Introduction and Purpose

This document presents procedures for working with underground and concealed utilities on University property.

Before any excavation or demolition can begin, the locations of all utilities in the affected area must be identified. Once work does begin, the University Project Administrator (or other individual responsible for managing Construction Contractors) must ensure that Contractors exercise appropriate caution when working near utility locations.

When followed, the procedures presented here will help ensure that construction and repairs can proceed without interrupting services to University facilities or other nearby entities.

This document is organized into the following sections:

Introduction and Purpose

Design-Phase Procedures: Presents procedures for identifying utilities during the design phase of a construction project.

Exterior Site Work Procedures: Presents procedures for identifying utilities and managing exterior site work in utility areas on a construction project.

Interior Renovation Procedures: Presents procedures for identifying utilities and managing interior renovation work in utility areas on a construction project.

Procedures for Non-Construction Projects: Presents utilities identification information for projects not being administered by the University Architect Division, the Department of Construction Management, or the Department of Renovations. Types of Utilities to Be Investigated

Items that must be identified before the start of excavation or demolition include all of the following:  Services for the University—both those generated by the University and those obtained from commercial suppliers;  Utility-related structures such as manholes, tunnels, and valve boxes; and  Services and structural elements found within a building.

University Services The services listed below are commonly found within the University limits:

Design-Phase Procedures

During the design phase of a construction project, the Project Administrator and/or Senior Staff Engineer must work with the Associate Architect and/or Engineer to locate all utilities within or adjacent to the project limits. Both the interior and the exterior of the project area must be investigated, and the construction documents must be updated to reflect any findings.

Following these investigations, Project Administration personnel must provide revised construction documents to Facilities Management, which will conduct an additional review to address utilities concerns.

Ultimately, construction documents must reflect all utilities identified by Construction Management/Renovations through investigation, as well as any utilities identified by Facilities Management during its review. Conducting Exterior Investigations

All of the following approaches should be used in exterior utilities investigations (the list is not all-inclusive):  A review of campus utility drawings;  A review of site, mechanical, and electrical drawings (including as-built drawings, if available) for nearby structures;  A walk-through of the project site to note any manholes, cleanouts, or other physical evidence of utilities in the area;  An excavation or other physical test of the area to find utilities; and  Interview(s) with Facilities Management personnel directly responsible for the area. This discussion may help identify changes made by Facilities that may not be noted on the drawings. Conducting Interior Investigations All of the following approaches should be used in interior utilities investigations (the list is not all-inclusive):  A review of existing building drawings (including any alterations, renovations, and as-built drawings, if available);  A walk-through of the project site to note physical evidence of utilities in the area. During this walk-through, the investigator shall remove ceiling tiles as necessary; locate and inspect access panels; and examine electrical and mechanical rooms feeding the project site;  Interview(s) with Facilities Management personnel directly responsible for the area. This discussion may help identify changes made by Facilities that may not be noted on the drawings; and

 Interviews with occupants of the area to identify any changes not noted on drawings.

Note: For projects designed in-house, the individuals responsible for field coordination of the project must conduct exterior and interior utilities investigations as described above, in cooperation with the appropriate architects and engineers. Recording Utilities Information on Construction Documents On at least one project drawing that details existing conditions, the investigator must show all utilities discovered during exterior and interior explorations. All appropriate shut-off valves, disconnect switches, and other controls must also be noted in the construction documents. Submitting Documents to Facilities Management After updating construction documents to show any items found during the utilities exploration, the investigator must forward the documents to Facilities Management for review. The investigator should include a date by which the documents should be returned.

Facilities Management’s Review In Facilities, personnel who have appropriate knowledge of the project area will review the drawings and note any utilities not identified during design. Facilities will also provide information about any construction methods and practices that may be required because of utilities located within or around the site. Facilities Management will forward the results of its review, in writing, to Construction Management or Renovations, as applicable. If Facilities cannot respond by the requested date, a representative of Facilities will notify Construction Management or Renovations and provide a target date for returning the reviewed documents and response. Facilities will also notify Construction Management or Renovations if it has no comments.

Following Up If Facilities Management identifies any utilities not previously noted, the investigator will confirm this identification and make note of it on the project drawings. Any special procedures that are required must also be incorporated into the construction documents.

