MINUTES OF THE 70th STATE LEVEL BANKERS’ COMMITTEE MEETING FOR THE QUARTER ENDED DEC 2012 HELD ON 13.02.2013

MINUTES OF THE MEETING

The 70th SLBC Meeting of Delhi State, for the quarter ended Dec 2012, was held on 13th Feb., 2013 at Hotel 'Le-Meridian', New Delhi. The meeting was chaired by Shri Bhupinder Nayyar, Executive Director, Oriental Bank of Commerce and attended by the representatives of the Ministry of Finance, Govt. of India; Reserve Bank of India; Govt. of NCT of Delhi; NABARD; NHB and member banks as per the list placed at Annexure-1.

Smt. Vidyavati Rudra, SLBC Convenor and General Manager, Oriental Bank of Commerce welcomed Shri Bhupinder Nayyar, Executive Director, OBC; Shri Chandan Sinha, Regional Director, RBI; Shri Rajat Sachar, Economic Advisor, DFS, MoF, Govt. of India; Ms. Sonali Sen Gupta, General Manager, RBI; Ms. Nila Mohanan, IAS, Special Secretary to CM & MD-SSS, Govt. of NCT of Delhi; Sh. Sohan Singh Kanawat, Spl. Secretary (F&S), Govt. of NCT of Delhi; Sh. N.A. Sukhatankar, DGM, NABARD and other officials from various Govt. departments and member banks.

She stated that CD ratio of the State has gone up to 91.86% as on Dec 2012 from 86.68% as on Dec 2011 and CD Ratio of Delhi Rural has increased on YOY basis from 100% to 137%. The Priority Sector Advances have increased by Rs.7039 crore on YoY basis which is around 12% and expressed that this increase should be at least 25% to 30%. As regards FI, all the 110 villages having population above 2000 have been covered and 21 villages having population below 2000 have been allotted to member banks and these villages are to be covered by March-2014.

Smt. Rudra stated that Delhi Government has introduced Dilli Annshree Yojana on 15 th Dec, 2012 in which all the payments shall be made to the credit of the bank accounts of the beneficiaries. She informed that 9 Central Government Schemes are applicable in Delhi State for DBT which is to be implemented in all the 11 districts of Delhi w.e.f. Ist April, 2013. Opening of accounts of school children is receiving attention of all the bankers and good progress has been made in the matter.

She further informed the House that for ensuring implementation of Financial Inclusion in a better way one Nodal has been designated for each of the 11 Districts in Delhi during special SLBC meeting conducted on 17th Dec, 2012. The Nodal Officers have been drawn from various Banks. She requested all SLBC Member Banks to cover all the allotted 272 wards for ensuring One family One bank Account in close co-ordination with the Districts Nodal Officers.

She concluded her address by requesting Shri Bhupinder Nayyar, Executive Director, Oriental Bank of Commerce to preside over the Meeting and deliver Key Note Address.

ADDRESS BY SHRI BHUPINDER NAYYAR, EXECUTIVE DIRECTOR, OBC

Shri Bhupinder Nayyar welcomed Shri Chandan Sinha, Regional Director, RBI; Shri Rajat Sachar, Economic Advisor, DFS, MoF, Govt. of India, Ms. Sonali Sen Gupta, General Manager, RBI; Ms. Nila Mohanan, IAS, Special Secretary to CM & MD-SSS,

Shri Nayyar initiated his speech by highlighting the economic and monetary situation in the country. He stated that in the economic estimate of CSO, the current fiscal GDP growth has been estimated at 5%, which is lower than the estimation made by different agencies earlier and the lowest GDP growth rate since 2003-2004. He further stated that banks play an important role in the growth of GDP. He urged all bankers to resolve to put in all might during the remaining one and half months of the current fiscal year to improve GDP to the extent possible.

Shri Nayyar informed the House that the third quarter review of Monetary Policy 2012- 13 was conducted by Reserve Bank of India on 29th January, 2013. The major macroeconomic concerns were highlighted there. Inflation has come down from the peak but its further downward movement is expected to be slow and gradual. On the other hand, economic activity has slowed, trailing below its potential and opening up a negative output gap. The economy needs new investment most urgently as it will step up currently flagging aggregate and also ease the supply constraints so that the existing capacity is fully utilised and new capacity is built up. RBI has to calibrate its monetary policy to the evolving growth-inflation dynamics. Based on the assessment of the current macroeconomic situation, RBI decided to reduce the policy repo rate under the Liquidity Adjustment Facility (LAF) by 25 basis points from 8.00 % to 7.75 %. It has also reduced the Cash Reserve Ratio (CRR) of scheduled banks by 25 basis points from 4.25% to 4.00% of their Net and Demand Time liabilities (NDTL) effective from the fortnight beginning February 9, 2013. This reduction in CRR will inject primary liquidity of around 18000 crore into the banking system and enable banks to extend more credit to productive sectors. He stated that softening of monetary policy has resulted into banks reducing their base rates.

Shri Nayyar stated that SLBC is a very important forum where the senior functionaries from DFS, RBI, State Govt. and banks besides reviewing the performance under various banking parameters also deliberate on current issues being faced by the economy and banking sector. He requested all bankers for making maximum use of electronic channels in banking transactions. He opined that CERSAI is the tool to help banks in legal and credit risks.

