DOs and DON’Ts for Officials of Government of India visiting districts

DOs

1. Draw up your tour programme in advance in consultation with the State and District Administration concerned and collect relevant information related to the Gram Panchayat and Gram Sabha meeting to be attended (venue, timings etc.).

2. Attend briefing and debriefing sessions (if any) with the District authority concerned.

3. Arrive at the venue of meeting on time or in advance.

4. Be courteous to local people, PRI members, and State government functionaries and maintain proper conduct.

5. Talk to the local people and try to understand whether information on Gram Sabha/Kisan Sabha/Samrasta Sabha and information related to Government schemes have been disseminated (through distribution of posters, pamphlets, conduct of Prabhat Pheri, processions, cleanliness-sanitation drive etc.) in advance.

6. Introduce yourself and brief the participants about the objective of the ongoing programme.

7. Observe attendance of local people in the meeting (especially attendance of women, vulnerable groups etc.) and attendance of PRI members and government functionaries.

8. Encourage the GP President/Pradhan/Sarpanch, State government officials or other elected representatives to facilitate and ensure people’s participation in the ongoing discussion.

9. Note people’s feedback on various government schemes and their effectiveness.

10. Keep track whether the discussion is focussed on the agenda agreed upon (for example, in the Gram Sabha meeting, the themes of discussion may be preparation of Gram Panchayat Development Plan for local economic development, sanitation, role of women in rural development, social inclusion and welfare of Scheduled Castes, Scheduled Tribes, persons with disabilities, dissemination of information on various government schemes etc.)

11. Provide relevant information/answer to questions asked by participating members to the extent possible.

12. Note whether proper documentation of the meeting (recording attendance of participating members, recording proceedings in the Gram Sabha minutes register, photography/ videography of the meeting) has been done. 13. If the meeting is not being held on 24th April 2016, inform the concerned District Administration/Gram Panchayat to hold a meeting on 24th so that local people can gather in a common place to listen to Hon’ble PM’s speech.

14. Prepare a report of the meeting attended (as per prescribed format) and submit it to Ministry of Panchayati Raj through your Ministry at the earliest.

DON’Ts

1. Do not ask for any exemption from the briefing session (if any) with the State/District Administration.

2. Do not travel to the District with your families.

3. Do not make any unreasonable demands or favours to the State / District Administration or Gram Panchayats regarding accommodation, vehicles, security, leisure activities etc.

4. Do not reach late at the venue of the meeting.

5. Do not force your views during the meeting. Gram Sabha is an institution to promote public participation in rural local governance. Local people should be in charge of the discussion and put forward their views on local development freely during Gram Sabha. Your role in the Gram Sabha is to observe; to guide and to provide information whenever asked for by the people.

6. Do not undermine work of the State/Gram Panchayats during the meeting.

7. Do not criticise State/District Administration/Gram Panchayats on any issue. Record your observations in the report.

8. Do not defer submission of reports.
