We lead the delivery of the State Government’s Premium Food and Wine Produced in our Clean Environment and Exported to the World economic priority. Within the framework of South Australia’s Strategic Plan, PIRSA maintains a key focus to grow the contribution made by South Australian food industry to $20 billion by 2020. We also lead and coordinate the state’s regional development agenda to improve economic and social outcomes for regional South Australia through the Government’s Charter for Stronger Regional Policy. We involve and engage with all levels of government, industry, academia and the broader community. This ensures we make good decisions, have clear and relevant policies, plan and implement effective programs and broker shared responsibility. PIRSA comprises approximately 900 people working in locations across metropolitan and regional South Australia.

Our industries and regions South Australia’s primary industries and regions are crucial for the prosperity of state, and are continuing to grow in importance. The rapidly increasing global demand for high quality food and wine, combined with South Australia’s strong reputation for food safety, biosecurity and product integrity creates significant opportunities for the state. The agriculture, food, wine and forestry industries are a vital part of the state’s economy, our largest export sector and a major employer. In 2015–16 they generated about $21 billion in revenue, accounted for 52% of the state’s merchandise exports, and employed about 150,000 people or one in five working South Australians. Our regions also make a substantial contribution to the state’s economy, not only through agriculture, food, wine and forestry but also through mining and minerals processing, manufacturing, tourism and energy production. Our regions contribute about $25 billion to the state’s economy every year and produce about half of our merchandise exports, and they do so with just 29% of our population. Strong regions are the foundation of a strong state, and key to providing a prosperous future for all South Australians. PIRSA’s focus on growing the state’s primary industries and regions includes a range of diverse areas associated with policy development, agribusiness development, biosecurity and emergency management, fisheries and aquaculture management, rural services, and research and development. Our expectations  You accept responsibility for your own and others safety and will adopt appropriate hazard management practices consistent with the role, including contributing towards the completion of the Site Safety Management Plans.  You uphold the ethical behaviour and professional integrity standards as contained in the Public Sector Act, 2009.  You familiarise yourself with the Code of Ethics for the South Australian Public Sector and ensure that you follow it.  You participate in PIRSA’s Performance Management and Development Program.  You may be assigned alternative duties consistent with PIRSA’s business needs and/or the developmental needs arising from your performance review conversations.  You contribute to whole-of-agency working groups developing PIRSA policy responses to significant and emerging issues as required.  You undertake training and participation in emergency management activities as required.  You implement and maintain security in line with whole-of-government and agency policies.  You adhere to the PIRSA Smoke Free Policy. About the role The Fisheries Officer is part of the Operations Group within PIRSA Fisheries & Aquaculture, works under the general direction of an assigned Senior Fisheries Officer and is accountable to the Regional Manager, Operations, Fisheries & Aquaculture. The Fisheries Officer is primarily responsible for the achievement of their assigned Station goals and objectives, including compliance program deliverables from the Master Operational Plan. The Fisheries Officer will work collaboratively and in a coordinated manner with Fisheries Officers and Senior Fisheries Officers from within their Station and across their Region to ensure that Station and Regional resources including assets are used in the most efficient, cost effective and safest manner to ensure Regional goals and objectives are achieved. Fisheries Officers are to work within PIRSA Standards & Guidelines, Standard Operating Procedures and OHWS parameters at all times.

Other requirements specific to the role include:  A flexible approach to working hours is necessary. The hours of duty of a Fisheries Officer will be an average of 150 per four week period to be worked irregularly over 7 days including public holidays and weekends. Where employees are called upon to work approximately 50% of their weekends and public holidays they will be eligible to receive an allowance of 13.1%  Some intrastate and interstate travel with overnight absences, working in remote areas and at times under harsh conditions including at sea, may be required  The position is based in a designated metropolitan or regional area but the incumbent may be required to transfer to another location as required (Stations are located across the State)  Fisheries Officers participate in the FISHWATCH Duty Officer roster  At short notice, the incumbent will be required to be part of a marine search and rescue operations in accordance with the PIRSA Emergency Response Plans and the Memorandum of Understanding with SAPOL and other South Australian Government Agencies as required  The incumbent will wear an Agency uniform to provide a visible presence in the community  The incumbent may be recalled to work to investigate land and off shore reports of illegal fishing activities  In accordance with OHS&W guidelines for the Fisheries & Aquaculture Division, the incumbent may be required to participate in a program which will assist with the incumbent’s level of fitness to safely engage in discharging the manual handling requirements associated with but not limited to the launching and retrieval of a range of vessels and the lifting of mesh nets and rock lobster pots  The incumbent will be required to maintain a safe working environment by adopting appropriate hazard management practices consistent with the role, including, but not limited to 4WD Training, Operational Safety Training, Ship Board Safety (requirement of a Coxswains certificate of competency) and Boarding Vessels at Sea Training

The incumbent will be required to undertake a Workplace Assessment Program during the period of the contract to demonstrate competency in the role and ability to meet all agreed performance standards to the satisfaction of the Regional Manager (or delegate). The Workplace Assessment will be forwarded to the Director Operations for final approval and if appropriate, recommendation to OPS4 classification, as per the PIRSA HR Delegations.