Shri Nayyar informed the House that Delhi Government has launched Dilli Annshree Yojana on 15th Dec, 2012. Stating that Direct Benefit Transfer Scheme is of paramount importance, Shri Nayyar informed the House that two districts North East and North West districts of Delhi are part of 43 pilot districts for DBT. The DBT was launched for 6 Central Government Schemes on 1st January, 2013 in these two districts of Delhi. Bankers have participated in the camps organised by District Administration of these two districts for opening of accounts. For 6 schemes, so far 12381 beneficiaries have been identified, bank accounts have been opened for 10413 and Aadhaar number has been seeded for 5141 beneficiaries. The Govt. of NCT of Delhi has decided to target whole State w.e.f. 1st April, 2013 for 9 Central Government Schemes applicable in the State of Delhi.

Page 2 of 21 Shri Nayyar further informed the House that Ministry of Finance vide its communication dated 7th Feb, 2013 has directed to ensure opening of accounts of all beneficiaries by 21st March, 2013. The direction further states that LDM has to obtain the scheme wise list of beneficiaries from the District Collectors and forward the same to respective bank branches for opening of accounts, seeding of Aadhaar No. and share the details of accounts opened with the Districts Collectors and departments implementing the scheme for updation of data. The progress shall be reviewed by the Management Committee of IBA on 22nd of Feb and finally on 22nd of March-2013. The DFS vide another communication dated 7thFeb, 2013 has given directions on implementation of FIP and DBT that banks would be responsible for ensuring that accounts are opened in the service areas allotted to them without delay and adequate number of ATMs are provided as delivery channels. BC mechanism should be effectively in place. BC services should be commercially viable. BCs network should be inter-operable for which time bound action plan should be put in place. Any laxity in the performance will be dealt with strictly. For payment through Aadhaar Bridge System, three things are necessary- bank account number, seeding of Aadhaar number and mapping of Aadhaar number to the mapper of NPCI. The bankers have to ensure that Aadhaar no. are seeded well in time and mapped to NPCI mapper. He requested that Controlling Heads of all banks should monitor implementation of DBT personally.

Speaking on One Family One Bank Account Scheme, Shri Nayyar stated that the House is aware that all the 272 wards of Delhi have been allotted to different banks and SLBC has also given publicity for the same in local vernacular newspapers. All the banks should ensure that every household is covered by opening a bank account in their respective wards. The Nodal Officers should keep SLBC/LDM office informed of the progress made in this regard.

Shri Nayyar informed the House that under Financial Inclusion Plan all the 110 villages having population above 2000 stand covered in the State of Delhi. For villages having population below 2000, which are 21 in number, the banks have given a plan to cover them by March,2014.

Highlighting the performance of banks in Delhi, Shri Nayyar informed that CD Ratio of Member Banks has come down from 94.04% as on March, 2012 to 91.94% as on December, 2012. Shri Nayyar stated that percentage of Priority Sector Advances to Total Advances has marginally declined from 11.60 % as on March, 2012 to 11.54 % as on December, 2012. Instead of moving gradually towards the benchmark of 40%, we have moved retrograde which is a matter of concern. Shri Nayyar requested all the controlling heads to monitor the progress personally so that CD Ratio and percentage of Priority Sector Advances to Total Advances registers significant improvement during March,13 quarter.

Shri Nayyar further informed the House that overall achievement of ACP targets in Priority Sector during the nine months ended December, 2012 was 66.18% and the same is not satisfactory. He said that very modest target was set for the current year in DCC Meeting and 100% achievement of targets should not be difficult. He expressed confidence that the targets will not only be achieved by the banks but surpassed in the last quarter of the year. Page 3 of 21 Shri Nayyar stated that MSE advances have increased from Rs. 32645 crore as on March, 2012 to Rs. 39934 crore as on December, 2012, i.e., by Rs.7289 crore in absolute terms. Percentagewise, the percentage of MSE Advances to Total Advances has increased from 5.78% as on March, 2012 to 6.92% as on December, 2012. He further said that Delhi offers a good opportunity for lending to MSEs especially Service Sector and suggested that banks should lend to SME clusters identified by RBI which will not only enable them to achieve 20% growth in SME sector but also help in moving towards achievement of Priority Sector Advances target in a phased manner .

Shri Nayyar recalled that during the last meeting he had requested all the controlling heads for expeditious disposal of all pending PMEGP and SJSRY applications and disbursement of the sanctioned cases and expressed concern that the progress is far from satisfactory with 218 PMEGP applications and 57 SJSRY applications pending for disposal with different banks. He requested all bankers to dispose of these applications at the earliest and initiate requisite steps for disbursement of the pending sanctioned cases.

ADDRESS BY SHRI CHANDAN SINHA, REGIONAL DIRECTOR, RBI

Shri Sinha started his speech by wishing Shri Bhupinder Nayyar, Executive Director, OBC; Shri Rajat Sachar, Economic Advisor, DFS, MoF, Govt. of India; Ms. Sonali Sen Gupta, General Manager, RBI; Ms. Nila Mohanan, IAS, Special Secretary to CM & MD- SSS, Govt. of NCT of Delhi; Sh. Sohan Singh Kanawat, Spl. Secretary (F&S), Govt. of NCT of Delhi; Sh. N.A. Sukhatankar, DGM, NABARD and other officials from various Govt. departments and member banks.

