures as per approved SSP are substantially in place prior to the request for verification.
3.2 Ship owners/managers shall apply to the Directorate General of Shipping for the purpose of verification and certification. As far as possible give 15 days of advance notice and indication of the port at which it is intended to present the vessel for verification. A copy of such application shall also be forwarded to IRS if they have not been involved in assessment or plan preparation.
3.3 Every such application shall be accompanied by pay orders/Demand drafts of Rs. 1000 and Rs. 5000 for the purpose of issuance of International Ship Security Certificate and Continuous Synopsis Record for each ship. Such pay orders shall be payable to “Directorate General of Shipping, Mumbai”.
3.4 In order to prepare the Continuous Synopsis Record, application should also enclose Annex A duly filled in for each ship separately and forwarded to the Directorate. CSR data should also be sent by e-mail to [email protected]
4 On receipt of application from the ship owners as mentioned in para 3 above, the Directorate General of Shipping shall advise the RSO or the Mercantile Marine Department about the request of the company. A copy of the same shall be forwarded to the applicant for necessary preparation and coordination.
5 The nominated RSO or MMD as the case may be shall inform the Directorate, the nominated surveyor who shall carry out the verification.
6 The surveyor shall liaison with the applicant for necessary arrangement.
7 On completion of verification, the nominated surveyor shall forward his findings/recommendations for issuance of ISSC.
8 Upon receipt of recommendation from the nominated surveyor, the Directorate shall issue ISSC and the CSR to the vessel.
Understanding the urgency with respect to implementation of ISPS Code and further realizing that for effective implementation utmost coordination is essential, ship owners are advised to adhere to this circular and furnish necessary documents in the attached format, without any deviation.
This issues with the approval of the Nautical Advisor to the Government of India.