Exterior Site Work Procedures

This section presents procedures for identifying utilities before site work begins and for performing exterior construction work in utility areas. The Project Administrator or designee, as the individual responsible for coordinating the Contractor’s work, must ensure that the procedures outlined here are followed. Receiving the Digging Permit The Contractor’s construction schedule must identify all work to be performed in utility areas. In addition to providing this schedule, the Contractor also must notify the Project Administrator at least 1 week before excavation is scheduled to begin. As part of this notification, the Contractor must submit a UC Digging Permit (Figure 1). The Project Administrator must approve this permit before work can begin.

About the Digging Permit Completion of the Digging Permit is the first step in identifying the locations of existing utilities. The permit shows the names and telephone numbers of University and external contacts who must be notified of any planned excavation on a UC campus. Each contact shown for a campus must be notified whenever excavation is planned on that campus. Once notified, these contacts or their designees will visit the job site to mark the locations of their utility installations. Note: The utility contact list also appears under “Conducting the Pre-Excavation Site Meeting” in this document.

Notifying Utility Contacts The Construction Contractor must notify the Ohio Utilities Protection Service (OUPS) of a planned excavation before submitting the Digging Permit. OUPS requires 48 hours’ advance notice to mark utility locations at the job site. The Project Administrator normally notifies the University utility contacts listed for the affected campus. University utility contacts (Facilities Management and UCit) require 72 hours’ advance notice to mark utility locations at the job site. OUPS When the Contractor calls OUPS (1-800-362-2764), OUPS then contacts the appropriate public utility companies. Each utility then sends a representative to the work site to mark locations where the company’s utilities may be installed. OUPS will provide a confirmation number, which the Contractor should record on the Digging Permit before submitting it to the Project Administrator. The confirmation number serves as evidence that the Contractor notified OUPS in advance of the excavation. The Project Administrator should be certain the OUPS confirmation number appears before signing the Digging Permit.

The location of all utility installations including electric, natural gas, water (domestic), chilled water, sewer, telephone, or any other underground installations that reasonably may be expected to be encountered during excavation work, shall be determined prior to digging. (Reference University of Cincinnati Underground and Concealed Utilities Identification Procedures.)

Utility companies and various University Departments must be advised of the proposed work and asked to establish and identify the location of the utility underground installations prior to digging on University property.

University Contacts Once the Contractor provides notice of a scheduled excavation, the Project Administrator or designee must schedule an on-site meeting with the University utilities contact persons listed in the table on the following page. The Project Administrator or designee should allow UC utilities contacts (Facilities Management and UCit, as listed in the table) 72 hours from the time of the on-site meeting to complete the marking of utilities before excavation begins.

Note: The Project Administrator must notify all the Facilities Management/UCit contacts listed for the affected campus. The Construction Contractor is responsible for notifying OUPS to arrange the marking of natural gas and CBT phone lines, as discussed above.

How Utility Locations Are Marked

At the on-site meeting, the Project Administrator or designee must provide utility contact persons with a copy of the project drawing detailing existing conditions.

Facilities Management and UCit personnel will mark the approximate physical locations of all known utilities in accordance with the Utility Location and Coordination Council’s (ULCC) Uniform Color Code (Figure 2).

When marking utility locations, Facilities Management and UCit will follow the ULCC’s Guidelines for Uniform Temporary Marking of Underground Facilities. The University Project Administrator (or designee coordinating construction) must become familiar with these guidelines and ensure that the prime Contractor and all subcontractors are familiar with them as well. Figure 2: Uniform Color Code The Guidelines for Uniform Temporary Marking of Underground Facilities appear on the following page as Figure 3. Signing the Permit The Project Administrator can sign the Digging Permit (and thus give approval for excavation to begin) once:  OUPS has been notified (at least 48 hours before the planned excavation) and provided a confirmation number; and  Utilities contacts within the University have marked any utilities in the vicinity of the excavation (or advised that no utilities are present).

GUIDELINES FOR UNIFORM TEMPORARY MARKING OF UNDERGROUND FACILITIES

This marking guide provides for universal use and understanding of the temporary marking of subsurface facilities to prevent accidental damage or service interruption by contractors, utility companies or any others working on or near those underground facilities.