Shri Sinha thanked Shri Nayyar for giving synopsis of the agenda. He stated that 66.18% achievement of the ACP target cannot be termed as good achievement as targets were reduced from around Rs. 500 crore to Rs. 300 crore. He stated there are new emerging areas where we need to concentrate like Financial Inclusion, Scheme of One family One Bank Account, Scheme of opening of accounts of school children, migrant labour etc. He further stated that for implementation of DBT Scheme to ensure direct money transfer to beneficiaries’ accounts, it is necessary that they have bank account. He further stated that a lot of activities are happening in these schemes which are parts of financial inclusion in broad terms. He stated that SLBC should focus for timely & efficient implementation of these schemes.

Speaking on the matter of the fake currency notes, Shri Sinha expressed pleasure that data on the fake currency notes has been incorporated for the first time in the agenda. He stated that while analyzing the data on fake currency notes, it is observed that performance of public sector banks is dismal. He further stated that those banks which have put in place the system for detection and reporting of fake currency notes have performed well whereas some banks are still adopting the lethargic approach in detection and reporting of fake currency notes. He said that RBI has made it very clear that after entering the banking system, fake currency notes should not be allowed to go out as the same should be impounded and reported to the authorities. He further said

Page 4 of 21 that till now each bank was linked to a nodal police station for lodging FIR for fake currency notes but now Parliament Street New Delhi Police Station has been declared as Nodal Police station for every bank in Delhi. He stated that this arrangement makes it very convenient for banks to report and coordinate with police in the matter of fake currency notes as Parliament Street Police station, being nodal Police Station for fake currency notes is better equipped to handle such cases. He urged all bankers to rise to the occasion and report detection of fake currencies.

Speaking on the issue of the ATM related complaints Shri Sinha stated that ATM related complaints constitute the biggest part in overall consumer complaints and this will now be regularly discussed in SLBC meetings. He further stated that RBI shall very soon finalize the format for reporting of data on ATM related complaints by member banks.

Shri Sinha requested all banks to inform the disaggregated Financial Inclusion Plan for their respective banks for three years for 2013-2016. Shri Sinha stated that all Regional Heads should be aware of disaggregated plan for their Region.

Shri Sinha further stated that at present there are three FLCs working in Delhi which are not sufficient and appealed banks for opening more FLCs in the State. He further stated that RBI has recently issued guidelines for FLCs and there is guidance note for trainers, operational guidelines for conducting financial literacy camps and materials including the diaries & posters.

Shri Sinha appreciated that special SLBC was conducted on 17/12/2013 and 11 District Nodal Officers have been appointed one for each district of Delhi for Financial Inclusion and smooth implementation of DBT schemes.

Shri Sinha once again requested all bankers to achieve the ACP targets so that they can concentrate on new emerging issues.

ADDRESS BY SHRI RAJAT SACHAR, ECONOMIC ADVISOR, DFS, MOF, GOVT OF INDIA

Shri Sinha wished Shri Bhupinder Nayyar, Executive Director, OBC; Shri Chandan Sinha, Regional Director, RBI; Ms. Sonali Sen Gupta, General Manager, RBI; Ms. Nila Mohanan, IAS, Special Secretary to CM & MD-SSS, Govt. of NCT of Delhi; Sh. Shri Sachar stated he would be covering four important high priority points from DFS, MoF perspective which are Financial Inclusion & Direct Benefit Transfer, Opening of bank accounts of school children, Education Loans and ATM cards for KCCs.

Shri Sachar congratulated all banks for successful implementation of Dilli Annshree Yojana under Direct Benefit Transfer Scheme. Shri Sachar informed the House that out of 26 schemes, 6 schemes have been implemented in two pilot districts of Delhi and requested bankers to work on opening of bank accounts and seeding of Aadhaar numbers at the earliest.

Page 5 of 21 Shri Sachar stated that first most important requirement for successful implementation of DBT is preparation of digitized list of beneficiaries by the State Government. He further stated that Planning Commission, after in-depth deliberations, has finalised a format for preparation of list of beneficiaries by State Government and it includes name of beneficiary, name of bank, bank account number, Aadhaar number, residence and gender of beneficiary. The lists prepared by the State Government should be forwarded to Lead District Manager for onward submission to banks in accordance with the guidelines prescribed by DFS, MoF, Govt. of India for opening of accounts, seeding of Aadhaar numbers and mapping of Aadhaar Nos. On NPCI Mapper. He requested representative of Govt. of NCT of Delhi to provide the list of beneficiaries expeditiously.

Shri Sachar further stated that so far banks have done a wonderful job as far as opening of bank accounts is concerned and momentum is to be maintained in future also.

Shri Sachar stated that it is very important to have proper infrastructure for withdrawal of money by the beneficiaries. It is very crucial for banks to set-up ATMs and BCs for successful implementation of DBT schemes. Shri Sachar further said that there are 34 USBs are yet to be opened in Delhi State and requested all bankers to inform the time frame for setting-up of the same.

Speaking on Financial Inclusion and providing banking services to villages having population of less than 2000, Shri Sachar requested all bankers to hasten up the process of covering these villages in view of the DBT scheme and to ensure that beneficiaries have proper banking facilities in their villages.

Shri Sachar further advised all bankers to issue debit cards to the beneficiaries at the time of opening of bank account and requested that all bank branches should have on- site ATM.

