PROPOSALS FOR THE WORK OF THE CONFERENCE

1.8 to consider the results of ITU-R studies on technical sharing and regulatory provisions for the application of high altitude platform stations operating in the bands 27.5-28.35 GHz and 31-31.3 GHz in response to Resolution 145 (WRC-03), and for high altitude platform stations operating in the bands 47.2-47.5 GHz and 47.9-48.2 GHz in response to Resolution 122 (Rev.WRC-03) Introduction ITU-R has conducted studies on technical sharing and regulatory provisions for high altitude platform stations (HAPS) in response to Resolutions 122 (Rev.WRC-03) and 145 (WRC-03).

1 Concerning Resolution 145 (WRC-03) Issue A The Arab States propose to identify, for high altitude platform stations (HAPS) in the fixed service, 300 MHz within the lower portion (27.5-27.8 GHz) of the band 27.5-28.35 GHz, and therefore, to modify footnote No. 5.537A and Resolution 145 (WRC-03).

People’s Rep. of Korea, Sri Lanka, Thailand and Viet Nam, the allocation to the fixed service in the band 27.5-28.3527.8 GHz may also be used by high altitude

A CD-ROM containing all preparatory documents will be provided to each participant upon arrival.

The use of HAPS within the band 27.5-28.35 GHz is limited, within the territory of the countries listed above, to a single 300 MHz sub-band. Such use of 300 MHz of the fixed-service allocation by HAPS in the above countries is further limited to operation in the HAPS-to-ground direction and shall not cause harmful interference to, nor claim protection from, other types of fixed-service systems or other co- primary services. Furthermore, the development of these other services shall not be constrained by HAPS. See Resolution 145 (WRC-03). (WRC-03) Reasons: To identify the frequency band 300 MHz for the use of high altitude platform stations (HAPS). Issues B, C, D, E

ARB/39A7/2 The Arab States propose to pursue the studies currently carried out by ITU-R as identified by Resolution 145 (WRC-03).

2 Concerning Resolution 122 (Rev.WRC-03)

ARB/39A7/3 – The Arab administrations have no objection to continue to study the regulatory provisions that might be needed to address those cases where the deployment of HAPS may affect other administrations. – They further have no objection to continue to carry out studies on the appropriate technical sharing criteria. – The Arab administrations are ready to consider any proposal to maintain Resolution 122 (Rev.WRC-03) without any modification, if justified, or to consider any proposal to modify it or replace it by a new resolution.