To be considered for this position it is essential that you have a current SA Drivers Licence.

Appointment to the position will be subject to the incumbent undergoing:  A pre-employment medical check and a medical clearance for the role and;  A criminal history check or SAPOL National Police check satisfying the requirements of the role

Essential qualifications NIL Desirable qualifications  Certificate 3 in the Seafood Industry (Fisheries Compliance) or an appropriate equivalent qualification  Senior Certificate in First Aid  Certificate IV in Government (Investigations) or Statutory Compliance or an appropriate equivalent qualification  Coxwain or higher certificate Key results FIELD BASED PROGRAM DELIVERY Field based operations are credible, cost effective and withstand close scrutiny by the legal profession  The Master Operational Plan and associated risk assessment & compliance programs are understood and appropriately responded to in order to meet targets and Service Level Agreements  Under guidance, a range of appropriate surveillance mechanisms and evidence collection processes are selected and utilised to investigate suspect fishing activities and minor indictable offences, which can result in arrests  Under guidance, databases and operating systems such as iBase, eBrief and PIIMS are utilised effectively  Risks associated with compliance activities are identified, addressed and reported on  Relevant operational and corporate policies and practices are understood and applied  Legislation relevant to the effective management of fisheries and navigation and maritime activities is appropriately administered  Catch Disposal Records and other records are evaluated and investigated to determine quota infringements of fishers and fish processors  Under guidance, evidence and intelligence is appropriately gathered, analysed, recorded and disseminated to the Intelligence & Strategic Support Group, senior management and/or relevant stakeholders  Under guidance, investigation and prosecution briefs, incorporating field information, are prepared  Under guidance, search warrants and summons are applied for and executed in a timely and appropriate manner  Where required, first aid supplies are maintained and OHS&W audits are undertaken in the workplace  Maintenance of station assets, including boats, vehicles, buildings and other assets

STATION SUPPORT AND CONTRIBUTION Is an active and positive contributor within the Station and Regional team  Under guidance, actively participates in planning, development and implementation of the annual Fisheries Compliance Master Operational Plan, including effective usage of Station and Region assets, to meet PIRSA Fisheries & Aquaculture objectives  Positive contribution as a member of the Station and Regional team; provide operational support to Station and Regional Leadership including contribute to development of Statewide compliance related policy, legislation, and operating procedures  Operational decision making is contributed to, including a “whole of team” approach, including sharing of information and resources, and effectively recognising the operational links between fisheries Stations within the Region  Under guidance high quality written reports, including Briefs of evidence, are delivered  Key messages from the Operational Management Team, PIRSA Corporate and the Regional Manager are actively supported

STAKEHOLDER RELATIONSHIPS AND SUPPORT Stakeholder relations are continually improved and contributed to.  Collaborative and positive working relationships, including ongoing dialogue, open communication and consideration of other’s needs and opinions, are developed with other staff in Fisheries & Aquaculture, with fishers, industry representatives, and the general community  Actively engages with other Fisheries Officers and stakeholders through effective communication skills and sharing of knowledge and ideas  Develops a good knowledge of the Fisheries Management Act 2007, Aquaculture Act 2001, and associated legislation as they apply to the fishing industry  Strong and effective liaison with, and support to their assigned Senior Fisheries Officer and the Regional Manager, with operational concerns addressed in a timely and professional manner

COMMUNITY AWARENESS Facilitate an improved community understanding of fisheries resource management and the positive presentation of the Sections services and programs.  Community education events, meetings and exhibitions are contributed to and attended  Compliance services and programs are positively promoted to stakeholders  Field based compliance activities are performed with the primary objective of educating and raising awareness of fisheries management policies and legislative requirements  Cooperative work and liaison with the Community Awareness Group ensures a common purpose and an effective targeting of effort

SERVICE DELIVERY IMPROVEMENT Compliance operations and policy are continually improved and contributed to.  Participate in the annual review of Fishery compliance programs and associated service delivery processes and standards.