On the matter of opening of bank accounts of school children, Shri Sachar stated that banks have now made good progress and out of 15.25 lacs school children for whom bank accounts were to be opened, accounts have been opened for 8.27 lacs children. He urged that the concerned department of the State Govt. should expedite the process and all banks should ensure that all accounts should be opened at the earliest.

Shri Sachar stated that Education loan is important issue and it has always been an standing agenda item in the discussions of Hon’ble Finance Minister with CMDs of banks. Shri Sachar further stated that recently IBA has revised the model education loan scheme and hoped that all bankers have taken note of the same and made necessary modifications in education loan policy in their respective banks. He observed that figure of education loans is very dismal in Delhi. He requested SLBC to make education loan a standard agenda item in the SLBC meetings for review.

ADDRESS BY MS. NILA MOHANAN, IAS, SPECIAL SECRETARY TO CHIEF MINISTER

Ms. Mohanan wished all and stated that we are in the process of transformation of the system through which public services are offered and Government and banking sector are moving hand in hand for this change.

Page 6 of 21 She appreciated and thanked all banks on behalf of GNCT of Delhi for their active participation in Government Schemes. She further stated that there are still few issues which she would like to bring to the notice of House with regards to two schemes viz Dilli Annshree Yojana and SJSRY schemes. She stated that the State Government had to bring down the target for Dilli Annshree Yojana because of various reasons, one of them being delay in opening of bank accounts. Ms. Mohanan stated that initially there were 6 partner banks and later on 9 more banks were added. While all the banks have shown their support and co-operation, there is delay in opening of bank accounts on the part of some banks. A beneficiary is required to have both Aadhaar no. and bank account no. and afterwards Aadhaar no. is to be seeded in bank account to enable him to obtain benefit amount from the Government under DBT.

Ms. Mohanan informed the House that while some of the banks have done extremely well and have been extremely co-operative, they had issues with certain banks and even within banks, issues have been faced with their certain branches. She stated that banks and GNCT of Delhi are partners in implementation of the scheme. She requested all banks to ensure that bank accounts are opened at the earliest. She further suggested that more camps should be organized for opening of bank account of beneficiaries.

Ms. Mohanan stated that Dilli Annshree Yojana is a flagship programme for Govt. of NCT of Delhi and also a model for similar implementation of DBT scheme in the rest of the country and success demonstrated in this scheme will be very encouraging for others.

Speaking on SJSRY Scheme, Ms Mohanan stated that applications received by the Districts Task Force Committees for FY 2012-13 is 433 upto Jan-2013, application recommended by the DTF committees is 251 and loan sanctioned by banks is 89 and subsidies released is for 82 cases. Shri further highlighted the delay with example of Mayapuri Branch of Bank of India, which had send the letter for release of subsidy after almost 4 years of the sanction of the loan.

Talking on DBT Scheme, she informed that nodal department for this scheme is Revenue Department. She concluded her speech by stating that GNCT of Delhi is thankful to the banks for the co-operation and support received from them but they are expecting much more enthusiastic participation and support from all banking partners.

Shri B.N. Jha, DGM, SLBC informed that weekly review meeting on Annshree Yojana is being held where pendency with regards to Aadhaar seeding is being discussed and pendency of Account Opening Forms with banks for opening of bank accounts has not been shared in these meetings. Shri Jha requested Ms. Mohanan for giving bank wise list of pendency in account opening, so that matter may be taken-up with the concerned banks. Shri Jha suggested that a nodal officer be nominated from Government of NCT of Delhi for SJSRY scheme for better co-ordination as in the case of PMEGP scheme. He also requested the representative of GNCT of Delhi that list of beneficiaries of various schemes should be shared with LDM and SLBC so that all out efforts could be made by them, too, for opening of accounts well before the time stipulated by the Ministry of Finance, Govt. of India.

Page 7 of 21 Shri Nayyar, Executive Director, OBC suggested that there are five processes with regard to DBT Scheme, first being providing list of beneficiaries by the concerned department. He suggested that there should be one Nodal officer from State Government for all schemes and he should interact with SLBC with regards to list of beneficiaries and other details. In second process banks have to ensure that accounts of those beneficiaries are opened in time bound manner as confirmation regarding opening of bank accounts of all the beneficiaries is to be given to the Ministry of Finance by 21st March-2013. The third process is issuance of Aadhaar number to the beneficiaries. The fourth step is seeding of Aadhaar number in the bank account of beneficiary. The fifth and final process is availability of delivery channels to enable beneficiaries to withdraw benefits received by them.

Ms. Sonali Sengupta, GM, RBI informed the House that responsibility of co-ordination with State Government for implementation of schemes and Financial Inclusion has been distributed among 11 Nodal Officers nominated from various banks. She requested all Nodal Officers to ensure good co-ordination with SLBC and Government departments. She further advised all Nodal Officers to maintain profile of the District allotted to them and maintain co-ordination among themselves. She requested LDM to have regular meetings with Nodal Officers.

Shri Nayyar suggested regular visits by Government officials to banks/SLBC and also by SLBC/banks to Government offices to have better coordination and smooth implementation of DBT. Shri Jha requested all Controlling Heads to send clear message to their branches to ensure hassle free account opening.