USE OF MARKINGS Use color-coded surface marks (paint or similar coating) to indicate the location and route of buried lines. To increase visibility, color-coded vertical markers (temporary stakes or flags) should supplement surface marks. All marks and markers should indicate the name, initials or logo of the company that owns or operates the line and the width of the facility if it is greater than 50 mm (2”). If the surface over the buried line is to be removed, supplemental offset markings may be used. Offset markings should be on a uniform alignment and must clearly indicate that the actual facility is a specific distance away.

LOCATION TOLERANCE ZONE Any excavation within the tolerance zone should be performed with hand tools until the marked facility is exposed. The width of the tolerance zone may be specified in law or code. If not, 500 mm (18”) is required from each side of the facility. The tolerance zone includes the width of the facility and 500 mm (18”) measured horizontally from each side of the facility.

PROPOSED EXCAVATION Use white marks to show the location or boundary of proposed excavation. Surface marks on roadways should not exceed 40 mm by 500 mm (1½” x 18”). The facility color may be added to white flags or stakes.

ONE-CALL SYSTEMS One-Call damage prevention systems should be contacted prior to excavating to prevent damage to buried facilities.

ADOPT UNIFORM COLOR CODE The American Public Works Association encourages public agencies, utilities, contractors, other associations, manufacturers and all others involved in excavation to adopt the ULCC Uniform Color Code using ANSI standard Z53.1 Safety Colors as shown on the back of this card.

Observing Excavation

Once excavation is under way, the Project Administrator must observe work to ensure that Contractors exercise sufficient care to maintain utility services. Particularly in the vicinity of critical services, hand digging may be warranted to prevent damage and/or service interruptions.

The Project Administrator must ensure that all Contractors adhere to the following requirements:

 If excavation reveals any utilities not previously identified, the Contractor must stop excavation in that area immediately until the utility can be identified and appropriate measures can be taken to ensure that service is not interrupted.

 The Contractor must videotape all utilities to record existing defects and/or wear.

Interior Renovation Procedures

This section presents procedures for identifying and working with utilities in demolition areas. The Project Administrator or designee, as the individual responsible for coordination of the Contractor’s work, must ensure that all procedures outlined here are followed.

The Contractor must notify the Project Administrator at least 1 week in advance of demolition activities. Conducting the Pre-Demolition Site Meeting

Once the Contractor has provided notice of a scheduled demolition, the Project Administrator or designee must schedule an on-site meeting with Facilities Management and UCit personnel.

How Utility Locations Are Marked

At the on-site meeting, the Project Administrator or designee must provide Facilities Management and UCit contact persons with a copy of the project drawing detailing existing conditions.

Facilities Management and UCit personnel will mark the approximate physical locations of all known utilities in accordance with the ULCC Uniform Color Code (see Figure 2 under “Exterior Site Work Procedures”).

When marking utility locations, Facilities Management and UCit will follow the ULCC’s Guidelines for Uniform Temporary Marking of Underground Facilities (see Figure 3 under “Exterior Site Work Procedures”). The Project Administrator coordinating construction must become familiar with these guidelines and ensure that the prime Contractor and all subcontractors are familiar with them as well.

Managing Demolition Once all known utilities have been identified as described above, the Project Administrator can give approval for demolition work to begin. The Project Administrator must observe work regularly to ensure that all Contractors adhere to the following requirements:

 If any utilities not previously identified are discovered during demolition, the Contractor must stop work activity in that area immediately until the utility can be identified and appropriate measures taken to ensure that service is not interrupted.  The Contractor must videotape all utilities to record existing defects and/or wear.

Procedures for Non-Construction Projects

This section addresses necessary excavations or demolitions that are not part of a construction project administered by the Division of the University Architect or the Departments of Construction Management or Renovations. For such excavations/demolitions, the University entity performing or contracting for the work bears responsibility for utilities identification.

The department or division performing or contracting for the work must designate an individual or team to perform the required exploration and location of all utilities related to the work.

The responsible Project Administrator must contact Michael Ross ([513] 556-0909), plan room manager within the University Architect Division, to review plans.

See the section “Design-Phase Procedures” for interior and exterior utilities exploration requirements. Marking of utilities should proceed as described in the sections “Exterior Site Work Procedures” and “Interior Renovation Procedures”.

Appendix: Additional Resources for Utility Questions

Whenever the appropriate contact persons for a particular utility type (as listed in the table under “Exterior Site Work Procedures”) cannot resolve a question, conflict, inconsistency, or ambiguity regarding utilities exploration/identification, the individuals listed below should be contacted.