ADDRESS BY SHRI AMEYA ABHYANKAR , IAS, DISTRICT MAGISTRATE, NEW DELHI

Shri Abhayankar wished all present and stated that revenue department of GNCT of Delhi is the nodal agency for implementation of DBT scheme in Delhi. At present, they have planned to bring 9 schemes under DBT mode. He informed the House that revenue department has set-up a portal for digitization of beneficiaries’ data as per the format devised by the Planning Commission. He further stated that Divisional Commissioner reviews the progress with regard to implementation of DBT scheme every Friday. He further stated that SLBC also regularly attends the various review meeting conducted by Divisional Commissioner and at present, things are rolling out as per their expectations.

Shri Abhayankar stated that land record from the point of view of Agriculture use is not that significant in Delhi but in terms of property transaction it is very significant. He further stated that in the month of Aug-2012, they have initiated a programme for computerization of land records starting with South West District of Delhi as Nodal District. He requested Shri Krishna Mohan to share the details with the House.

Shri Krishna Mohan, SDM, Najafgarh wished all present and stated that considering the face that land rates have gone up in Delhi and very high value transactions are taking place, it is important to have bank linkage of land records, which can be done once records are computerised. He further apprised the House that computerisation of land records is in process and the same shall take place soon.

Sohan Singh Kanawat, Spl. Secretary (F&S), Govt. of NCT of Delhi other officials from various Govt. departments and member banks.

Shri Sukhatankar stated that unless we achieve 100% Financial Inclusion, DBT scheme cannot be fully successful. He stated that although CD Ratio is good in Delhi, the share of Priority Sector Advances to Total Advances is not good. Priority Sector Advances is an important parameter for SLBC forum and we must find out the reasons for it not increasing in the State.

He further said that though agriculture activity is taking place in a very small sector in Delhi in few blocks, we must focus on it. He stated that overall performance under ACP is dismal. He added that Delhi is a very small State and there should not be any reason for not achieving 100% success in any segment. He informed that ACP targets were reduced and urged all bankers to achieve the same by March-2013.

Speaking on KCC, Shri Sukhatankar stated that KCC coverage is hardly 40% and some of the farmers are still not aware of the KCC cards. He recommended linking of KCC with ATM cards.

On SHG bank linkage programme, Shri Sukhatankar stated that it is very close to the heart of NABARD. He stated that its importance has been recognized across the globe. However, many bankers are still not linking the Self Help Groups. He requested all bankers to link SHGs. He stated that SHGs play a crucial role in implementation of Financial Inclusion and they will play a crucial role in implementation of DBT scheme too. He appreciated Punjab National Bank for linking all the SHGs by their branches.

Speaking on Joint Liability Groups, he stated that so far 125 JLGs have been credit linked in various bank branches. He stated that JLG scheme is less risky for the bankers and urged all bankers to link all JLGs.

Shri Sukhatankar stated that NABARD has already published PLP for 5 years 2012/13 to 2016/17 and suggested that based on it, Annual Credit Plan should be prepared by 1st April, 2013.

He further informed the House about the programme launched by NABARD for developing entrepreneurs in vegetable seed production and stated that it has been a very successful programme and requested the bankers to extend credit to all such entrepreneurs.

Shri Sukhatankar informed the House that 90 societies in Delhi have been eligible for Handloom and Weavers Package out of which Special Audit of 37 societies have already been conducted. He requested representative from the Office of the Director, Handloom to convene state level meeting for approving claims of these 37 societies

Page 9 of 21 after which NABARD can release the same. He also requested GNCT of Delhi to release their share of 20% as 80% share is to be borne by the Central Government.

Shri Sukhatankar further requested all bankers to identify accounts of those weavers who have availed loan as loan amount of upto Rs.50,000/- is to be waived under this scheme.

AGENDA WISE PRESENTATION BY SHRI B. N. JHA, DGM, ORIENTAL BANK OF COMMERCE

Shri Jha welcomed all present and stated that in all the meetings we discuss about the need for timely and correct data submission. He informed the House that though this time we had received the data by 19th of Jan, 2013 but it did not serve the purpose as data of many banks were found incorrect and on follow up by SLBC many banks requested to change their figures as late as one day before the meeting. Expressing concern over this, Shri Nayyar, Executive Director, OBC directed that a communication in this regard be sent to the CMDs of all member banks requesting for correct and timely submission of data.

Shri Jha presented the performance of SLBC Member Banks for the quarter ended Dec. 2012 as under:-

Agenda 1 Confirmation of Minutes of 69 TH SLBC Meeting

The minutes of 69th SLBC Meeting have already been sent to all concerned. Since no suggestion has been received, the minutes may be taken as confirmed. The House confirmed the minutes.

Agenda 2 Action Points of 69 th SLBC Meeting

The Action Points emerging out of the 69th SLBC Meeting and Action Taken on the same were given on page 22 to page 24 of Agenda Book. Few points are still persisting. Priority Sector Lending is not increasing. Loan Applications are still pending under Govt. Sponsored Schemes. SLBC Member Banks are still to respond to Delhi Govt. proposals on Recovery Act. ACP targets are yet to be achieved. 34 USBs are still to be opened. He requested all concerned banks to take action on all action points at the earliest.

Agenda 3 Credit Deposit Ratio

CD Ratio of all banks has increased from 86.68% as on December 2011 to 91.86% as on December 2012. CD Ratio of Delhi Rural has increased from 100% to 137% during the same period.

He requested all Member Banks to improve CD Ratio further.

Agenda 4 Financial Inclusion (FI)

 All the identified 110 villages with population 2000 and above have been covered by the concerned banks.

Page 10 of 21  22 villages with population below 2000 were identified as uncovered and allotted to 7 member banks. One village has been reported as not existing now by the concerned bank. He informed the House that in a recent meeting, RBI has suggested to have low cost brick and mortar branch in, atleast, 25% of these villages. He requested all Member Banks to cover the allotted villages at the earliest.

 Ultra Small Branches As per Government guidelines, Ultra Small Branches are to be opened in all villages which are covered by BCAs and where opening of regular brick and mortar branch is not feasible presently. 81 USBs were to be opened, out of which 47 USBs have been opened so far. He requested all Member Banks to open remaining 34 USBs at the earliest. Shri Maun, DGM, PNB, informed the House that PNB will open all 20 USBs by 31st March-2013. Representative from PS&B informed the House that they have opened two USBs in the first week of Feb-2013.

 Visits to Allotted Villages: Shri Jha requested all Member Banks to inform SLBC the name and designation of the officials designated for visiting the allotted villages alongwith day and time specified for the visits.

 Opening of "No-Frill" Accounts and issuance of GCCs: The Banks have opened 23,35,799 "No-Frill" accounts. 2180 GCCs with loan amount of Rs. 408 lacs have been issued upto 31.12.2012.

 ICT based Financial Inclusion : ICT Based facilities are being provided in 81 villages as on 31.12.2012. Smart Cards have been issued. 10,21,659 Accounts have been opened so far. Member Banks are requested to provide ICT Based facilities to maximum villages.

 Geographical Information System All SLBC Member Banks were requested to send the data called by the Lead Bank immediately. The Lead District Manager was requested to ensure that the data in GIS module is regularly updated as new branches get opened, BCAs get engaged, ATMs get installed and Currency Chests get opened.

 Financial Literacy and Credit Counselling Centres (FLCC) & Financial Literacy Centres (FLCs) OBC has opened one FLCC in Delhi recently. Two FLCCs are already working in Delhi State presently which are being managed by PNB and SBI respectively. Representative from SBI informed the House that they will open one more FLC in the eastern part of Delhi by the end of Feb-2013.

 Direct Benefit Transfer(DBT) Scheme As per the directions of the Govt. of India, DBT is to be started in 43 pilot districts initially out of which in 20 districts w.e.f. 01/01/2013, in 11 districts w.e.f. 01/02/2013 and in remaining 12 districts w.e.f. 01.03.2013. 2 districts of Delhi State have been included in these 43 districts.

DBT in 6 Centrally Sponsored Schemes has been started w.e.f. 01/01/2013 in 2 identified (NE and NW) districts. The State Govt. has decided to start DBT in all the districts of Delhi in 9 applicable Centrally Sponsored Schemes w.e.f. Page 11 of 21 01/04/2013. DBT has been started in the whole Delhi State w.e.f. 15/12/2012 with the launch of a new welfare scheme of Delhi Govt., Dilli Annshree Yojana.

 Urban Financial Inclusion – Launch of Campaign to ensure at least one bank account for each family: All the 272 wards of Delhi have been allotted to SLBC Member Banks. All Member Banks were requested to make house to house survey and ensure that every household has, atleast, one bank account in their respective wards.

 Financial Inclusion drive to open Bank Accounts of Migrant Labour and Street Vendors/Hawkers in Urban Areas: 174937 accounts of Migrant Labour and Street Vendors/Hawkers have been opened so far. All Member Banks were requested to open accounts of Migrant Labour and Street Vendors/Hawkers on priority basis and report the number of such accounts to SLBC timely as per the existing practice.

 Nodal Officers – Financial Inclusion and DCT Programme: All Nodal Officers – Financial Inclusion and DCT Programme were requested to proactively perform their duties as per the decision taken in the Special SLBC Meeting dated 17/12/2012. They should provide support to LDM and SLBC in complying with the Govt. and RBI directions.

 Disaggregated FIP: All banks have been advised by RBI to draw up a fresh three year Financial Inclusion Plan for the period 2013-2016. The RBI instructions are to send the Board Approved FIP for next three years in the prescribed format to RPCD, RBI, Central Office, Mumbai latest by February 15, 2013. Further, the plan targets formulated for next 3 years should be disaggregated to controlling offices and should also be percolated down to the branch level.

 Aadhaar Enabled Bank Accounts and Payments: Since all the payments under DBT are to be made through Aadhaar Payment Bridge, all banks were requested to make necessary preparedness by seeding Aadhaar No. of the beneficiaries and updating the same on NPCI mapper.

Agenda5. ACHIEVEMENT UNDER ANNUAL CREDIT PLAN DURING 2011-12

 Only 66.18% of overall ACP targets have been achieved upto 9 months of the current year. The achievement so far cannot be said to be satisfactory. The House was apprised of the names of banks which have achieved less than 60%. It was also informed that BOM and Oriental Bank of Commerce have achieved more than 100% targets in ACP. All the Member Banks were requested to ensure 100% achievement of targets before the end of the financial year.

Agenda6. PRIORITY SECTOR LENDING :

 The Priority Sector Advances have increased by Rs. 7039.23 crore as compared to Dec 2011. The percentage of Priority Sector Advances to Total Advances is 11.54%.

Page 12 of 21  4 banks have reported decline of more than 500 crore. The banks have reported that the repayment in big Priority Sector Loan Accounts has been the main reason of decline.

 The advances under education loan scheme have decreased by Rs. 106 crore over Dec 2011. Advances to SC/STs in Priority Sector have increased by Rs. 709.90 crore over the year

 All banks were requested to increase Priority Sector Advances.

Agenda7. AGRICULTURAL ADVANCES :

 Total Agriculture Advances have decreased by Rs. 2002 crore as compared to Dec 2011 and decreased by Rs. 6480 crore as compared to March 2012. Agriculture Advances stood at 1.49% of Total Advances as on 31/12/2012 as compared to 2.18% as on 31/12/2011.

Since there is limited scope of direct agriculture in Delhi, all banks were requested to increase indirect agriculture advances.

Agenda8. MICRO, SMALL & MEDIUM ENTERPRISES (MSE & MSME) ADVANCES :

 Advances under MSE Sector have increased by Rs. 10571.69 crore over Dec 2011.  Advances under MSME Sector have increased by Rs. 13457.46 crore over Dec 2011.  Advances under CGTMSE Scheme have increased by Rs. 450.12 crore over Dec 2011.

All banks were requested to increase MSME Advances particularly MSE Advances.

Agenda9. HOUSING FINANCE :

 Total Housing Finance has increased by Rs. 3459.02 crore over Dec 2011.

 1% Interest Subvention Scheme is in operation since October 1, 2009. All Banks were requested to generate more public awareness about the benefits of the Scheme and ensure vigorous implementation of the Scheme.

 Interest Subsidy for Housing the Urban Poor (ISHUP) All banks were requested to proactively provide credit under ISHUP.

 Reverse Mortgage Scheme was introduced in the Union Budget 2007-2008. All banks were requested to take initiatives for implementation of the scheme.

Agenda10. PMEGP:

Against target of 321 projects 91 loans have been sanctioned and 70 loans have been disbursed upto 31/12/2012. 136 applications were pending with banks as on 31/12/2012. As per the information given by KVIC, the number of pending applications

Page 13 of 21 with banks is 218 as on 31/01/2013. All concerned banks were requested to step up their efforts for disposal of all pending applications and achieving the targets.

Agenda11. SJSRY:

Against 152 applications received, only 42 applications have been sanctioned and 32 applications have been disbursed.

There are 57 applications pending as on 31/12/2012. All concerned Banks were requested to immediately (i) disburse the sanctioned loans and (ii) dispose of all pending applications and achieve their targets.

Agenda12. RECOVERY OF ADVANCES:

 Recovery percentage in Agriculture loans has increased from 84.33% as on Dec 2011 to 87.81% as on December, 2012.  Recovery percentage in PMEGP has increased from 47.01% as on Dec 2011 to 51.99% as on December, 2012.  Recovery percentage in SJSRY has increased from 47.13% as on Dec 2011 to 54.23% as on December, 2012.  Recovery percentage in DRI Scheme has decreased from 68.88% as on Dec 2011 to 64% as on December, 2012.

Further banks have not sent their views on the proposal of Delhi Govt. to confer powers of Assistant Collector of Grade-I to the bank officers on the request of the concerned bank. The matter was also discussed in the Sub Committee meeting on Priority Sector Advances held on 30/01/2013. The reply has been received from OBC and Allahabad Bank. All Member Banks to send their views within three days. PNB and SBI assured to send their views by coming Monday.

Agenda13. KISAN CREDIT CARD SCHEME:

9209 Kisan credit cards have been issued by banks so far. All banks were requested to increase issuance of KCCs.

SWAROZGAR CREDIT CARD SCHEME

916 Swarozgar Credit Cards have been issued so far. All banks were requested to increase issuance of SCCs.

Agenda14. SELF HELP GROUP:

62 SHGs have been formed during the quarter under review and total 3646 SHGs have been formed upto now. 2196 Groups have been linked and loans amounting Rs.2173 lacs have been disbursed. The involvement of banks is required in formation and linkage of Self Help Groups. Special emphasis should be made by the banks on the villages allotted to them under FI Plan for formation and linkage of Self Help Group in such villages.

Page 14 of 21 Agenda14A. JOINT LIABILITY GROUPS:

Only 14 groups of JLGs formation has been reported by banks during the quarter under review. IDBI Bank has formed 10 JLGs, Corporation bank 2 JLGs and Canara Bank has formed 2 JLGs. All banks were requested to increase formation of JLGs.

Agenda15. ADVANCES TO WOMEN ENTREPRENEUR:

Advances to women entrepreneur have increased by Rs. 600.81 crore over Dec 2011. All banks were requested to increase advances to women entrepreneur.

Agenda16. ADVANCES TO WEAKER SECTIONS:

Advances to Weaker Section have increased by Rs. 1047.78 crore over Dec 2011. All banks were requested to ensure disposal of proposals belonging to Weaker Section on priority basis.

Agenda17. ADVANCES TO MINORITY COMMUNITIES:

Advances to 'Minority Communities' have increased by Rs. 763.23 crore over Dec 2011. All member banks were requested to give priority to advances to minority communities.

Agenda18. CREDIT FLOW TO DISABLED PERSONS:

Advances to disabled persons have increased by Rs.9.44 crore over Dec 2011. All member banks were requested to give priority to advances to disabled persons.

Agenda19. DIFFERENTIAL RATE OF INTEREST SCHEME (DRI) :

Advances under DRI scheme have increased by Rs. 0.41 Crore over Dec 2011.

The figure of DRI advances of 0.003% of total advances is far behind the benchmark of 1% of previous year’s Net Bank Credit. The Banks were requested to intensify efforts for enhancement of advances under the Scheme.

Agenda20. CREDIT FLOW TO EX-SERVICEMEN & WIDOWS OF EX-SERVICEMEN AND SEMFEX SCHEME:

Advances to Ex-Servicemen and Widows of Ex-Servicemen have been sanctioned aggregating Rs. 12.61 crore to 294 beneficiaries upto Dec 2012. All banks were requested to increase advances to Ex-Servicemen and Widows of Ex-Servicemen. . Agenda21. IMPLEMENTATION OF REVIVAL, REFORM AND RESTRUCTURING PACKAGE FOR HANDLOOM SECTOR:

The implementation of this financial package is being monitored by the State Implementing Monitoring Review Committee (SIMRC) in Delhi State. The Chartered Accountants for Special Audit of eligible handloom cooperative societies have recently been appointed by the Principal Secretary & Commissioner of Industries, GNCT Delhi on the recommendations of NABARD. Under this financial package, there is one pre-

Page 15 of 21 condition that loan waiver will be done only after the concerned bank agrees to give fresh loans to handloom cooperative societies whose loans are proposed to be waived off. Most of the Handloom Cooperative Societies have been financed by the Delhi State Cooperative Bank in Delhi. DSCB was requested the DSCB to do the needful at an early date. The Industries Department has also taken up the matter with them.

Agenda22. AUTOMATION OF STATE TREASURY:

The matter of Automation of State Treasury was taken up in the last SLBC Meeting also and SLBC Convenor Bank had made necessary follow-up with the State Government. Now, the Finance Department, Govt. of NCT of Delhi has informed that they are in the process of automation of Treasury. Shri Prakash Chand, Dy. Controller of Accounts, GNCT of Delhi informed the House that the State Govt. is providing payments to the employees, vendors,/suppliers etc. through electronic mode, viz., ECS, NEFT, RTGS etc. They are in the process of developing Integrated Financial Accounting Management System which would have the online interface with the RBI and agency banks. It is expected that the System would be implemented in a period of 18 months. The Government of NCT of Delhi was requested to expedite the work.

Agenda 23. DETECTION AND IMPOUNDING OF COUNTERFEIT NOTES

The Reserve Bank of India has recently issued Master Circular DCM (FNVD) No. G- 16.01.05/2012-12 dated 02.07.2012 on Detection & Impounding of Counterfeit Notes (placed at Page No. 119 of Agenda Book). Only 13 banks have reported detection of counterfeit notes to RBI during the quarter. All banks were requested to go through the circular and comply with the instructions contained therein.

Agenda 24. INSTALLATION AND MANAGEMENT OF CASH DISPENSERS (CDs) UNDER OPEX MODEL

All Banks were requested to ensure compliance of Govt. guidelines in this regard.

Agenda 25 GREEN INITIATIVES As per DFS, Ministry of Finance directions all disbursements/payments, except for petty payments, should be made direct to the bank accounts. The use of electronic mode of payments is beneficial to all concerned. The Ministry of Finance has arranged to conduct e-payment awareness/ training program for sensitization of bank staff to promote the use of e-payment in branches thereby reducing the use of cheques in payments. All banks were requested to ensure strict compliance of the MoF directions.

Agenda 26 FAILED ATM TRANSACTIONS The incidences of failed ATM transactions are increasing with the increase in ATM transactions. All banks were requested to ensure that their ATMs are working properly and in case of any dispute regarding ATM transactions, the same should be resolved immediately.

Agenda 27 CERSAI The Central Registry of Securitization Asset Reconstruction and Security Interest of India(CERSAI) was promoted by the GOI to prevent frauds involving multiple lending by different banks on the same immovable property. The company is providing the platform for filing registration of transactions of securitization, asset reconstruction and security interest by the banks and financial institutions. Any

Page 16 of 21 person can search and inspect the records maintained by the Registry on payment of prescribed fees. All banks were requested to file transactions on CERSAI portal.

Agenda 28 REVIVAL OF THE STALLED RESIDENTIAL PROJECTS

There are a number of Residential Projects particularly in Metro Areas which have got stalled for various reasons including for want of further lending support from the banks. Restarting of unfinished projects is beneficial for all the stakeholders including banks. All the 33 member banks have reported that they have no such project financed in Delhi. It was requested that in case of any stalled residential project in future, the revival of the same should be considered immediately if the reason is liquidity crunch.

OPEN DISCUSSION

- Shri A.K. Ralhan, representative from the Office of CERSAI made a presentation on Role, Functioning, Benefits and other details of CERSAI to the House.

- Representative from KVIC informed the House that 445 projects under PMEGP were forwarded to different bank branches out of which 74 cases have been sanctioned and 51 cases have been disbursed. In 70 cases subsidy has been claimed by the banks He stated that at present 218 cases of PMEGP are pending with different banks and 200 more fresh cases have been sent by KVIB recently. So, at present, 418 cases are pending. He requested all concerned banks to claim subsidy amount wherever pending. He also requested that claim for subsidy should be sent by the banks directly to the nodal branches. He further requested the bankers to clear the pending applications by 31st March-2013.

- Shri S.K. Harshvardhan, AGM, representing Office of Banking Ombudsman addressed the House and suggested various methods to avoid ATM related complaints in banks.
